OF THE COMMISSION FOR THE EDUCATIONAL EXCHANGE
BETWEEN CHILE AND UNITED STATES OF AMERICA
During the 52 years of existence of the Commission for Educational Exchange Between Chile and the United
States of America – better known as the Fulbright Commission in Chile – admirable work has been accomplished
that has been of great importance for the scientific, cultural and artistic development of Chile. During this time,
almost 1700 Chileans have received a Fulbright grant. This has enabled them to pursue post-graduate studies in the
best U.S. universities in disciplines extending from the Arts and Architecture to the Sciences of Physics and Biology
and from the Humanities and the Education to Engineering, Law and Economics. At the same time, the Commission
has granted more than 900 scholarships to U.S. professors, scholars, and students to teach, conduct research and
study in Chile.
This exchange - authentically bi-national – has not only facilitated the improvement of specialized knowledge
for Chileans and U.S. grantees but has also permitted them to experience directly the culture, traditions and way of
life of both countries. In this way, the now numerous Fulbright community has contributed to reinforce the ties of
friendship and affection between Chile and the United States.
In 2007, the Commission continued advancing in this proliferous path. Utilizing its own resources and
funding originating from the agreements with the Program for the Improvement of the Quality and Equity of
Higher Education (MECESUP), and the National Commission for Scientific and Technological Research (CONICYT).
A number without precedence of 58 Chilean graduates obtained the Fulbright grant to pursue Master and Doctorate
studies in the U.S. Especially significant is the fact that due to the rigorous selection process, 34% of the grantees
were admitted to the 10 best universities in the U.S. and an additional 34% were accepted in the 10 best universities
that follow in the ranking.

UNIDOS DE AMÉRICA
Durante sus 52 años de existencia, la Comisión para el Intercambio Educativo entre Chile y los Estados
Unidos de América- más conocida como la Comisión Fulbright Chile-, ha realizado una labor admirable y de gran
trascendencia para el desarrollo científico, cultural y artístico de Chile. En ese lapso, casi 1700 chilenos han recibido
la beca Fulbright, gracias a lo cual han podido realizar estudios de postgrado en las mejores universidades estadounidenses, en disciplinas que van desde las artes y la arquitectura a las ciencias físicas y biológicas, desde las humanidades y la educación a la ingeniería, derecho y economía. Al mismo tiempo, la Comisión ha becado a más de 900
profesores, académicos y estudiantes norteamericanos para que enseñen, investiguen y estudien en Chile.
Este intercambio- auténticamente binacional- ha hecho posible no sólo que chilenos y estadounidenses
perfeccionen sus conocimientos en sus áreas de especialización, sino que ha permitido, también, que ellos conozcan
en forma directa la cultura, tradiciones y formas de vida de ambos países. En esta forma, la ya numerosa comunidad
de Fulbrighters ha contribuido a fortalecer los vínculos de amistad y afecto entre Chile y los Estados Unidos.
En 2007, la Comisión continuó avanzando por esta senda fecunda. Utilizando sus propios recursos y los
aportados por sus convenios con el Programa de Mejoramiento de la Educación Superior (MECESUP), y con la Comisión Nacional de Investigación Científica y Tecnológica (CONICYT), un número sin precedentes de 58 graduados
chilenos obtuvieron la beca Fulbright para realizar estudios de Maestría y Doctorado en Estados Unidos. Especialmente significativo es el hecho que, debido al riguroso proceso de selección utilizado, 34% de ellos fue admitido por
las 10 mejores universidades estadounidenses, y 34% adicional fue aceptado en las 10 universidades siguientes.

LETTER FROM THE EXECUTIVE DIRECTOR
Ambassador Andres Bianchi became the new President of the Board of Directors in July 2006. With his
arrival, three Chilean Fulbright alumni were designated as members of the Board the Government of Chile. In
September, Dr. Michael Orlansky, who was also a Fulbright grantee in 1983 at the University of Sarajevo, became
the new Cultural Affairs Officer at the United States Embassy. In addition, Ambassador Craig Kelly designated Dr.
Miguel Allende to the Board of Directors as a representative of the United States. Dr. Allende possesses U.S. and
Chilean citizenship and is currently working as a professor at the Faculty of Sciences at the University of Chile.
In 2006, we signed four cooperation agreements with the Government of Chile. The first, with the Ministry
of Education, increases the number of English teachers who come to Chile to teach in public high schools. The
second, with MECESUP2, is a cooperation agreement between the Commission and the Ministry of Education with
the objective of developing the capacity for innovation and research in institutions of higher education in Chile and
the U.S., increasing the exchange of doctoral candidates, scholars and researchers. We signed two addendums with
CONICYT corresponding to previous agreements in order to broaden the financial support that this institution
provides. Modifications were made to the first agreement, about pre-doctoral assistantships, and to the second
agreement, which is aimed at Chilean students who wish to obtain a doctoral degree in scientific and technological
areas at U.S. universities.
I would like to take advantage of this opportunity to thank the U.S. and Chilean Fulbright professors who
collaborated on the selection panels and to all the alumni who wrote letters of recommendation. Each year more
alumni share their experiences and become mentors, encouraging top students to pursue studies in the United
States. As in past years, I would also like to thank the former grantees who participated as volunteers in outreach
activities and explaining the Fulbright Program at educational fairs, giving motivational speeches and university
presentations, and receiving U.S. students into their homes during the orientation weeks.
We look forward to a continued active participation of the alumni to increase the educational exchanges
between the scholars of our nations. Our goal is to have grantees in every state of the United States and in every
region of Chile.
I would also like to mention that this year was special for the staff at the Commission as two key people
in our small team, Karina Sapunar and Mariana Guajardo, became mothers for the first time. This resulted in
some lack of coordination within the office, but the problem seems unimportant after the arrival of two healthy,
beautiful baby girls, Ema and Magdalena. Finally, we welcome to our team Shelley Herrling, U.S. grantee advisor, a most
needed position, since we doubled the number of U.S. scholars and started the English Teaching Assistantship program.

CARTA DE LA DIRECTORA EJECUTIVA
El Embajador Andrés Bianchi se convirtió en el nuevo Presidente de Directorio en julio de 2006, y con su
llegada son tres los chilenos, ex becarios Fulbright, designados como miembros del Directorio por el Gobierno de
Chile. En septiembre, el Dr. Michael Orlansky, quien también fue becario Fulbright en 1983 en la Universidad de
Sarajevo, asumió como nuevo Agregado Cultural de la Embajada de los EE.UU. Además, el Embajador Craig Kelly
designó como representante de los EE.UU. al Dr. Miguel Allende, quien tiene doble nacionalidad y actualmente se
desempeña como profesor en la Facultad de Ciencias de la Universidad de Chile.
En el 2006 firmamos cuatro acuerdos de cooperación con el Gobierno de Chile. El primero, con el Ministerio de Educación, para aumentar el número de profesores de inglés que vienen a enseñar a los liceos de enseñanza
media. El segundo, con MECESUP2, es un acuerdo de cooperación entre la Comisión y el Ministerio de Educación
que tiene por objeto desarrollar la capacidad de innovar e investigar de las instituciones de educación superior
chilenas y estadounidenses, fomentando el intercambio de estudiantes de doctorado, académicos e investigadores.
Con CONICYT se firmaron dos addendum a acuerdos previos para ampliar el apoyo financiero que otorga esta
institución. Se establecieron modificaciones al primer convenio de pasantías pre-doctorales y al segundo acuerdo
para estudiantes chilenos que desean obtener el grado de Doctor en áreas científicas y tecnológicas en universidades
estadounidenses.
Deseo aprovechar esta oportunidad para agradecer a los Fulbrighters, actuales profesores
estadounidenses y profesores universitarios chilenos, que colaboraron en los paneles de selección, y a los muchos
ex becarios que escribieron cartas de recomendación. Cada año son más los Fulbrighters que difunden y hacen de
mentores para incentivar a los mejores alumnos a emprender estudios en Estados Unidos. Al igual que en años
anteriores, quiero agradecer a los ex–becarios que participaron como voluntarios dando a conocer el programa
Fulbright en charlas motivacionales, presentaciones en universidades y recibiendo en sus hogares a los estudiantes
estadounidenses durante las semanas de orientación.
Esperamos continuar con la activa participación de los ex becarios para aumentar los intercambios educacionales entre los académicos de nuestras naciones. Nuestra meta es lograr tener becarios en cada estado de los
Estados Unidos y en cada región de Chile.
Deseo mencionar finalmente que este año fue especial para el personal de la Comisión, ya que Karina Sapunar y Mariana Guajardo, dos personas claves de nuestro pequeño equipo de trabajo, fueron madres por primera
vez. Esto produjo algunas descoordinaciones en la oficina, pero todas las dificultades no tuvieron importancia al ver
a las dos bebitas sanas, Ema y Magdalena. Finalmente, damos la bienvenida a nuestro equipo de trabajo a Shelley
Herrling, Consejera de becarios EE.UU., una posición necesitada desde que duplicamos el número de académicos
estadounidenses y comenzamos el programa de profesores asistentes de inglés.

THE AGREEMENT
On March 31st 1955, an agreement between the Government
of the United States and the Government of Chile created the
Fulbright Commission in Chile.
On February 26th 1997, Secretary of State Madeleine
Albright and Minister of Foreign Affairs of Chile
José Miguel Insulza signed a second agreement
creating the Commission for Educational Exchange
between Chile and the United States of America, in
which both nations became equal partners on the basis
of joint funding, planning and implementation.
The Commission for Educational Exchange between
Chile and the United States of America was passed as
a Law of the Republic of Chile on November 23, 1998.
MISSION STATEMENT
The Commission in Chile was created to foster understanding
between both nations and its main purpose is to
encourage learning and research through educational
exchange. The Commission for Educational Exchange
between Chile and the United States of America is an
autonomous, non-for-profit and apolitical binational
organization that seeks excellence.
The Binational Commission selects U.S. and Chilean
researchers, professionals and students with leadership
potential and a commitment to their communities,
providing them the opportunity to study, teach, and
conduct research. The experience of studying in another

culture is fundamental to the creation of a globally
educated citizenry who will contribute to world peace
and economic, social and cultural development. Each
year, academics and professionals are selected with the
vision, inspiration and passion to foster the exchange of
ideas and learning that enhances humanity.
BINATIONALISM
The Commission is recognized by both governments
as a binational organization created to facilitate the
administration of educational exchange programs, which
are financed with funds provided by both governments.
The Board of Directors is composed of eight members,
four of whom are assigned by the Ambassador of the
United States of America to Chile, and the Ministry of
Foreign Affairs assigns the other four. In addition, the
Ambassador of the United States of America in Chile and
the Chilean Minister of Foreign Relations act as
Honorary Co-Presidents of the Chilean Board of
Directors.The Board of Directors of the Commission for
the Educational Exchange between Chile and United
States of America alternates between a member of the
U.S. diplomatic service, appointed by the Ambassador
of the United States of America, and a Chilean member
designated by the Minister of Foreign Affairs of Chile.
The Presidency is held for a term of one year.
The mandate of the Board of Directors in Chile is to
continue creating collaborative relationships to increase
the Commission’s funds, allocated by both nations.

EL TRATADO
El 31 de Marzo de 1955, un acuerdo entre el Gobierno
de los Estados Unidos de América y el Gobierno de Chile
dio origen a la Comisión Fulbright.
El 26 de Febrero de 1997, la Secretaria de Estado de los
Estados Unidos, Madeleine Albright, y el Ministro de Relaciones Exteriores de Chile, José Miguel Insulza, firmaron
un segundo acuerdo que creó la actual Comisión para el
Intercambio Educativo entre Chile y los Estados Unidos
de América, en el que ambas naciones comparten el financiamiento, la planificación y la implementación del
programa. En Chile, la ley que estableció formalmente
la Comisión para el Intercambio Educativo entre Chile y
los Estados Unidos de América fue promulgada el 23 de
Noviembre de 1998.
LA MISIÓN
La Comisión en Chile fue creada para promover la mutua comprensión entre ambas naciones y el objetivo
principal es estimular el estudio y la investigación a través del intercambio educacional. La Comisión para el
Intercambio Educativo entre Chile y los Estados Unidos
de América es una organización binacional autónoma,
sin fines de lucro, apolítica y que busca la excelencia.
La Comisión Binacional selecciona a investigadores, profesionales y estudiantes con potencial de liderazgo y con
compromiso hacia sus comunidades, tanto estadounidenses como chilenos, proporcionándoles la oportunidad de estudiar, enseñar, y realizar investigaciones. La
experiencia de estudiar en otro país y conocer su cultura
es fundamental para crear una ciudadanía educada globalmente, que contribuya a la paz mundial y al desarrollo económico, social y cultural. Cada año se seleccionan
a académicos y profesionales con visión, inspiración y
pasión por promover el intercambio de ideas y el aprendizaje que engrandece a la humanidad.
BINACIONALISMO
La Comisión es reconocida por ambos gobiernos como
un organismo binacional creado para facilitar la administración de programas de intercambio educativo y se
financia con fondos entregados por ambos gobiernos.
El Directorio de la Comisión está compuesto por ocho
miembros, cuatro de los cuales son ciudadanos de los Estados Unidos de América y otros cuatro son ciudadanos
chilenos. Además el Embajador de los Estados Unidos
de América en Chile y el Ministro de Relaciones Exteriores de Chile actúan como Co-Presidentes Honorarios de
la Comisión.
La presidencia del Directorio de la Comisión para el Intercambio Educativo entre Chile y los Estados Unidos de
América se alterna entre un miembro del servicio diplomático estadounidense, nombrado por el Embajador de
los Estados Unidos de América, y un miembro chileno
designado por el Ministro de Relaciones Exteriores de
Chile. La presidencia es por un período de un año.
El mandato del Directorio en Chile continua siendo crear
relaciones de colaboración para aumentar el efecto multiplicador de la asignación de ambos gobiernos.

PROGRAM FUNDING/ FINANCIAMIENTO DEL PROGRAMA
The Fulbright Program in Chile is directly financed by an
annual appropriation from the Congress of the United
States, and by a direct allocation from the Government
of Chile through the Ministry of Foreign Affairs.
The universities in the United States provided tuition
awards and stipends to Chilean graduate students of 2006,
and to grantees of previous years who are continuing their
studies, equivalent to U.S. $1,346,057.
In addition, the Commission almost completely covers
expenses for the scholarship programs with the indirect
financial support of its associated counterparts: the
Chilean Ministry of Education, through the English
Opens Doors Program and the Program for the
Improvement of the Quality and Equity of Higher
Education (MECESUP); the Ministry of Planning through
the President of the Republic’s Scholarship; and the
National Scientific Research and Technology Commission
of Chile (CONICYT).
For the grantees in 2006, this amounts to the total
coverage of stipends and tuition costs for 19 students
and partial coverage for 11 students, equivalent to U.S.
$654,076. Also, this includes financial aid for 7 grantees
through work study and assistantships in research (U.S.
$44,190). In addition, for those grantees from previous
years who continued to study in postgraduate programs,
universities in the U.S. awarded partial and total coverage
equivalent to U.S. $647,791.
In the year 2006, the contribution by the government of
the United States of America was U.S. $1,151,245 while
the allocation of the Government of Chile, direct and
indirect, reached the amount of U.S. $1,275, 950.

The host institutions in Chile contributed the amount of
U.S. $289,086 through co-financing, maintaining salaries,
complementary scholarships for Chilean grantees and
housing for U.S. grantees.

El Programa Fulbright en Chile es financiado directamente con una asignación anual del Congreso de los Estados
Unidos y por la asignación directa del Gobierno de Chile,
a través del Ministerio de Relaciones Exteriores.
de matrícula y de mensualidades a los estudiantes chilenos de postgrado del año 2006 y los becarios de años
anteriores que continúan realizando sus estudios, equivalente a U.S. $1.346.057.
Además, la Comisión cubre casi la totalidad de los programas de beca gracias al aporte financiero indirecto de
convenios suscritos con el Ministerio de Educación, a
través del Programa Inglés Abre Puertas y del Programa
de Mejoramiento de la Calidad y la Equidad de la Educación Superior (MECESUP2); del Ministerio de Planificación, a través de la Beca Presidente de La República;
y de la Comisión Nacional de Investigación Científica y
Tecnológica de Chile (CONICYT).
Esta cifra, para los becarios del año 2006, suma la cobertura total en gastos de arancel y matrícula para 19 becarios y la cobertura parcial para 11 becarios, equivalente a
U.S. $654.076. Además, incluye la ayuda financiera para
7 becarios a través del trabajo en ayudantías y asistencias en investigación (U.S. $44.190). Por otra parte, para
aquellos becarios de promociones anteriores que continúan estudiando en programas de postgrado, las universidades en EE.UU. entregaron cobertura parcial y total
equivalente U.S. $ 647.791.
En el año 2006, la contribución del Gobierno de los Estados Unidos fue de U.S. $1.151.245, mientras que la asignación del Gobierno de Chile –directa e indirecta– alcanzó la suma de U.S. $1.275.950.
Las universidades en los Estados Unidos otorgaron becas

In July, the Board of Directors of the Commission for the
Educational Exchange between Chile and United States
of America, together with the Ambassador of the United
States in Chile, Mr. Craig Kelly, met with the Minister
of Foreign Affairs, Mr. Alejandro Foxley, to submit the
Commission’s Biannual Report 2004-2005 and discuss
the work achieved during this period.
En julio, el Directorio de la Comisión para el Intercambio
Educativo entre Chile y los Estados Unidos de América
junto al Embajador de los Estados Unidos en Chile, Sr.
Craig Kelly, se reunió con el Ministro de Relaciones Exteriores, Sr. Alejandro Foxley, para entregar la Memoria
Bi-Anual 2004-2005 y dar cuenta de las labores realizadas en el período.
On this occasion, Minister Foxley, in his capacity as
Honorary Co-President of the Commission, named the
former Ambassador of Chile to the United States, Mr.
Andres Bianchi, as a new member to the Board of
Directors. Mr. Bianchi assumed the position of President
of the Board for the period of July 2006 to June 2007.

nuevo miembro del Directorio al Ex-Embajador de Chile

The new agreements established by the Commission
allows for the realization of alliances that will permit
more Chileans to study, conduct research and establish
collaborative networks with universities and educational
institutions of excellence in the United States and for
U.S. citizens to teach and conduct research in Chile.
ENGLISH OPEN DOORS PROGRAM AGREEMENT,
MINISTRY OF EDUCATION.
In May, the members of the Board of Directors met with the
Minister of Education, Martín Zilic, signing a collaboration
agreement strengthening the Fulbright English Teacher
Exchange Program. This agreement reinforces the teaching of
English in Chile by increasing the number of scholarships for
the teacher exchange program.

AGREEMENT WITH THE PROGRAM FOR THE
IMPROVEMENT OF THE QUALITY AND EQUITY OF
HIGHER EDUCATION, MECESUP 2.
In August, the Minister of Education, Yasna Provoste,
and Andrés Bianchi, President of the Board, signed a
Cooperation Agreement between the Program for
the Improvement of the Quality and Equity of Higher
Education (MECESUP2) of the Ministry of Education
and the Commission for the Educational Exchange between
Chile and the United States of America. The alliance aims
to develop the capacity for innovation, research and
promotion of human resources at advanced levels
in institutions of higher learning in Chile. The Cooperation
Agreement establishes a commitment to nominate the
best candidates for Fulbright doctorate program. The
agreement also invites U.S. professors to Chile to offer
seminars, teach and collaborate in on going research in
higher education institutions, with financial resources
from MECESUP 2 and from the universities.

ADDENDUMS TO THE AGREEMENT WITH THE
NATIONAL SCIENTIFIC AND TECHNOLOGICAL
RESEARCH COMMISSION OF CHILE, CONICYT
In November, the National Scientific and Technological
Research Commission of Chile (CONICYT) and the
Commission for the Educational Exchange between Chile
and the United States of America signed two addendums
to previously signed agreements.
The first one, signed in 1997, implemented the Predoctoral
Research Scholarship Program. This program is oriented
towards strengthening the education of students who are
at the thesis stage in their doctorate programs in Chilean
universities, giving them the opportunity to realize
laboratory work or research at a U.S. institution of higher
education. The first addendum considered opening
the applications for the scholarship to all students in
accredited doctoral programs in Chilean universities,
excluding the original requirements of depending on the
CONICYT scholarship.
The second addendum established a variation from the
agreement signed by the Commission and CONICYT in
the year 2002. The said agreement initiated the Doctorate
Program in Science and Technology meant for Chilean
students who wished to obtain their doctorate degree in
U.S. universities. The modification to the original agreement
relates to CONICYT´s financial coverage for those Chilean
grantees who did not receive total or partial costs of tuition
and/or fees upon admission in an U.S. university.

universidades chilenas, eliminando el pre-requisito de
contar con la beca CONICYT.
En noviembre, la Comisión Nacional de Investigación
Científica y Tecnológica (CONICYT) y la Comisión para
el Intercambio Educativo entre Chile y los Estados Unidos de América firmaron dos addendum a los convenios
previamente suscritos.
El segundo addendum introdujo un cambio al convenio
firmado por la Comisión y CONICYT en el año 2002. Dicho acuerdo dio origen al Programa de Doctorado en
Ciencia y Tecnología destinado a estudiantes chilenos
que desearan obtener el doctorado en universidades
estadounidenses. La modificación al convenio original
hace referencia a la cobertura financiera por parte de
CONICYT para aquellos becarios que no obtuvieran la
liberación de matrícula y aranceles en la universidad en
los EE.UU.
El primero de éstos, firmado en 1997, dio origen al Programa de Becas de Investigación Predoctoral. Este programa está orientado a fortalecer la formación de los
estudiantes de doctorado en universidades chilenas que
se encuentran en la etapa de tesis de grado, dándoles la
oportunidad de realizar una investigación o de colaborar en un laboratorio en una institución de educación
superior estadounidense. El primer addendum considera la apertura de la postulación a la beca a todos los
estudiantes de programas acreditados de doctorado de
Ambos addendum contemplan, además, la total cobertura financiera de parte de CONICYT para los gastos de
mantención de los becarios chilenos, según los parámetros entregados por el Departamento de Estado de los
EE.UU.

SENIOR SPECIALISTS
The Fulbright Senior Specialists Program is a scholarship for a short stay –between two and six weeks– that facilitates the
collaboration between U.S. professors and their Chilean colleagues, within academia and professional research. From the
onset of the program in 2002 forty one senior specialists have come to Chile. In 2006, the Commission received seven
U.S. Senior Specialists.
Dr. Carver Mead, academic from
the California Institute of Technology
(CALTECH), recognized as key inventor
of the last 50 years, creator of large scale
integrated circuits, microchip. He has
over 50 technological patents. He
arrived in January at the invitation of
the College of Physical Sciences and
Mathematics at the University of Chile
and the MECESUP Program to visit
the regions of Antofagasta and Aysen,
participating in seminars and meetings
relating to technology and innovation.
Dr. Mohammed Rawwas, academic
from the College of Business Administration
of the Department of Marketing at the
University of Northern Iowa was invited
by the College of Social Sciences,
Administration and Economics at the
University of Tarapacá, in the city of
Arica, to participate in a series of activities
and meeting with representatives from
the tourist sector in January 2006.
Mr. Jim May, dancer and choreographer,
director of the Anna Sokolow’s Players’
Project, founding member of the
Department of Dance and Theatre at

SUNY-Purchase and professor at the
Julliard Conservatory in New York.
He visited Chile to collaborate at the
School of Dance at Mayor University.
During his stay, he gave workshops on
the Lemon technique to dance and
theatre students and professionals.
Dr. William Louis Ascher, professor
at the School of Government and
Economy at Claremont McKenna
College. Invited by the Department
of Industrial Enginering at the
University of Chile, he gave a seminar
“How to Promote Medium and Long
Term Thinking and Action in Politics,
the Environment, and Natural
Resources,” oriented toward industrial
engineering students at the host
university.
Dr. Dulasiri Amarasiriwardena,
academic at the School of Natural
Sciences at Hampshire College in
Amherst, Massachusetts, specialist in
environmental chemistry, with strong
experience in the application of analytic
methods and instrumentation of
environmental monitoring, tests and
quality control. Dr. Amarasiriwardena
visited the College of Chemical
Sciences at the University of
Concepcion to give a class entitled
“Analytical Chemistry Applied in
Environmental Monitoring and
Research.”
Dr. Janet McDaniel, academic from
California State University, San Marcos,
specialist in preparing teachers
who work with adolescents. She was
distinguished with the Academic Prize
at California State University, San Marcos.
Dr. McDaniel was invited by the
Pontifical Catholic University of
Valparaíso to develop a program
oriented towards Teacher Training.
Dr. Karen D. Lupo, academic in the
College of Anthropology at Washington
State University, expert in zoo-archaeology.
She was invited by the College of Social
Sciences at the University of Chile and
by the Museum of Pre-Columbian Art
to participate in the ”First Workshop on
zoo-archaeology in Chile.”

El Programa Fulbright para Académicos Senior es una beca de corta estadía –entre 2 y 6 semanas– que facilita la colaboración de docentes estadounidenses con sus pares chilenos en seminarios, cursos y proyectos de investigación. Desde
que se creó el programa en 2002 han venido 41 profesores estadounidenses a Chile. En el 2006, la Comisión recibió a
siete académicos senior estadounidenses.

CHILE
The U.S. professor Roberto López-Anido, Fulbright grantee 2005, academic from the
University of Maine, held the seminar “Wood-Plastic Composites for Construction:
Perspectives and Opportunities” at the Research Center, Development in Innovation
of Structures and Materials, IDIEM, dependent institution of the College of Physical
Sciences and Mathematics at the University of Chile. The event had as its objective
to give the audience a basic understanding of wood-plastic including materials, fabrication
processes and physical properties and mechanics, present a global vision on current
development of wood-plastic for construction and teach the audience to interpret the
process of wood-plastic product specification for use in industry and construction.

El profesor Estadounidense Roberto López-Anido, becario Fulbright 2005, académico de la Universidad de Maine, realizó en junio el Seminario “Madera Plástica
(Wood-plastic Composites) para la Construcción: Perspectivas y Oportunidades” en
el Centro de Investigación, Desarrollo en Innovación de Estructuras y Materiales,
IDIEM, institución dependiente de la Facultad de Ciencias Físicas y Matemáticas de
la Universidad de Chile. El evento tuvo por objetivo dotar a los asistentes de conocimientos básicos de madera plástica incluyendo materiales, procesos de fabricación y
propiedades físicas y mecánicas, presentar una visión global sobre el desarrollo actual
de madera plástica para la construcción, efectuar un análisis crítico de perspectivas y
oportunidades y, capacitar a los asistentes para que puedan interpretar el proceso de

PRESENTATION OF PRELIMINARY RESEARCH PROJECTS OF U.S.
STUDENTS 2005, IN AYSEN
In January, five U.S. students presented their preliminary research in the city of
Coyhaique, where the mayor of the city, Mr. David Sandoval, received them. The
students explained, in Spanish, their preliminary findings in topics related to the
“Salmon Industry in Chiloe”, “Equity in the School System”, “The Influence of Man
and Climate Variation on Forest Fires in Alerce and Araucaria in the South of Chile”,
“Criolla Music in Aysen” and “Three-dimensional Structure of Nebulous Planets”.
This was also an outreach opportunity for the Fulbright program in the Aysen
community.

ESTUDIANTES ESTADOUNIDENSES 2005 EN AYSÉN.
En enero, cinco estudiantes estadounidenses presentaron los avances de sus trabajos
de investigación en la ciudad de Coyhaique, quienes fueron recibidos por el alcalde de
la ciudad, Sr. David Sandoval. Los estudiantes expusieron, en español, los hallazgos
preliminares de sus investigaciones con temas relacionados con la Industria Salmonera en Chiloé, Equidad en el Sistema Escolar, Influencia del Hombre y la Variación

ENGLISH TEACHING ASSISTANTS
Fulbright’s English Teaching Assistantship Program
attempts to foster English language learning and
teaching in regional Chilean universities. The presence
of a native speaker helps develop the spoken language
of the students and faculty. The U.S. grantees promote
cultural exchange, teach expressions and customs, and
also work on individual projects aimed at better
understanding Chilean culture.
At the beginning of March, the U.S. teaching assistants
began their academic year in Chile, from March to
December, collaborating with the regional universities in
the country.

El Programa Fulbright de profesores ayudantes de inglés
busca reforzar la enseñanza del idioma en universidades
chilenas regionales. La presencia de un hablante nativo
ayuda a desarrollar el lenguaje hablado de los estudiantes y de los profesores. A su vez, los becarios estadounidenses promueven el intercambio cultural, enseñando
sus expresiones y costumbres, y también desarrollan una
investigación individual orientada a comprender mejor
la cultura chilena.

Throughout the world, Fulbright grantees, students, teachers, and academics, habitually take part in extracurricular
activities within the communities where they live and work during their time in the host country.
The experience of Fulbright in Chile also allowed some grantees to participate in outside activities in their local
communities that upheld the basic principle of the Fulbright Program: promoting cultural exchange and increasing
mutual comprehension and understanding between nations.

Year after year, the Commission for the Educational
Exchange between Chile and United States of America
receives the majority of its application from men as
opposed to women (see Table 2 & 3) as is evident in
the applications for doctoral programs. Women apply
primarily to the Masters programs, the six month
pre-doctoral assistantships and the Teacher Exchange
Program.
From 2001 to 2007, there is no observable trend in the
number of applications. The Fulbright program in Chile
has progressively increased the application requirement
for the scholarship programs. Consequently, only those
applicants are accepted that display academic excellence
in their university studies in Chile, leadership potential
and congruency in their planned program of study.
Table 4 Rate of Nominees v/s Applicants by Gender and
graph 1 shows that the rates of nominees versus
applicants between 2001 and 2004 were very similar.
In 2005, due to the GRE exam requirement to all
applicants, the number of applications dropped sharply.
The following year, the number of applications returned
to their usual level, and, for the first time, the rate of women
nominated (36.5%) exceeded that of men nominated
(32.6%). In 2007, the number of doctoral scholarships
offered was increased, and with that, the rate of male
nominees versus male applicants also increased.

Chile, potencial de liderazgo y claridad en el proyecto de
estudio a desarrollar.
Año tras año, la Comisión para el Intercambio Educativo
entre Chile y los Estados Unidos de América recibe mayoritariamente postulaciones de hombres por sobre las
de mujeres (ver cuadro 2 y 3), esto es evidente en las postulaciones para programas de doctorado. Las mujeres
postulan, principalmente, a los programas de Magíster,
pasantías pre-doctorales de 6 meses, e Intercambio de
Profesores de Inglés.
El cuadro 4, Tasa de Nominados v/s Postulantes por Sexo
y el Gráfico 1 muestran las tasas de nominados versus
postulantes. Desde el año 2001 hasta el 2004 las tasas
fueron muy similares entre hombres y mujeres. El año
2005, con la exigencia de rendir el examen GRE como
requisito de postulación, el número de postulaciones
declinó bruscamente. Al año siguiente se volvieron a recibir el acostumbrado número de postulaciones, y por
primera vez, la tasa de mujeres nominadas (36,5%) superó a la de hombres nominados, (32,6%). El año 2007
aumentó el número de becas de doctorados ofrecidas, y
con ello, la tasa de hombres seleccionados.
Desde el año 2001 hasta el 2007 no se observa una tendencia en el número de postulaciones. El programa
Fulbright en Chile progresivamente ha aumentado los
pre-requisitos de postulación para los programas de
becas, aceptando sólo postulaciones que demuestren
excelencia académica en los estudios universitarios en

In March, the English Teaching Assistants (ETAs) and the
representatives from their host universities participated
in a meeting to define the mutual responsibilities
between grantees and tutors. They discussed the work
that would be expected of the assistants at the English
departments in the Chilean universities where they
would be assisting during the academic year.
PRE-DEPARTURE ORIENTATION FOR CHILEAN GRANTEES
In May, the Chilean grantees attended a pre-departure
orientation with the Board of Directors of the Commission,
Chilean alumni, visiting U.S. academics, the U.S. Consul,
CONICYT authorities, and Professor Carlos Vignolo
from the University of Chile. The grantees received
information about the demanding nature of study at U.S.
universities, advice about integrating into U.S. society,
and their rights and responsibilities as Fulbright grantees
upon their return to the country as new leaders.
TEACHER EXCHANGE PROGRAM ORIENTATION
In July, the Commission held its annual Teacher Exchange
Orientation Program. This program enables high school

teachers of Spanish and English from the United States
and Chile to participate in a year long exchange program.
Throughout the three-day orientation, alumni addressed
the teachers, shared their experiences, and spoke about
the similarities and differences between secondary
educations in both countries.
U.S. STUDENT ORIENTATION
During the first week of September, the Commission held
its annual U.S. Student Program Orientation. The grantees
conduct research in Chile for a 10-month period.
Throughout the orientation, the grantees had the
opportunity to interact with several prominent Chilean
Fulbrighters in each of their respective fields. The grantees
presented their research proposals to representatives
from the Board and from their host institutions.
ORIENTATION FOR CHILEAN NOMINEES
In mid-September, the Commission met with the selected
Chilean nominees. The meeting was held to advise the
Chilean nominees as they began the application
process to U.S. universities where they would carry out
their graduate studies.

En mayo se realizó la jornada anual de orientación previa a la partida de los becarios chilenos, con la participación del Directorio de la Comisión, ex becarios chilenos,
académicos visitantes estadounidenses, el Cónsul de los
Estados Unidos, autoridades de CONICYT y la participación especial del Profesor Carlos Vignolo de la Universidad de Chile. Los becarios recibieron asesoría sobre
las exigencias académicas en las universidades estadounidenses, la inserción de la vida diaria en EE.UU., y los
derechos y responsabilidades de los becarios Fulbright a
su regreso al país como nuevos líderes.
ORIENTACIÓN PARA PROFESORES DE INGLÉS
En julio, los becarios chilenos y estadounidenses participantes en el Programa de Intercambio de Profesores de
inglés y de español se reunieron en la orientación previa
al inicio del programa. Los profesores, recibieron asesoría de parte de ex–becarios del programa y compartieron con sus propios pares las similitudes y diferencias
entre la educación secundaria en ambos países.
ORIENTACIÓN PARA ESTUDIANTES
ESTADOUNIDENSES
En septiembre se realizó la orientación para los estudiantes estadounidenses. Durante el encuentro, los estudiantes fueron bienvenidos por destacados Fulbrighters
chilenos en las áreas de estudio de interés de los becarios estadounidenses. Los estudiantes presentaron sus
proyectos de investigación a miembros del Directorio
de la Comisión y a representantes de las instituciones
anfitrionas.
ORIENTACIÓN DE POSTULACIÓN A NOMINADOS
CHILENOS
En septiembre, los seleccionados 2007 para los programas Fulbright de postgrado fueron invitados a reuniones de orientación. Los encuentros fueron segmentados
según el tipo de programa y tuvieron por objetivo entregar herramientas para iniciar el proceso de postulación a
las universidades estadounidenses.

GRAPE HARVEST IN CACHAPOAL VALLEY
In April, the U.S. Fulbrighters in Chile, with the President
of the Board 2005-2006 Emi L. Yamauchi, and Denise
Saint-Jean, followed the Wine Route on a train that took
them to Requinoa where they participated in the Harvest
Festival 2006. The grantees and their families shared a
luncheon and visited a few local vineyards where they
tasted wine and learned about the wine making process.
U.S. GRANTEES MEET IN CUNCUMEN
In June, Professor Carlos Vignolo and Executive
Director Denise Saint-Jean invited the U.S. scholars
in Chile to Cuncumen to share their experiences of
“Being a Fulbright Grantee in Chile”. They shared a day
in the country with their families, enjoying the fresh
air and typical Chilean food.
ANNUAL CELEBRATORY BREAKFAST
Fulbright Chile held its annual celebratory breakfast
at the end of October to welcome back the Chilean
alumni after graduating in the United States. During the
breakfast, recently returned alumni were presented with
Fulbright certificates of participation by the President
of the Board, Ambassador Andres Bianchi and past
president, Emi L. Yamauchi. The Fulbright family used

the recently selected nominees who will embark on their
graduate studies during the upcoming year.
THANKSGIVING LUNCH
A lunch to celebrate Thanksgiving Day was held at the
house of Emi Yamauchi, Deputy Chief of Mission for the
United States Embassy, along with the Fulbright family.
Those in attendance were U.S. Fulbright grantees in
Chile, young Chilean professionals who will leave for the
U.S. in 2007 to carry out studies under Fulbright grants,
Chilean grantees who had recently returned to Chile,
previous Chilean Fulbright grantees from all areas of
study, and Commission staff.
ANNUAL FAMILY OUTING
At the end of November, the U.S. grantees and their
families, Chileans nominees, the staff of the Commission
and Dr. Michael Orlansky, Board member, travelled to
Yerba Loca Nature Sanctuary.
Everyone enjoyed a bird watching tour led by Jorge
Tomasevic, Fulbright nominee 2007. The day culminated
with a lunch during which the Fulbrighters shared
typical Chilean food and folklore.

VENDIMIA EN EL VALLE DE CACHAPOAL
En abril, los Fulbrighter estadounidenses en Chile, junto a
la Presidente del Directorio 2005-2006, Emi L. Yamauchi,
y Denise Saint-Jean, Directora Ejecutiva, realizaron la Ruta
del Vino a bordo de un tren que los trasladó hasta Requinoa, donde participaron de la Fiesta de la Vendimia 2006.
Los becarios y sus familias compartieron un almuerzo y
realizaron visitas a algunas viñas del valle Cachapoal, donde degustaron diferentes vinos y aprendieron el proceso
de su elaboración.
ENCUENTRO DE BECARIOS ESTADOUNIDENSES EN
CUNCUMEN
En junio, invitados por el Profesor Carlos Vignolo, y acompañados por Denise Saint-Jean, los profesores estadounidenses en Chile se dieron cita en Cuncumen para compartir sus experiencias de “Ser Becario Fulbright en Chile”. Los
invitados compartieron con sus familias un día campestre
disfrutando la vida al aire libre y comida típica chilena.
DESAYUNO ANUAL DE CELEBRACIÓN
A fines de octubre se realizó el Desayuno Anual de Celebración. En el encuentro se dio la bienvenida a los Fulbrighter recién llegados al país luego de finalizar sus estudios de postgrado. El Presidente del Directorio, Andrés

En noviembre, se conmemoró el Día de Acción de Gracia
en casa de la Sra. Emi L. Yamauchi, Ministra Consejera de
la Embajada de los Estados Unidos en Chile. Al almuerzo
asistieron los becarios Fulbright estadounidenses que se
encuentran en el país, los seleccionados que iniciarán sus
estudios de postgrado en los EE.UU. el año 2007, los becarios que recientemente regresaron a Chile, destacados
Fulbrighter de todas las áreas del conocimiento, miembros del Directorio y el personal de la Comisión.
DÍA DE CAMPO
A fines de noviembre, con la participación de Dr. Michael
Orlansky, miembro del Directorio, los becarios estadounidenses y sus familias, los seleccionados chilenos y el
personal de la Comisión, se realizó un día de campo en el
Santuario de la Naturaleza Yerba Loca. Los Fulbrighters
guiados por Jorge Tomasevic, nominado Fulbright 2007,
observaron las aves de la zona. La actividad culminó con
un almuerzo en el que los Fulbrighters disfrutaron de comida típica y folklore chileno.

LATIN AMERICAN STUDIES ASSOCIATION, LASA
In March, Denise Saint-Jean, Executive Director, took
part in a meeting organized by the Latin American
Studies Association (LASA) in San Juan, Puerto Rico.
LASA is an association that brings together experts in all
disciplines interested in collaborating and participating
in intellectual and cultural exchanges on Latin America.
COMMISSION FOR THE EDUCATIONAL EXCHANGE
BETWEEN CHILE AND UNITED STATES OF AMERICA
AND CHILEAN UNIVERSITIES AT NAFSA, MONTREAL,
CANADA
In May, the Commission, joined by ten Chilean
universities, participated in the Annual Conference of the
Association of International Educators (NAFSA) held in
Montreal, Canada. The Commission for the Educational
Exchange between Chile and the United States of
America participated in order to motivate U.S. academics
and students to study in institution of higher learning in
Chile through the Fulbright Scholarship Program.
OUTREACH IN CHILEAN UNIVERSITIES
Between April and May, the Commission held a series of
informative lectures meant to motivate young Chilean
professionals to apply for the Fulbright scholarships.
In each presentation the requirements and benefits of
each program were discussed, and Chilean alumni and

demands and advantages of the Fulbright Scholarship
answered the future applicants’ questions. The

En marzo, Denise Saint-Jean, Directora Ejecutiva, participó en el encuentro realizado por la Asociación de Estudios Latinoamericanos, LASA, en San Juan de Puerto
Rico. LASA es una asociación que reúne a profesionales
interesados en colaborar y participar en intercambios intelectuales y culturales en todas las disciplinas de América Latina.

En mayo la Comisión junto a diez universidades chilenas, participó en la Conferencia Anual de la Asociación
Internacional de Educadores, NAFSA, realizada en Montreal, Canadá. La participación de la Comisión tuvo por
finalidad promover y motivar a académicos y estudiantes estadounidenses para colaborar con instituciones de
educación superior en Chile, a través de los Programas
de Becas Fulbright.
DIFUSIÓN EN UNIVERSIDADES CHILENAS
Durante abril y mayo, la Comisión realizó una serie de
charlas informativas destinadas a motivar a jóvenes
profesionales chilenos a postular al programa de becas
de postgrado. En las presentaciones, se expusieron los
requisitos y beneficios de cada programa. Ex becarios
chilenos y profesores Fulbrighters estadounidenses respondieron las inquietudes de los futuros postulantes, re-

FULBRIGHT ALUMNI MEETING IN ANTOFAGASTA
In April, when the Executive Director, Denise Saint-Jean,
was visiting Antofagasta, Fulbrighters held a meeting to
celebrate and strengthen the Fulbright family in
northern Chile. Former members of the Board of
Directors, scholars from the Universities and professionals
from various areas were in attendance.
FULBRIGHT ALUMNI MEETING IN LA SERENA
In addition to the lectures at the Catholic University
of the North, Coquimbo campus, and at the University
of La Serena, the Fulbrighters from the 4th Region of
Chile held a meeting at the Archaeological Museum in
La Serena. Mr. Gonzalo Ampuero, F’1989, Museum
Director, welcomed the guests where they shared their
academic experiences.

Chile and the United States of America was present at
this gathering thanks to the participation of Fulbrighters

The presence of Fulbrighters helps convey the spirit and
enthusiasm of the Fulbright Program and motivates
future Chilean leaders to apply for scholarships.
ARCHEOLOGICAL MUSEUM OF UNIVERSITY OF
TARAPACÁ IN AZAPA
In November, the Executive Director, Denise Saint-Jean,
visited the Archeological Museum of University of
Tarapacá in Azapa invited by Marietta Ortega, Director
of the Museum and F’2000, to discuss future exchanges
to help them with the preservation of the Chinchorro
Mummies. The following day she met with the
Fulbright alumni in Arica where she presented the
scholarship program encouraging them to motivate
their students to apply.

DE 9.000 AÑOS.
En febrero, dos Fulbrighters, Francisco Mena, académico chileno, Fʼ1984 y Thomas
Stafford, Fʼ2004, realizaron un hallazgo de un esqueleto humano de más de 9.000
años. La osamenta hallada sería una de las más antiguas del Cono Sur, lo que
reforzaría la tesis de que el poblamiento de América habría ocurrido hace unos 14.000
años.
FRANCISCO MENA AND THOMAS STAFFORD DISCOVERED A 9,000 YEAR
OLD SKELETON
In February, two Fulbrighters, Chilean scholar Francisco Mena, Fʼ1984, and U.S.
scholar Thomas Stafford, Fʼ2004, discovered a human skeleton that may be over
9,000 years old. The skeleton reinforces the thesis that the first inhabitants of the
Americas arrived over 14,000 years ago.
REUNIÓN DE FULBRIGHTERS EN ANTOFAGASTA
En abril, con motivo de la visita de la Directora Ejecutiva,
Denise Saint-Jean, a la ciudad de Antofagasta, los Fulbrighters se reunieron para celebrar y reanudar los lazos de
la familia Fulbright en el norte de Chile. En el encuentro
estuvieron presentes ex-miembros del Directorio de la
Comisión, académicos de las universidades y profesionales de diversas áreas.
REUNIÓN FULBRIGHTERS EN LA SERENA
Además de las charlas de difusión realizadas en la Universidad Católica del Norte, sede Coquimbo y la Universidad de La Serena, los becarios Fulbright de la cuarta
región se dieron cita en el Museo Arqueológico de La
Serena. Los invitados al encuentro fueron recibidos por
el Sr. Gonzalo Ampuero, F’1989, Director del Museo,
donde compartieron sus experiencias en el ámbito académico.
FERIAS EDUCACIÓN USA-CHILE
Bajo el lema “El Encuentro con la Mejor Orientación
para Estudiar en los Estados Unidos”, el Instituto Chileno-Norteamericano organizó la IV Feria de Educación
USA– Chile 2006, que se realizó en Santiago (4 de mayo),
Valparaíso/Viña del Mar (5 de mayo), y Concepción (8
de mayo).
La Comisión para el Intercambio Educativo entre Chile y
los Estados Unidos de América, estuvo presente gracias a
la participación de ex becarios chilenos y profesores estadounidenses en los stands de la Comisión en cada ciudad,
entregando información y orientando a los interesados.
La participación de Fulbrighters ayuda a transmitir el espíritu y entusiasmo del Programa Fulbright y motiva a los
futuros líderes de Chile a postular a las becas de postgrado.
VISITA AL MUSEO ARQUEOLÓGICO DE LA UNIVERSIDAD DE TARAPACÁ, AZAPA.
En noviembre, Denise Saint-Jean, Directora Ejecutiva visitó el Museo Arqueológico San Miguel de Azapa, de la
Universidad de Tarapacá, invitada por la Directora del
Museo, Marietta Ortega, F’2000, para promover futuros
intercambios académicos que colaboren con la preservación de las momias chinchorro. Posteriormente, se
reunió con los ex–becarios Fulbright en Arica a quienes
presentó la diversidad de becas disponibles invitándolos
a motivar a sus estudiantes.

ENGLISH SUMMER TOWN
The English Opens Doors Program of the Ministry of
Education and the Commission for the Educational
Exchange between Chile and the United States of
America jointly held the second national meeting of
English teachers, “English Summer Town”, in January.
This annual gathering of over 300 English teachers from
all over the country was a two-week total immersion
experience with the goal of supporting the professional
development of teachers, updating their knowledge of
teaching methodologies, and enabling them to practice

using the English language with their colleagues and
foreign academics in order to increase their English skills.
The plenary sessions were led by Fulbrighter Scholar 2005,
Dr. Jeffrey Frykholm and Dr. Anne Bliss. The program
included twelve workshops led by Fulbright Teachers and
English speaking scholars. Cultural activities prepared by
the British Council, and the Canadian, Australian, and U.S.
Embassies in Chile were held every evening. An educational
fair provided access to books and other materials dealing with
English language, teaching and learning.

El Programa Inglés Abre Puertas del Ministerio de Educación, y la Comisión para el Intercambio Educativo entre
Chile y los Estados Unidos de América realizaron en conjunto el segundo encuentro nacional de profesores de
inglés, “English Summer Town”, en enero.
El encuentro anual reune a más de 300 profesores de inglés de todo el país, durante dos semanas de inmersión
total, con el objeto de apoyar el desarrollo profesional
de los docentes, actualizar sus conocimientos en metodologías de enseñanza–aprendizaje, y practicar el idioma
con sus pares y académicos extranjeros para aumentar
su conocimiento del idioma.
Los profesores visitantes Fulbright 2005 Dr. Jeffrey
Frykholm y Dra. Anne Bliss realizaron las charlas plenarias. La capacitación incluyó doce talleres a cargo de los
profesores estadounidenses Fulbright y de académicos
de habla inglesa. En las tardes se realizaron actividades
culturales preparadas por el Consejo Británico y las embajadas de Canadá, Australia y los Estados Unidos en
Chile. Se realizó una feria educativa donde a los profesores se les entregaron libros y materiales orientados a la
enseñanza y aprendizaje del inglés.
