Welcome from the
Executive Director
Welcome to the Fall edition of the Elm City
Communities/Housing Authority of the City of
New Haven’s Homefront newsletter. In this
issue, you will find a review of our recent
happenings and updates about future events.
Fall signals the start of a new school year and the opportunity for
new beginnings for all our residents and participants. We helped
our students begin their school year with an exciting and funfilled “Back to School Fair.” Thanks to the generosity of so many
supporters, our youth were equipped with the supplies and
information needed to make a successful school year.
Fall will also signal a “welcome home” for new residents who
will have the opportunity to lease one of our new units at the
New Ribicoff development. As our first Rental Assistance
Demonstration Project, we are excited to watch this project come
together to complete another corner of the West Rock
community.

Community Meetings to Begin
Relocation Efforts for Church Street
South residents
Church Street South residents joined Executive Director Karen DuBoisWalton, Special Projects Director Shenae Draughn, CED Deputy
Executive Director Sheila Allen Bell, Director of Mixed Income Housing
Management Harold Ince and Relocation Coordinator Michelle Lee
Rodriguez to begin efforts to relocate residents to safe and decent housing.
Families signed up for one-on-one sessions with ECC/HANH to begin the
process of finding Section 8 subsidized apartments to move into
temporarily or long term. The community meetings, held at Premiere
Hotel & Suites on Long Wharf, Clarion Inn in Hamden and onsite at CSS,
included Massachusetts-based property owners Northland and the U.S.
Department of Housing and Urban Development officials. The relocation
contract with Northland isn’t signed yet but ECC/HANH has begun
working on the project based in good faith. DuBois-Walton has assigned
Ms. Draughn to oversee the relocation of all the families.

Always ready to accept new challenges and support affordable
housing partners in our City, we have partnered with Northland
Investment Corporation to assist them with the relocation of 289
residents from the Church Street South housing development.
We anticipate that Fall will represent new beginnings for these
families as well.

Letter From The Mayor
Dear Friends,
As your mayor, it has been my good fortune to call
New Haven home for well over 30 years. This city is
the hometown of my adult children and I’m proud to
have raised my family here. I’m also pleased to be part
of the vitality that characterizes our growing city; it is
blossoming both in terms of its economy and its
population.
This newsletter, The Homefront, provides timely,
interesting and important updates on the activities of
Elm City Communities/Housing Authority of New Haven. Everyone reading this newsletter calls
New Haven home; all those reading this information are neighbors.
Elm City Communities and the Housing Authority of New Haven have brought affordable housing
opportunities and other services to city residents since 1938. Its mission coincides with mine as mayor
– we want every New Haven neighborhood to make residents proud to call it home.
The Housing Authority of New Haven provides shelter for thousands of families in our city, “creating
affordable, safe, decent neighborhoods with stability and positive opportunities for all our residents.”
Going forward, my administration will work to ensure the city provides the necessary resources to
that end.

Dr. DuBois-Walton honored at NAACP Freedom Fund Dinner
Karen DuBois-Walton, Executive Director of Elm City Communities/HANH and
president of The Glendower Group, Inc., was honored with the Dr. Edwin
Edmund Community Service Award at the 98th annual Freedom Fund Dinner of
the Greater New Haven Branch of the NAACP. In attendance at the May
fundraising event, held at the New Haven Omni Hotel at Yale, were Educator and
Author Dennis Kimbro who gave the keynote address, six college-bound students
who received NAACP scholarships and other esteemed guests. The honorees of the
evening were: Yale-New Haven Hospital Associate Chief Nursing Officer and Vice
President Ena Williams (Cornell Scott Health Award), Principal of the Engineering
and Science University Magnet School Medria Blue-Ellis (NAACP Education
Award) and The South Central Regional Council of Governments for their work
advocating for integrated multimodal transportation for non-driving commuters.

Elm City Communities Hosts Its 2nd Annual
Back-to-School Fair at Clinton Avenue School
ECC/HANH provided their students’ 2015-2016 school year
with a bright start by giving away over 600 backpacks and
school supplies at their second annual Back to School Fair held
on August 11th at Clinton Avenue School. Mayor Toni Harp
and New Haven Public Schools CFO Victor De La Paz were in
attendance to give special remarks and to congratulate the
students. The event included dozens of health/social services
vendors, entertainment, face painting, carnival themed food
and a 40-foot long obstacle course.

Winners of two of Elm City Believes! programs – the Report
Card Challenge and the Summer Reading Challenge – were
announced and rewarded with recognition certificates (and one
student with a Kindle tablet) for their achievements. One
hundred other students were also honored who had perfect
attendance, honors and most improved grades during the last
school year.
“Today’s event shows what can happen when Education and
Housing work together in support of our youth,” Executive
Director Karen DuBois-Walton said. “Our goal is to be a
platform and a portal of educational opportunities and
supportive programs for our students and their families that
will help narrow the opportunity and achievement gaps.”
The annual back-to-school fair, with the support of a variety of
local partner sponsorships, is something that ECC/HANH
residents and also staff look forward to each year because it
provides families with the resources needed for a productive
school year.

ECC/HANH Featured in Fall 2015
“Affordable Housing News”
Elm City Communities was featured in the Fall 2015 Affordable Housing
News online publication in a special issue dedicated to the companies
“responsible for overseeing the property management of the buildings that
form the bedrock of our nation’s affordable housing provision.” In the
article, Executive Director Karen DuBois-Walton talks about the
redevelopment in West Rock, the importance of the supportive services that
ECC/HANH provides and some exciting milestones ahead for the agency.

Community Summer BBQ Series Comes to an End at
Farnam Courts with Report Card Challenge Celebration
ECC/HANH closed out their successful Community Summer BBQ series on
September 16th with a video game bus party (Rolling Video Games of New
England) and BBQ at Farnam Courts. The game bus was a prize for youth of
Farnam Courts who turned in the most report for the 3rd and 4th marking periods. It
was attended by residents, ECC/HANH staff and Commissioner Ed Joyner.
The Community Summer BBQs, which were led by CED and Elm City Believes!
were held at McConaughy Terrace, Quinnipiac Terrace and Farnam Courts.
A special thanks to the CED staff, Braulio Marquez, Ali Osborne, Hector Garcia,
Antonio Barroso, Sammy Sosa and to ZaQuavia Cox (who donated an ice cream
truck), Ebony Miller, Kaleb Walton and Taj Smith for their assistance.
Elm City Believes! is a youth initiative designed to assist students
achieve academic excellence, support parents to engage in their
children's education, and help avail postsecondary opportunities
to HANH's young people.

In 1996, Congress passed Moving To Work (MTW)—a federal deregulation demonstration program, which allows
public housing authorities to increase affordable housing choice, deliver services more cost effectively, as well as
support residents to become self-sufficient through meaningful local change. Today, thirty-nine public housing
authorities are designated as Moving To Work agencies by the Department of Housing and Urban Development
(HUD). But HUD wants to make changes to Moving To Work that would negatively impact the thirty-nine public
housing authorities, the residents they house and support, and the cities and states in which they are located.
In preparation for an impending renewal of MTW contracts in 2018, HUD has set into motion a 10-year extension
process that includes proposed changes to Moving To Work that would limit each agency’s ability to use dollars
flexibly to meet the needs of their local communities. These changes are inconsistent with the legislation passed by
Congress in 1996 and attempt to overly regulate a program that is clearly working. If passed, HUD’s changes will
impact the residents of public housing programs most directly and limit agencies’ ability to offer safe and decent
public housing.
The most significant changes could include but are not limited to:
- Less funding for the operation of the public housing program that allow people to live in safe homes within
communities of choice
- Less funding for the capital improvements, modernization, and repairs of public housing developments that
increase occupancy and shorten waitlists
- Less funding for adult self-sufficiency services and supports that help get people back to work as well as care for
seniors, disabled, and veterans
- Less funding for educational and wraparound programs that launch young people successfully and break cycles of
poverty
- Reduced public housing authority staffing levels that provide social services and supports as well as maintain
buildings and grounds
- Delays in redevelopment of public housing developments already in the queue
- Slower turnover time when units go vacant, delays in repairs and longer waitlists
Since becoming a Moving To Work agency, the Housing Authority of the City of New Haven and the other 38 Moving
To Work agencies have been incubators of innovation resulting in increases in affordable housing choice, improved
resident self sufficiency and cost savings. The MTW program has also spurred billions of dollars of indirect
economic activity through redevelopment measures and job creation. Moving To Work is an economic engine that
builds America’s middle class. HUD’s actions serve to stymie these efforts.

Officials have promised that these residents will receive rental support
through the “pass-through” of the Church Street Section 8 funding. The
agency has agreed to assess tenants and work with each of them to find
subsidized apartments on behalf of Northland. “I know this is very
disruptive [and] I think we can find a way to get you into what you’re
looking for as soon as possible,” DuBois-Walton said. “The goal is not
to force you into an apartment, but find an apartment of your choice.”
Homefront: Commissioner
Witherspoon, how long have you lived
in New Haven?
Alberta Witherspoon: I’ve been a
resident in New Haven for over 30
years now.
Northland has expressed a desire to move all 289 families into a new
mixed-income, mixed-use development across from the train station but
Mayor Toni Harp has insisted that the company take care of the current
situation before discussions can be made about it. Landlords throughout
the region have come forward with offers of approximately 220
potential apartments.
HF: You have seen ECC/HANH go
through some pretty big changes over
the years including leadership. What
people or services have been
instrumental in that change for you?
AW: I remember collaborating with some great leaders – among
them Ms. Ida Wells and Mr. Lou West. I can see some positive
changes as a resident in terms of how much better the resident
services and the outreach is. It’s empowered residents and has
given them choices that they normally would not have had.
Many residents, many of them women with children, have expressed
their concern that the HUD rent subsidy amount may not match the fair
market price. “We’ll try to make it work [and] look into it,” said HUD’s
Regional Field Office Director Suzanne Piacentini.
Northland’s Vice President Paul Standish said that Northland, HUD
and the City of New Haven are “working diligently” to get families into
more suitable alternative housing.”
HF: What recent accomplishments at ECC/HANH are you most
proud of?
AW: I’m really happy to see the direction that the agency is going
in with the new educational component, Elm City Believes. Our
children are our future and we have every confidence that this
initiative will benefit them well and ultimately end the cycle of
poverty.

ECC/HANH welcomes Dr. Edward Joyner and Waleska
Candelaria who joined the Board of Commissioners on May 19,
2015 and August 18, 2015.
Joyner has a long work history within the New Haven community dating
back to 1970 when he began his education career at James Hillhouse High
School as an African American history and sociology teacher, as well as
serving as the athletic director and an assistant basketball and football
coach. Joyner worked as an associate professor of education until 2013 at
Sacred Heart University in Fairfield where he also directed the five-year
Masters of Arts in Education program. He currently works as a consultant
in Connecticut and New York school districts.

Candelaria was appointed by Mayor and approved by the Board of Alders
in May 2015. She has been an active contributor in the New Haven
community for years. She is a case manager at The Connecticut Mental
Health Center, an enduring collaboration between the Yale University
Department of Psychiatry and the Connecticut Department of Mental
Health and Addiction Services.

Authority of the City of New Haven. En esta
edición, encontrará una revisión de nuestros

Queridos amigos:
Como su alcaldesa, he tenido la gran fortuna de llamar hogar
a New Haven durante más de 30 años. Esta ciudad es la
ciudad natal de mis hijos, que ahora ya son adultos, y me
siento orgullosa de haber criado a mi familia aquí. También
estoy contenta de ser parte de la vitalidad que caracteriza a
nuestra ciudad en crecimiento, la cual está floreciendo tanto
en términos de su economía como en su población.
Este boletín, The Homefront, ofrece actualizaciones
oportunas, interesantes e importantes sobre las actividades de

cuando la Educación y la Vivienda trabajan juntos en apoyo de
nuestra juventud”, dijo la directora ejecutiva Karen DuBoisWalton. “Nuestro objetivo es ser una plataforma y un portal de
las oportunidades educativas y los programas de apoyo para
nuestros estudiantes y sus familias, que ayudarán a reducir las
brechas de las oportunidades y el logro”.
La feria anual de regreso a la escuela, con el apoyo de una variedad
de patrocinios locales asociados, es algo que los residentes de
ECC/HANH y también el personal esperan cada año, debido a que
ofrece a las familias los recursos necesarios para un año escolar
productivo.

Housing News” del otoño de 2015
Elm City Communities fue destacada en la publicación en línea Affordable
Housing News del otoño de 2015, en un número especial dedicado a las
compañías “responsables de supervisar la administración de los bienes de los
edificios que forman la base de la provisión de las viviendas asequibles de nuestra

La Serie de Barbacoas de verano de la comunidad llega a su fin en
Farnam Courts con la Celebración del desafío de la tarjeta de calificaciones
ECC/HANH cerró su exitosa serie de Barbacoas de verano de la comunidad el 16 de
septiembre con una fiesta en el autobús con vídeo juegos (Juegos de video de New
England) y barbacoa en Farnam Courts. El desarrollo, que ganó el premio por la
mayoría de las tarjetas de calificaciones entregadas para los periodos marcados de 3.° y
4.°, contó con la participación de los residentes, y el personal de ECC/HANH
incluyendo al Comisionado Ed Joyner.
Las Barbacoas de verano de la comunidad, que fueron conducidas por el CED y Elm
City Believes! se realizaron en Essex Townhouses, Eastview Terrace, Quinnipiac
Terrace, Quinnipiac Ridge, St. Anthony’s y Farnam Courts.
Un agradecimiento especial al personal de CED, Braulio Márquez, Ali Osborne, Héctor
García, Antonio Barroso, Sammy Sosa y a ZaQuavia Cox (quien donó un camión de
helados), Ebony Miller, Kaleb Walton y Taj Smith por su asistencia.
Elm City Believes! es una iniciativa juvenil diseñada para ayudar
a los estudiantes a alcanzar la excelencia académica, apoyar a
los padres a participar en la educación de sus hijos, y ayudar a
aprovechar las oportunidades de educación superior de los
jóvenes de la HANH.

En 1996, el Congreso aprobó Moving To Work (MTW) [Avanzar al trabajo] — un programa de demostración de la desregulación
federal, que permite a las autoridades de vivienda pública aumentar la construcción de viviendas a precios razonables, ofrecer
servicios más rentables, así como apoyar a los residentes para ser autosuficientes a través de importantes cambios a nivel
local. Actualmente, treinta y nueve autoridades de vivienda pública están designadas como agencias de Moving To Work por el
Departamento de Vivienda y Desarrollo Urbano (HUD, por sus siglas en inglés). Pero el HUD quiere hacer cambios en Moving To
Work que afectarían negativamente a las treinta y nueve autoridades de vivienda pública, a los residentes que brindan sus
servicios y al apoyo, y a las ciudades y los estados en los que se encuentran.
En el marco de los preparativos para la inminente renovación de los contratos de MTW en 2018, el HUD ha puesto en marcha un
proceso de prórroga de 10 años que incluye los cambios propuestos para Moving To Work que limitarían la capacidad de cada
agencia para utilizar el dinero con flexibilidad para satisfacer las necesidades de sus comunidades locales. Estos cambios son
incompatibles con la legislación aprobada por el Congreso en 1996 y tratan de regular excesivamente un programa que
evidentemente está funcionando. En caso de ser aprobado, los cambios del HUD afectarán de manera más directa a los
residentes de los programas de vivienda pública y limitarán la capacidad de las agencias para ofrecer viviendas públicas seguras
y decentes.
Los cambios más importantes podrían incluir, pero no se limitan a:
- Menos fondos para el funcionamiento del programa de vivienda pública que permite a las personas vivir en hogares seguros
dentro de las comunidades de su elección
- Menos fondos para las mejoras de capital, modernización y reparación de viviendas públicas que aumenten la ocupación y
acorten las listas de espera
- Menos fondos para servicios de autosuficiencia para adultos y apoyos que ayudan a que la gente vuelva a trabajar, así como el
cuidado de las personas de la tercera edad, discapacitados y veteranos
- Menos fondos para programas educativos y de refuerzo que inician a los jóvenes con éxito y ayudan a romper los ciclos de
pobreza
- Reducción de los niveles de personal de las autoridades de vivienda pública que prestan servicios y apoyo sociales, así como el
mantenimiento de los edificios y jardines
- Retrasos en la reconstrucción de los desarrollos de viviendas públicas que ya están pendientes
- Menor tiempo de rotación cuando las unidades quedan vacantes, demoras en las reparaciones y listas de espera más largas
Desde que se convirtió en una agencia de Moving To Work, la Housing Authority of the City of New Haven y las otras 38 agencias
de Moving To Work han sido incubadoras de innovación que dieron lugar a aumentos de la elección de viviendas asequibles, la
mejora del ahorro de autosuficiencia y de los costos para los residentes. El programa MTW también ha estimulado miles de
millones de dólares en actividad económica indirecta mediante medidas de reconstrucción y creación de puestos de
trabajo. Moving To Work es un motor económico que fortifica a la clase media de Estados Unidos. Las acciones del HUD sirven
para bloquear estos esfuerzos.

Los funcionarios han prometido que estos residentes recibirán una de las
primeras prioridades “de traspaso” de la Sección 8 del contrato de la Church
Street. La agencia se ha comprometido a defender a los inquilinos y trabajar
con cada uno de ellos para encontrar apartamentos subsidiados en nombre
de Northland. "Sé que esto es muy perjudicial [y] creo que podemos
encontrar una manera de conseguir lo que está buscando tan pronto como

Alberta Witherspoon: He sido residente
en New Haven por más de 30 años.
HF: Ha visto a ECC/HANH pasar por
algunos cambios bastante grandes a lo
largo de los años incluyendo el
liderazgo. ¿Qué personas o servicios han
contribuido a estos cambios para usted?
AW: Recuerdo colaborar con algunos grandes líderes, entre ellos
la Sra. Ida Wells y Sr. Lou West. Puedo ver algunos cambios
positivos como residente en términos de cuánto mejor son los
servicios para los residentes y el alcance. Se trata de facultar a los
residentes y se les ha dado las opciones que normalmente no han
tenido.
Northland ha expresado su deseo de mover a todas las 288 familias a un
nuevo desarrollo con una mezcla de ingresos y de uso mixto en frente de la
estación de tren y la Alcaldesa Toni Harp ha insistido en que la empresa se
haga cargo de la situación actual antes de las discusiones que se pueden
hacer al respecto. Los arrendadores de toda la región se han presentado con
ofertas de aproximadamente 220 apartamentos potenciales.
Muchos de los residentes, muchos de ellos mujeres con niños, han
expresado su preocupación por la Sección 8 del HUD porque creen que la

“Vamos a tratar de hacer que funcione [y] resolverlo”, dijo la Directora de la
Oficina Regional del HUD, Suzanne Piacentini.
HF: ¿De qué logros recientes en ECC/HANH está más orgullosa?
AW: Estoy muy contenta de ver la dirección que está tomando la
agencia con el nuevo componente educativo, Elm City Believes.
Nuestros niños son nuestro futuro y tenemos toda la confianza de
que esta iniciativa los beneficiará y finalmente acabará con el ciclo
de la pobreza.
El vicepresidente de Northland, Paul Standish dijo que Northland, HUD y
la Ciudad de New Haven están “trabajando diligentemente” para ubicar

ECC/HANH da la bienvenida al Dr. Edward Joyner y Waleska
Candelaria quienes se incorporaron a la Junta de Comisionados
el 19 de mayo de 2015 y el 18 de agosto de 2015.
Joyner tiene un largo historial de trabajo dentro de la comunidad de New
Haven que se remonta a 1970, cuando comenzó su carrera de educación en
James Hillhouse High School como maestro de historia afro-americana y
sociología, además de servir como el director de deportes y asistente del
entrenador de fútbol y baloncesto. Joyner trabajó como un profesor asociado
de educación hasta el año 2013 en la Sacred Heart University en Fairfield
donde también dirigió el Máster de Artes de cinco años del programa de
educación. Actualmente trabaja como consultor en los distritos escolares de
Connecticut y Nueva York.

Haven durante años. Es una administradora de casos en The Connecticut
