Grisanti falls from Grace while Kennedy makes Gains
Cuomo takes 40 point lead in Polls

ALBANY—Governor Andrew Cuomo,
Senate Democrats and labor unions have
agreed to work together to help Democrats
take back control of the Senate— that means
Senator Mark Grisanti is out and Senator
Tim Kennedy is in.
Since Cuomo support of Senate Democrats,
top Republicans in the area have announced
their retirement by dropping out particularly
in districts like Grisanti were Democrats
outnumber Republican 3 to1.
Grisanti appears to have very few friends
as he runs for reelection, not even the
republican party supports him, instead they
have endorse another candidate.
Polls out this week show that Governor
Cuomo is enjoying a 40 point lead among
likely voters, an indication that voter across
the state support his efforts.
Senator Timothy Kennedys appears to be
catching wind under his wings with the
governor’s support for taking over the
senate.

Buffalo, New York is being rapidly
reshaped as blacks, Latinos, Asians and
immigrants surge into the north, while
gentrification by whites is widening the
income gap in neighborhoods like the
Niagara and Ellicott districts, according to
new census figures released on Tuesday.
Some of the largest population gains since
2000 were recorded in places that not long
ago might have been considered marginal,
including Downtown, the Westside and the
Niagara district neighborhoods, as well as
the Medical campus area, registered large
gains.
The number of Hispanic and African
American residents declined in tracts in
Ellicott, Niagara, but increased in the
Blackrock, Riverside, upper Delaware
districts and in the towns of Tonawanda and
Grand Island.
The black population shrunk by double
digits in the Ellicott and Fruit belt area
but jumped north of the city and in
Cheektowaga.

National American Miss Pageant
Miss Jaylianne A.Fernandez Age 7 has been chosen as a State Finalist in the National Miss
Buffalo N.Y. Pageant to be held August 14-16 2014 at the Hyatt Regency in Rochester,
N.Y. The National American Miss pageants are held for girls ages 4-18, and five different
age divisions. Jaylianne will be participating in the Junior Pre-Teen 7-9 age division, along
with other outstanding young ladies from across the great state of NY.
The winner of the Pageant will receive 1,000 cash award, the official crown, and banner, a
bouquet of roses, and air transportation to complete in the National Pageant in California
where she will receive an exciting complimentary Tour of Hollywood and two VIP tickets
to Disneyland.
The National American Miss Pageants are dedicated to celebrating America's future leaders
and equipping them with life-long skills. Each year the pageant nationally awards more
than 1.5 million dollars in cash, scholarships, and other prizes, which include a New Ford
Mustang Convertible!
The National Miss Pageants are unlike any other.
All activities and competitions are age appropriate. Girls under the age of 12 are not
allowed to wear make-up, and there is no swimsuit competition. The Pageant program

Governor Cuomo Signs Senator Kennedy’s Stalking and
Domestic Violence legislation
ALBANY, N.Y. (July 23, 2014) – Governor Andrew M. Cuomo today signed legislation,
authored by Senator Tim Kennedy that strengthens state law to protect New Yorkers from
domestic violence and GPS stalking. This critically important legislation was prompted by
the tragic death of Jackie Wisniewski, and is widely known as Jackie’s Law. The new law
will crack down on GPS stalking by updating New York State’s stalking statutes to allow
law enforcement to pursue criminal charges against those who use GPS or other electronic
tracking devices to stalk their victims.
In addition to Kennedy’s bill to prevent GPS stalking, Governor Cuomo also signed
legislation today to strengthen aggravated harassment codes and crack down public
lewdness.
“Protecting New Yorkers from domestic violence – whether its harassment, stalking, or
indecent exposure – is a priority for our administration, and strengthening these state laws
will help keep our citizens safe,” Governor Cuomo said. “I am proud to sign these bills
into law today, and I thank their legislative sponsors for their hard work on each of these issues.”
Senator Tim Kennedy said, “Jackie Wisniewski’s tragic death caused deep sadness and
pain for her family, yet they courageously stepped forward to fight for new laws to prevent
domestic violence. Our state owes the Wisniewski family a debt of gratitude. It is with
heavy hearts that we mark the signing of this important legislation, as we reflect on the
tragedies that have prompted it. In a surging number of cases, stalkers are using GPS
technology to track their victims, instill fear and destroy lives. It happened to Jackie and to
so many others, but there was nothing in state law to prevent it, until today.
“With the Governor’s signature,” Kennedy added, “New York State finally closes a
dangerous loophole in the law and can now crack down on GPS stalking. Thank you to
Governor Cuomo for signing this bill and always standing up to protect New Yorkers
in need. If this law helps save one victim like Jackie, and spares one family, like the
Wisniewski’s, the unimaginable pain they’ve suffered, Jackie’s legacy will continue to live
on.”
The new law addresses important and longstanding public safety concerns about the use
of GPS devices in stalking cases, which are also significant issues in the area of domestic
violence. This law expands the crime of stalking to include the unauthorized use of a GPS
or other electronic device to track another individual. Jackie’s Law, as it’s become known,
is in memory of Jackie Wisniewski of West Seneca, who was killed after being stalked by a
former boyfriend utilizing a GPS tracking device on her car.
Often, victims of abuse do not feel comfortable pressing charges against their abuser. They
can be so fearful of retaliation that they feel stuck in the abusive relationship, and may
hesitate to press charges. In Jackie’s case, she may have been afraid to press charges after
finding the GPS device tracking her, and the police were unable to identify a crime in the
current state penal code to charge her abuser with.
This legislation allows law enforcement to prosecute perpetrators for the crime of stalking
in the fourth degree, without requiring the victim to press charges or to file an order of
protection. Law enforcement will have the ability to charge and prosecute an individual if
he or she installs a GPS device to track the movement or location of their victim. The onus
of pursuing criminal charges will shift from the victim to law enforcement officials.
Kennedy believe this new law will be an important step forward in the ongoing efforts to
prevent domestic violence. In Erie County, there were more than 6,300 victims of domestic
violence in 2012, and over 4,000 of those victims were women, according to the NYS
Division of Criminal Justice Services,. In Buffalo, there were about 4,000 reported victims
of domestic violence, and about 3,000 of those victims were women.

County Executive Mark Poloncarz has heard these pleas and taken decisive action. Although
he doesn’t address the pervasive management problem in the Department of Social Services, he
has boldly blamed others and threw money at a problem that needs some money, but much more
competence. Rather than protecting children, his message to Erie County’s most vulnerable seems to
be “Sleep with one eye open, gripping your pillow tight!”
I don’t see how he can sleep at night, lest he be haunted by the faces of the children that have died
under his leadership.
Of course, we have seen this scenario before. Last September, a child in the Child Protective Services
system was killed apparently despite numerous reports of abuse. A few days later, recognizing a
pattern of mismanagement, Erie County Legislator Edward Rath called for Commissioner Carol
Dankert-Maurer’s resignation. The County Executive responded a few days later talking about how
great his Commissioner was and requested a few new CPS workers and three patronage positions.
They called a hasty meeting to superficially discuss the plan. They then demanded that the plan be
approved two days later.
Legislators in the then minority, now majority, wanted to replace the patronage hires with Civil
Service professionals.Dankert-Maurer and Deputy County Executive Richard Tobe assured the
legislators that the new hires would be plenty to handle the slightly higher than recommended
caseload. What they really needed was more patronage. The plan was approved as demanded by the
County Executive.
As recent events have shown, that had further tragic results. Out of fairness, who could expect that
hiring a career political appointee and the Erie County Water Authority Public Relations staffer as the
second in command would not fix the mismanagement of the Department of Social Services?
Eight months later, another child trusting Erie County to protect him died. In this case, the
caseworker who was assigned to the case was suspended and no one was assigned to protect the
child. This is purely a management problem. Two more legislators called for Dankert’s resignation.
Four days later, Poloncarz responded. Like a child who puts his hands over his ears and cries “La, la,
la, la, la,” he again ignored the obvious management failure.
Instead, he again sent Dankert-Maurer and Tobe to introduce a plan at a Health and Human Services
committee of the legislature to demand over twenty new workers. The plan was presented without
any prior notice or documentation to legislators. The plan has an effective date of July 1st. Tobe
acknowledged that they weren’t planning on introducing the plan for a couple of weeks, but decided
to bring it early since there was a meeting.
The plan blamed the New York State Office of Child and Family services for having the audacity to
investigate why children keep dying under the watchful eye of Dankert-Maurer. Apparently, children
aren’t dying because she is incompetent, it is because Governor Andrew Cuomo won’t let workers do
their job. In order to close cases which Dankert-Maurer would not let workers close, over twenty new
workers would be needed on a permanent basis, not temporary. Oh, and previous hires turned out to
not score very well on the civil service exam and had to be let go. Given the obvious questions this
plan begged, legislators wanted time to review the plan and ask why the plan was big on numbers but
short on details as to how it would prevent still more children from dying.
An email campaign ensued, led by the Child and Family Services of Buffalo - hardly an independent
voice. The group receives over a million dollars from Erie County. Further, the President and CEO of
Child and Family Services is a frequent and significant contributor to Democrat election campaigns.
As a reminder, Poloncarz is a Democrat - and I apologize to the many Democrats out there that are
offended by me connecting him to Democratic values.
The partisan emails poured in to legislators from other organizations that receive county dollars. I
can’t help but wonder where these form letter writers were when more caseworker positions were
being demanded last September.
Two days later, Poloncarz offered to meet with legislators to answer their questions about his plan. At
the meeting, Dankert-Maurer was a no-show. She was out of town promoting her expertise, as she is
frequently. Maybe she isn’t incompetent, just not focused. I am not sure that the children who have
died during her tenure would feel better under either scenario. I also wonder if she is out of town on
the taxpayer dollar.
Of course, I don’t truly think Poloncarz doesn’t care children are dying. He does not have Tin Man
problems. His problems are more in the realm of the Scarecrow and the Lion. He lacks the skill and
knowledge to address the problem. He is easily swayed by Dankert-Maurer’s assertion that the front
lines are failing Erie County’s children and her flashy PowerPoint presentations that are short on
substance.
He also is too scared that recognizing failure and acting on it is an admission of fallibility. You can’t
be the smartest man in the room if you are fallible.
Until the County Executive is willing to admit that there is a problem, more children will be
needlessly harmed. Until he is willing to take meaningful action, more vulnerable adults will be
unnecessarily subject to harm and neglect. Until he joins the chorus calling for Dankert-Maurer’s
resignation, Erie County taxpayers will be subject to lawsuits for breach of their duty to care.
It is time for Mark Poloncarz to put the welfare and safety of our County’s most vulnerable ahead of
his political vanity.

Mauricio Riveros, an executive vice president at the Pike Co. Inc., has been named
Hispanic Business Person of the Year for 2014, the Rochester Hispanic Business
Association announced Friday.
Riveros oversees project operations and risk management at Pike, and is responsible for
the Rochester-based commercial builder’s training and professional development program.
“Mauricio has the leadership of an innovator, the one who inspires leaders to act and the
one who gets things done,” RHBA president Hiram Hernandez Sr. said in a statement.

Senator Chuck Schumer says the senate has passed an immigration bill that would seal
the border.
"I'm hoping the House of Representatives in the next 30 days can pass this law and then
we wouldn't have any of these problems," Schumer said.
He is a board member with the Upstate New York Minority Supply Development Council,
Allendale Columbia School, St. Ann’s Community and the YMCA of Greater Rochester.
“Being from Bolivia, I have always held the Hispanic community near and dear to my
heart, and consider it a privilege to contribute in any way possible,” Riveros said in the
statement.

RCSD announces new Deputy Superintendent
The Rochester City School District announced their new Deputy Superintendent for
Teaching and Learning on Wednesday.
Superintendent Bolgen Vargas released a statement saying that Dr. Christiana Otuwa, who
served as Assistant Superintendent of Schools for Pittsburg Public Schools, will join the
district in August. Dr. Otuwa has over 20 years of experience as a school and district-level
administrator.
“I am delighted that she will be bringing her considerable talents to Rochester,” said
Vargas.
Beverly Burrell-Moore will continue as the current Deputy Superintendent until August.
Former Brockport Walmart being considered to house illegal immigrant children
Congressman Chris Collins says the Department of Health and Human Services is looking
at a former local Walmart to temporarily house undocumented immigrant children. These
children have come into the U.S. without their parents.
On Monday, we told you the department was looking at the Lexington Commerce Center
in Greece but we've learned that's been ruled out. Now, Collins says the Walmart on Route
19 in Brockport in the Town of Sweden is under consideration.
“All these children definitely need a place, but I’m not sure how it would be run down
there.” Judy Hughes is concerned about who's going to look after the children, who's going
to feed them and who's going to pay for them?
We’re told all the costs will be covered by the federal government but those costs will be
covered by your federal tax dollars.
This is the second local location picked to house the children. The old Walmart store is
bigger and have more bathrooms.
There are as many as 10,000 children coming into this country without their parents every
month. The government is looking for places to house them until they can reunite them
with their family in their home country. It's a humanitarian crisis that could end up in our
backyard.
Hughes said, “I mean if they could get over into the United States without any help, they
could be out on the streets and getting into trouble. It's hard to tell.”

$ 2.2 Millones En Fondo De Restitución Para Inmigrantes
Víctimas De Estafa
NUEVA YORK, NY - El Fiscal General Eric T. Schneiderman anunció el inicio del
proceso de reclamación de restitución para las miles de personas que fueron defraudadas
por dos organizaciones de inmigración, la Fundación Internacional de Inmigrantes,
Inc. (IIF) y la Asociación Profesional Internacional, Inc. (IPA), que hicieron promesas
fraudulentas de obtención de ciudadanía mientras se involucraban en la práctica no
autorizada del derecho. El proceso, que será administrado por el Grupo de Asistencia
Legal de Nueva York (NYLAG), permitirá a los clientes anteriores de IIF / IPA presentar
una solicitud de reclamaciones para la restitución de los honorarios pagados a estas
organizaciones por servicios de inmigración que nunca fueron legalmente prestados.
El fondo de restitución de $ 2.200.000 fue creado por la Fiscalía General después de

aplaudimos al Fiscal General Eric T. Schneiderman por asegurar que quienes fueron
victimizados por la Fundación Internacional de Inmigrantes y la Asociación Internacional
de Profesionales podrán solicitar la restitución. La creación del fondo de restitución envía

inmigración, y por el cobro de tarifas excesivas inconsistentes con el propósito de una
entidad caritativa, como reclamaban ser.
Para ser considerado para la restitución, los antiguos clientes que pagaron o recibieron
servicios jurídicos fraudulentos del IIF y / o IPA deben presentar un formulario de
reclamación antes del 13 de octubre de 2014. Copias del formulario de reclamación,
instrucciones para llenar, y la información de cómo someter están disponibles en el sitio
web de Administrador, www.nylag.org/IPA. Preguntas relativas a completar y someter

Demócratas presentan proyecto para niños migrantes

Senadores demócratas hicieron circular el martes un proyecto de ley que reduce
significativamente la cantidad de dinero solicitada por el presidente Barack Obama para
hacer frente a la ola de niños centroamericanos que cruzan la frontera desde México.
En un intento por dar solución al tema antes del receso veraniego del Congreso en agosto,
los demócratas hicieron circular la propuesta, que también incluye asistencia inmediata
a Israel para su sistema de defensa antiaérea Domo de Hierro, así como fondos para
combatir incendios forestales en estados del oeste del país.
La senadora BarbaraMikulski, demócrata por Maryland y presidenta de la Comisión de
Asignaciones, tiene programado dar a conocer formalmente la medida el miércoles.
La iniciativa reduce en mil millones de dólares la solicitud original de Obama, de tres mil
700 millones, para albergar y procesar a los menores centroamericanos que cruzan solos
la frontera. Incluye 225 millones para el Domo de Hierro, que intercepta cohetes de largo
alcance y proyectiles de artillería en momentos que Israel combate a los milicianos del
grupo extremista Hamas, y 615 millones para enfrentar incendios forestales.
La propuesta encamina a los demócratas a un posible choque con los republicanos,
quienes insisten en vincular los fondos adicionales a cambios en una ley del 2008 que
garantiza que los menores centroamericanos tengan una audiencia ante un juez de
inmigración.
El avance en varios proyectos que deben ser aprobados en el Congreso no ha sido
uniforme debido al partidismo, al tono subido del debate político por las elecciones
legislativas de noviembre, y a las señales contradictorias que ha enviado el gobierno de
Obama. Los legisladores han batallado para encontrar unos 10 mil millones de dólares con
el fin de mantener funcionando proyectos de carreteras hasta la próxima primavera, aliviar
las largas listas de espera que enfrentan los veteranos de guerra para recibir servicios
médicos y hacer frente a la crisis humanitaria de unos 57 mil menores que han cruzado
solos la frontera de México con Estados Unidos desde fines del año pasado.
Asistentes legislativos de ambos partidos dicen que la política de modificar la ley del 2008
para facilitar que la Patrulla Fronteriza deporte de inmediato a menores de Guatemala,

que el Congreso cambie la ley para devolver a los niños inmigrantes a sus países más
rápido.
Boehner dijo que la falta de voluntad de Obama para enfrentarse a los demócratas pone
en peligro "nuestra capacidad de encontrar un denominador común y ayudar a los niños
atrapados en esta crisis".
Y en lo que parecía impensable hace unas pocas semanas, los asistentes legislativos dicen
que se han estancado las negociaciones sobre una iniciativa aprobada por la Cámara de
Representantes y el Senado en materia de servicios médicos a los veteranos después que
la Casa Blanca incrementó las cantidades que están en juego con la exigencia de casi 18
mil millones de dólares para contratar a 10 mil médicos, enfermeras y otro personal de
salud, así como arrendar nuevas instalaciones y crear capacidad de servicio adicional en
los próximos tres años. Esa solicitud, adicional a unos 30 mil millones para permitir que
los exmilitares en listas de espera puedan tratarse fuera del sistema de la Administración
de Veteranos, ha molestado a los negociadores republicanos.
Puerto Rico firma acuerdos con Universidad Autónoma de
Gudalajara

Más de 600 puertorriqueños estudian medicina allí
El secretario del Departamento de Estado, David Bernier, anunció este miércoles varios
acuerdos con la Universidad Autónoma de Guadalajara (UAG), en México, donde
actualmente estudian medicina más de 600 estudiantes puertorriqueños.
La creación de un centro en Puerto Rico para la preparación de estudiantes de medicina
de la UAG que van a tomar los exámenes de reválida y NationalBoards, la creación de la
Beca Puerto Rico por parte de esta institución académica para estudiantes puertorriqueños
de escasos recursos económicos y un protocolo para atender las situaciones de los
estudiantes boricuas, son algunos de los acuerdos más relevantes, según detalló Bernier en
una conferencia de prensa, celebrada en el Departamento de Estado en el Viejo San Juan.
Las conversaciones entre el Gobierno de Puerto Rico y la UAG comenzaron el pasado
mes de enero cuando varios estudiantes puertorriqueños de la universidad se quedaron
sin acceso a sus préstamos estudiantiles federales debido a la suspensión por parte
del Departamento de Educación de la elegibilidad de la institución universitaria como
administradora de préstamos otorgados por el Gobierno federal.
La suspensión, se dijo en aquel momento, se debió a que menos del 75% de los
estudiantes de la UAG aprobaron en el 2012 el primer examen para la licencia médica de
Estados Unidos (USMLE, por sus siglas en inglés).
Esa situación se resolvió en febrero cuando el Departamento de Educación federal decidió
restablecer la asistencia económica a los alumnos, después de corroborar que ese por
ciento se subsanaba con la existencia de un programa de internado para muchos de los
graduados de la UAG en hospitales de la Isla.
"Llamaba la atención que no hubiese un vínculo formal entre el gobierno y esta
universidad que tantos estudiantes nuestros ha formado y tantos estudiantes forma. Creo
que de la situación que se atendió con mucha efectividad, nació una relación de igual que
se trata en un entendido para beneficio de los actuales estudiantes y de los futuros que se
gradúen de esta universidad", manifestó Bernier.
El secretario de Estado señaló que el pasado jueves se reunió con el presidente de la
UAG, Antonio Leaño Reyes, para firmar los acuerdos y continuar un diálogo para tratar
todos los temas concernientes a los estudiantes puertorriqueños.
Bernier resaltó el trabajo de los padres y las madres de los alumnos boricuas de la UAG, a
quienes catalogó como los gestores de este nuevo convenio.
"Ellos fueron los que se hicieron cargo de delinear todo el proceso y nosotros en el
gobierno colaboramos en un esfuerzo coordinado", precisó.
Durante su viaje a México, Bernier aprovechó para reunirse con el ministro de relaciones
exteriores de dicho país, José Antonio Meade, con quien conversó en torno a la
posibilidad de restablecer un vuelo directo entre México y Puerto Rico, precisamente para
beneficio de los estudiantes boricuas en la UAG.
El funcionario agregó que además de las conversaciones con miembros de la institución
universitaria, sostuvo reuniones con representantes del Estado de Jalisco y el Municipio
de Guadalajara para intercambiar espacio promocional para las campañas de turismo.
Con relación a los acuerdos con la UAG, Carlos Rivera Alonso, quien representó a los
padres de los estudiantes, señaló que de una situación preocupante, nació un esfuerzo que
será beneficioso para todos los puertorriqueños que estudien en dicha universidad.
De forma similar opinó Jeannette Robles, madre de Jean Paul Acetta, quien actualmente
cursa su segundo año de medicina en la UAG.
"Todos los acuerdos creo que son bien beneficiosos, sobre todo, teniendo en cuenta que
nunca se había establecido un tipo de comunicación tan directa para los estudiantes que
se van allá, que son muchos. Dentro de toda esta situación que pasó con los préstamos
federales, de todo eso malo, salió algo bueno", manifestó.

Peña Nieto refrenda compromiso con regiones en pobreza
extrema

( Mexico)El Presidente Enrique Peña Nieto reafirmó su compromiso de trabajo y
resultados concretos en aquellas regiones que enfrentan mayor rezago social y pobreza
extrema en el país.
Durante la presentación de los resultados de la Cruzada Nacional contra el Hambre,
informó que de siete millones de mexicanos que padecían hambre al inicio de su
administración, ahora tres millones tienen resuelto el abasto alimentario todos los días.
Tras el balance de los programas de la Cruzada Nacional Contra el Hambre, el jefe del
Ejecutivo federal advirtió que su gobierno no cejará un ápice ni detendrá su esfuerzo de
asegurar que se puede combatir a cero el hambre en el país.
En el municipio, considerado de los más pobres del país, el Mandatario federal refrendó
el trabajo de su administración para que México realmente pueda proyectarse entre los
mexicanos y el mundo entero como una nación de gran estabilidad social, con armonía
social y en donde la calidad de vida es cada vez mejor.
Acompañado por el gobernador de la entidad, Roberto Sandoval, y la secretaria de
Desarrollo Social, Rosario Robles, destacó el impulso a reformas y acciones a la par de
este proceso de cambio, así como transformaciones y otros programas de gobierno para
atender a la población que más lo necesita en el territorio nacional.
En el acto, donde encabezó la presentación de las acciones de la Cruzada Nacional
Contra el Hambre, Un año de Resultados, ofreció un balance de los programas más
emblemáticos y sostuvo que se han generado 300 mil tarjetas Sin Hambre, con las que se
pueden adquirir 14 de los principales productos de la canasta básica.
Además, se han instalado alrededor de tres mil 200 comedores comunitarios en el
país, casi dos mil nuevas tiendas Diconsa, hay 400 mil nuevas familias en el programa
Oportunidades y 3.2 millones de seguros para jefas de familia.
El Mandatario Federal dijo que estas acciones y programas permiten asegurar que de
esos siete millones de mexicanos que enfrentaban condición de hambre en México, tres
millones tienen resuelto y asegurado un abasto alimentario.
El Jefe del Ejecutivo reafirmó su compromiso de trabajar y dar resultados, sobre todo en
aquellas regiones de atraso y pobreza extrema, y aseguró que ese es el compromiso y la
mística de trabajo del gobierno de la República.
Llegan a Guatemala 383 migrantes deportados por EU

GUATEMALA, GUATEMALA.- Un total de 383 guatemaltecos, incluidos 13 menores
de entre 1 y 12 años y sus madres, llegaron este martes provenientes de Estados Unidos,
de donde fueron deportados, informó un vocero de la cancillería.
Los infantes y sus progenitoras arribaron al aeropuerto de la Fuerza Aérea Guatemalteca
de la capital en un avión estadounidense y fueron recibidos por una misión estatal.
La mayoría de los niños iban en los brazos de sus madres, quienes, al igual que sus hijos,
tenían la cabeza cubierta con una prenda de vestir para evitar ser fotografiadas por una
docena de periodistas que abarrotaron la pista militar.
"Este martes arribaron tres vuelos con los 383 deportados, el último proveniente de
Phoenix, Arizona", dijo el vocero de la cancillería Rafael Deras.
Precisó que entre los menores figuraban seis niñas, entre ellas una de meses de nacida, y
siete niños, todos acompañados por sus madres, siete en total, también deportadas.
Deras afirmó que cada semana llegan al país un promedio de mil 200 deportados de
Estados Unidos, incluidos niños con acompañante adulto, y prevé que esa cifra se
mantenga constante para lo que resta del año.
Fin del "sueño americano"
Tras su arribo, los deportados son documentados en una pequeña sala por delegados de
Migración.
Previo a salir a la calle están instaladas mesas de varias organizaciones humanitarias que
tratan de dar apoyo a los expulsados del llamado "sueño americano".
"Plazas disponibles", se lee en grandes letras verdes escritas en un pizarrón blanco para
ofrecer empleos a los retornados.
Los empleos ofrecidos son de baja remuneración, apenas superior a 365 dólares al mes,
un muy insuficiente para que quienes lo perciban salgan de la pobreza, que afecta al 53
por ciento de los 15 millones de guatemaltecos.
Ante el creciente flujo de inmigrantes centroamericanos a su país, el presidente
estadounidense, Barack Obama, recibirá el 25 de julio en la Casa Blanca a los
mandatarios Otto Pérez (Guatemala), Juan Orlando Hernández (Honduras) y Salvador
Sánchez Cerén (El Salvador).
Datos de Estados Unidos indican que desde octubre pasado unos 57 mil menores
sin compañía de adultos, la mayoría de Honduras, El Salvador y Guatemala, fueron
interceptados en suelo estadounidense tras emigrar clandestinamente en busca de sus
familiares o huyendo de la violencia en sus países.
Las FARC realizan atentados en frontera con Ecuador

Presuntos guerrilleros de las FARC realizaron hoy una nueva escalada terrorista en el
departamento de Nariño, fronterizo con Ecuador, en donde dinamitaron una carretera,
quemaron dos vehículos y secuestraron a cuatro miembros de la Fiscalía, informaron hoy
fuentes oficiales.
La Defensoría del Pueblo de Colombia señaló que según denuncias de los lugareños, las
Fuerzas Armadas Revolucionarias de Colombia (FARC), activaron una carga que afectó
un puente de la Vía al Mar, en el municipio de Barbacoas.
En un comunicado agregó que adicional a esa acción, que afectó la movilidad en esta
parte del país, los rebeldes incineraron un vehículo de la Fiscalía y otro de la estatal
Empresa Colombiana de Petróleos (Ecopetrol).
A través de un comunicado, la Fiscalía señaló que un fiscal especializado asumió la
investigación por el secuestro de cuatro de sus funcionarios que se movilizaban entre las
poblaciones de Tumaco y Pasto.
"Los funcionarios fueron plagiados cuando se transportaban en una camioneta oficial con

rumbo al caserío Chilvi para realizar una exhumación" señala el documento que añade que
a los ocupantes del carro les fueron robadas sus pertenencias y "luego recibieron amenazas
por parte de los secuestradores y posteriormente fueron liberados".
Las denuncias conocidas por la Defensoría advierten, además, sobre graves fallas en el
suministro de agua para el caserío El Diviso en virtud del ataque, que según versiones
preliminares habría alcanzado al sistema de acueducto que surte a las comunidades allí
asentadas, principalmente a los indígenas Awá.
Este ataque le sigue al perpetrado el miércoles por esta guerrilla en una carretera que tiene
incomunicado al departamento del Guaviare (sureste).
La explosión en el municipio de Puerto Concordia dejó un cráter de unos diez metros en
la vía que comunica Villavicencio, capital del Meta, con San José del Guaviare, capital del
Guaviare.
Asegura Danilo no se repostulará

(Santo Domingo)El presidente Danilo Medina no autoriza ni promueve su reelección
presidencial, pero tampoco buscará repostularse, debido a que los líderes del Partido de la
Liberación Dominicana (PLD) se formaron, fundamentalmente bajo la orientación de su
mentor Juan Bosch, en la lucha contra el continuismo en el poder, a juicio de Temístocles
Montás, aspirante presidencial y ministro de Economía, Planificación y Desarrollo.
Montás dijo no tener problemas personales con el expresidente Leonel Fernández, pero que
se opone a su continuismo en el poder, a través de su presentación como candidato para las
elecciones del 2016, debido a que si se presenta pudiera resultar perjudicial para el PLD y
se estaría vendiendo la idea de que es hombre insustituible.
Entiende que uno de los problemas en el Partido Revolucionario Dominicano (PRD) es
que Hipólito Mejía rompió con el ciclo de alternabilidad en el poder con Antonio Guzmán,
Salvador Jorge Blando, y Jacobo Majluta, porque reformó la Constitución para buscar la
reelección.
Atraso histórico
Afirmó que lo que justifica el atraso del pueblo dominicano es la permanencia en el poder
de los presidentes y recordó que la reelección de Pedro Santana, Buenaventura Báez y
Ulises Heureaux (Lilís), Horario Vásquez, Rafael Leonidas Trujillo y Joaquín Balaguer
dejaron un caos y consecuencias negativas para el desarrollo del país.
Explicó que las consecuencias del continuismo de Lilís fue la intervención a principio
del 1900, de las aduanas por 35 años de los Estados Unidos, la ampliación del período de
Vásquez trajo 30 años de tiranía de Trujillo, que a su vez trajo la Guerra de Abril de 1965.
“Estamos contrario a los liderazgos mesiánicos y de que se consideran insustituibles”
dijo en referencia al expresidente Fernández, por entender que “la reelección en nada
contribuye al fortalecimiento de la democracia y sí justifica el atraso del pueblo”, explicó
durante un encuentro anoche con la Asociación de Cronistas Políticas, en el Restaurant
Vesuvio. La actividad fue coordinada por Manuel Jiménez, jefe de comunicación de Temo.
Danilo no va
Así justificó Montás el porqué está convencido de que el presidente Danilo Medina no
se presentará como candidato presidencial, además de que la Constitución lo prohíbe,
y enfrenta el continuismo de Leonel. Consideró que en el 2007 Danilo se oponía a la
reelección de Fernández y es un convencido y respetuoso de la alternabilidad en el poder.
UN APUNTE
Estrategia de Reinaldo
El aspirante presidencial del PLD, Temístocles Montás, dijo que la renuncia a optar por
un nuevo período como presidente del Senado por parte del doctor Reinaldo Pared Pérez,
secretario general del PLD y también aspirante presidencial, fue una estrategia política,
“porque sigue siendo senador y recibirá los mismos privilegios en el cargo”, por lo que
junto a Francisco Javier García no se ven obligados a dejar sus cargos como ministros
del gobierno. Sin embargo, aseguró que cuando se abra la campaña oficial en el partido
morado y se tenga que dedicar a tiempo completo a su campaña electoral, dejará el
gobierno.

Eliminan VIH del genoma humano
Científicos realizan el proceso mediante una técnica que corta la secuencia del ADN que
es capaz de identificar el bacilo en los cromosomas
CIUDAD DE MÉXICO - Científicos estadounidenses eliminaron el Virus de
Inmunodeficiencia Humana (VIH) del genoma humano mediante el uso de una técnica
que corta la secuencia del Ácido Desoxirribonucleico (ADN) que es capaz de identificar
el bacilo en los cromosomas.
De acuerdo con los resultados del estudio realizado por los investigadores de la
Universidad de Temple, en Filadelfia, el se ser pudo sustraído de las células encargadas de
la respuesta inmune, tales como células T y microglia, mismas que le sirven de vehículo
silencioso.
La investigación publicada por la Academia Nacional de Ciencias de Estados Unidos
(PNAS, por sus siglas en inglés) precisa que la tecnología llamada "Cas9" demostró una
prometedora eficacia en la interrupción del VIH-1 (virus original) de las células infectadas
de forma latente, la eliminación de su expresión genética y la replicación viral y la
inmunización de las células no infectadas.
Destaca que dichas propiedades podrían proporcionar un camino viable hacia una
cura permanente para el Síndrome de Inmunodeficiencia Adquirida (SIDA), además de
proporcionar un medio para vacunar contra otros virus patógenos.
Los expertos sugieren que dada la facilidad y rapidez en el desarrollo del proyecto ARN
Cas9/guide, las terapias personalizadas en pacientes con la variante 1 del VIH se podrían
desarrollar al instante.
El análisis subraya que el SIDA aún es incurable debido a la integración permanente
de VIH-1 en el genoma huésped, toda vez que tiene el riesgo de reactivación, incluso
después de la terapia antirretroviral.
En ese sentido, expone la necesidad de nuevas estrategias para la separación del genoma
viral de las células infectadas de forma latente, pues los métodos actuales son demasiado
ineficientes y propensos a los efectos fuera de la meta.
"Nuestros resultados sugieren que Cas9/guide RNA puede proporcionar un enfoque
específico, profiláctico y terapéutico contra el SIDA", argumentan los investigadores en el
estudio.
Agregan que durante más de tres décadas, desde el descubrimiento del VIH-1, el SIDA
aún es problema de salud pública que afecta a más de 35.3 millones de personas en todo
el mundo.
Temple University Researchers Successfully Eliminate the
HIV Virus from Cultured Human Cells for the First Time

(July 21, 2014 -PHILADELPHIA, PA) – The HIV-1 virus has proved to be tenacious,
inserting its genome permanently into its victims’ DNA, forcing patients to take a lifelong
drug regimen to control the virus and prevent a fresh attack. Now, a team of Temple
University School of Medicine researchers has designed a way to snip out the integrated
HIV-1 genes for good.
“This is one important step on the path toward a permanent cure for AIDS,” said
KamelKhalili, PhD, Professor and Chair of the Department of Neuroscience at Temple.
Dr. Khalili and his colleague, Wenhui Hu, MD, PhD, Associate Professor of Neuroscience
at Temple, led the work which marks the first successful attempt to eliminate latent HIV-1
virus from human cells. “It’s an exciting discovery, but it’s not yet ready to go into the
clinic. It’s a proof of concept that we’re moving in the right direction,” added Dr. Khalili,
who is also Director of the Center for Neurovirology and Director of the Comprehensive
NeuroAIDS Center at Temple.
In a study published July 21 by the Proceedings of the National Academy of Sciences,
Dr. Khalili and colleagues detail how they created molecular tools to delete the HIV1 proviral DNA. When deployed, a combination of a DNA-snipping enzyme called a
nuclease and a targeting strand of RNA called a guide RNA (gRNA) hunt down the viral
genome and excise the HIV-1 DNA. From there, the cell’s gene repair machinery takes
over, soldering the loose ends of the genome back together – resulting in virus-free cells.
“Since HIV-1 is never cleared by the immune system, removal of the virus is
required in order to cure the disease,” said Dr. Khalili, whose research focuses on the
neuropathogenesis of viral infections. The same technique could theoretically be used
against a variety of viruses, he said.
The research shows that these molecular tools also hold promise as a therapeutic vaccine;
cells armed with the nuclease-RNA combination proved impervious to HIV infection.
Worldwide, more than 33 million people have HIV, including more than 1 million in the
United States. Every year, another 50,000 Americans contract the virus, according to the
U.S. Centers for Disease Control and Prevention.
Although highly active antiretroviral therapy (HAART) has controlled HIV-1 for infected
people in the developed world over the last 15 years, the virus can rage again with any
interruption in treatment. Even when HIV-1 replication is well controlled with HAART,
the lingering HIV-1 presence has health consequences. “The low level replication of
HIV-1 makes patients more likely to suffer from diseases usually associated with aging,”
Dr. Khalili said. These include cardiomyopathy – a weakening of the heart muscle –
bone disease, kidney disease, and neurocognitive disorders. “These problems are often
exacerbated by the toxic drugs that must be taken to control the virus,” Dr. Khalili added.
Researchers based the two-part HIV-1 editor on a system that evolved as a bacterial
defense mechanism to protect against infection, Dr. Khalili said. Dr. Khalili’s lab
engineered a 20-nucleotide strand of gRNA to target the HIV-1 DNA and paired it with
Cas9. The gRNA targets the control region of the gene called the long terminal repeat
(LTR). LTRs are present on both ends of the HIV-1 genome. By targeting both LTRs, the
Cas9 nuclease can snip out the 9,709-nucleotides that comprise the HIV-1 genome. To
avoid any risk of the gRNA accidentally binding with any part of the patient’s genome,
the researchers selected nucleotide sequences that do not appear in any coding sequences
of human DNA, thereby avoiding off-target effects and subsequent cellular DNA damage.
The editing process was successful in several cell types that can harbor HIV-1, including
microglia and macrophages, as well as in T-lymphocytes. “T-cells and monocytic cells
are the main cell types infected by HIV-1, so they are the most important targets for this
technology,” Dr. Khalili said.
The HIV-1 eradication approach faces several significant challenges before the technique
is ready for patients, Dr. Khalili said. The researchers must devise a method to deliver
the therapeutic agent to every single infected cell. Finally, because HIV-1 is prone
to mutations, treatment may need to be individualized for each patient’s unique viral
sequences.
“We are working on a number of strategies so we can take the construct into preclinical
studies,” Dr. Khalili said. “We want to eradicate every single copy of HIV-1 from the
patient. That will cure AIDS. I think this technology is the way we can do it.”
In addition to Dr. Khalili and Hu, the other authors of the PNAS paper are Rafal
Kaminski, Fan Yang, Yonggang Zhang, of Temple’s Department of Neuroscience; Biao
Luo of the Cancer Genome Institute, Fox Chase Cancer Center, Temple University School
of Medicine; Jonathan Karn, David Alvarez-Carbonell, Yoelvis Garcia, of the Department
of Molecular Biology and Microbiology, Case Western Reserve University, Cleveland;
and Xianming Mo of the Laboratory of Stem Cell Biology in the West China Medical
School, Sichuan University, Chengdu, China.
Tor Project makes efforts to debug dark web
The co-creator of a system designed to make internet users unidentifiable says he is
tackling a "bug" that threatened to undermine the facility.
The Tor (the onion router) network was built to allow people to visit webpages without
being tracked and to publish sites whose contents would not show up in search engines.
Earlier this month two researchers announced plans to reveal a way to de-anonymise users
of this "dark web".
They were later prevented from talking.
Alexander Volynkin and Michael McCord - two security experts from Carnegie Mellon
University's computer emergency response team (Cert) - had been scheduled to reveal
their findings at the Black Hat conference in Las Vegas in August.
However, a notice published on the event's website now states that the organisers had
been contacted by the university's lawyers to say the talk had been called off.
"Unfortunately, MrVolynkin will not be able to speak at the conference since the materials
that he would be speaking about have not yet [been] approved by Carnegie Mellon
University/Software Engineering Institute for public release," the message said.
Roger Dingledine, one of Tor's creators, subsequently posted a message to a mailing list
confirming that he and his colleagues had "no idea the talk would be pulled".
But he added that the Tor Project - the organisation that provides free software to make
use of Tor - had been "informally" shown some of the materials that would have been
presented.
"I think I have a handle on what they did, and how to fix it," he added in a follow-up post.
"We've been trying to find delicate ways to explain that we think we know what they did,
but also it sure would have been smoother if they'd opted to tell us everything.
"Based on our current plans, we'll be putting out a fix that relays can apply that should
close the particular bug they found. The bug is a nice bug, but it isn't the end of the
world."
Illegal activity link
Tor was originally developed by the US Naval Research Laboratory and was later funded
by the Electronic Frontier Foundation digital rights group, Google and the US National
Science Foundation, among others.
It attempts to hide a person's location and identity by sending data across the internet via
a very circuitous route. Encryption applied at each hop along this route makes it very hard
to connect a person to any particular activity.
Its users include the military, law enforcement officers and journalists - who use it as a
way of communicating with whistle-blowers - as well as members of the public who wish
to keep their browser activity secret.
But it has also been associated with illegal activity.
The description given for the pulled talk itself noted that Tor "has also been used for the
distribution of child pornography, illegal drugs, and malware".
The researchers had promised to reveal how a piece of kit worth $3,000 could be used
to "exploit fundamental flaws in Tor design and implementation" to reveal the internet
address of its users and the computer servers used to host their hidden services.
"We know because we tested it in the wild," they added.
Christopher Soghoian, a tech expert at the American Civil Liberties Union, has speculated
that the university might have feared the risk of a criminal prosecution or being sued by
Tor users who felt their privacy had been violated.
"Monitoring Tor exit traffic is potentially a violation of several federal criminal statutes,"
he tweeted.
However, a spokeswoman for the university told the BBC: "We don't have anything
further to add to the statement that was already released by the Black Hat conference."
Tackling Tor
While the details of the alleged flaw have yet to be disclosed, there have been several
reports of other efforts by authorities to overcome its protections.
German broadcaster ARD reported earlier this month that cyberspies at the US National
Security Agency (NSA) were actively monitoring two Tor directory servers in Germany to
scoop up the net addresses of people using them.
An alleged leaked list of GCHQ's hacking tools indicated that the agency had developed
its own Tor browser.
And in 2013, the FBI acknowledged making use of a flaw in the Firefox browser help it
identify Tor users as part of an effort to tackle child abuse images posted to hidden sites.
That exploit has since been fixed.

Puerco asado a la cubana
Necesitas
1 espaldilla o pernil de cerdo (5 lb); quítale el exceso de grasa
1 taza de aderezo italiano fuerte
1/4 taza de jugo de naranja
2 cucharadas de jugo de limón verde (lime) fresco
2 cucharadas de jugo de limón amarillo (lemon) fresco
1/2 taza de jerez seco
1/2 cucharadita de comino en polvo
2 cebollas grandes, cortadas en rebanadas de 1/2 pulg.
6 dientes de ajo, pelados y rebanados
PERFORA la carne por todos lados con la punta de un cuchillo. Colócala en un
recipiente no reactivo, como los de vidrio o acero inoxidable.
MEZCLA el aderezo, los jugos de fruta, el jerez y el comino en un tazón grande.
Reserva 1/2 taza de la mezcla de aderezo y vierte el resto sobre la carne. Agrega la
cebolla y el ajo; tapa el tazón. Pon a marinar en la nevera durante varias horas o toda
la noche.
CALIENTA el horno a 350°F. Saca la carne y desecha la marinada. Seca la carne
dándole palmaditas y colócala en una asadera forrada con papel aluminio. Insértale un
termómetro para carne en la parte más gruesa de la carne, asegurándote que no toque
el hueso. Cocina a durante 1 hora o hasta que esté completamente dorada, volteando
la carne de vez en cuando.
BAJA la temperatura del horno a 325°F. Vierte la mezcla de aderezo que guardaste
sobre la carne; cúbrela con papel aluminio (sin apretar). Cocina 3 horas más o hasta
que el termómetro marque 180ºF, empapando la carne frecuentemente con el jugo del
asado. Quita el papel aluminio durante los últimos 30 min. de horneado. Deja reposar
durante 15 min. antes de rebanar para servir.

The Erie County Hispanic Heritage Celebration Committee and The Latin American
Association of Northwest Pennsylvania (LAANWPA) would like to invite you to
celebrate “EstamosUnidos” , the first celebration of Hispanic Heritage Month to be
observed in Erie County. This festival is part of the National Hispanic Heritage Month
commemoration that is observed annually from September 15 until October 16.
On Saturday, August 31st, 2013 there will be a parade and festival to honor the unique and
exceptional contributions Hispanic Americans have made in the United States and Erie

Erie Community Foundation Helps Church Fight Teen
Violence
The Erie Community Foundation distributed over $2 million in grants today to area nonprofit organizations. The foundation gives out the funding four times a year through its
charitable endowments.
A few grants were awarded today for special projects in the community. $6,000 was
awarded to Erie's Second Baptist Church to help with its War on Teenage Violence.
Programs will be held every week for kids, ages 11 through 17. Kim Overton, Program
Director, says girls will meet on Wednesdays and boys will meet on Thursdays.
"They're going to have various guest speakers and presenters that are going to give them
information to help them with the teen violence, bullying, and building self-esteem and
self-respect within themselves and others," she said.

Erie Man Arrested For Credit Union Robberies
Erie police clear two recent bank robberies, after the arrest of an Erie man Wednesday
morning.
He told police he robbed the credit unions, to support his heroin addiction.
There have been more than a dozen robberies at local banks and credit unions this year in
our area.
Police though have made arrests in a majority of them.
Wednesday afternoon, 30-year old Angel Lebron was arraigned on several charges,
connected to two recent credit union robberies.
After getting a tip, officers arrested him at a Summit township motel at around 4:00
Wednesday morning.
And with his arrest, Erie police have cleared two recent credit union robberies.
Police had been looking for Lebron in connection with the Erie Federal Credit Union holdup on Buffalo road.
That happened last Friday night at around 5:00.
Police say they found and used the getaway car to help identify Lebron as their suspect.

Detectives say on Wednesday, he confessed to that hold-up.
In that case, police say Lebron got away with $16,000s after pointing a fake gun at tellers.
Erie Police Chief Randy Bowers says with a string of bank and credit union robberies this
year, detectives have done a good job of following up on leads and making arrests, "All
but one of them have been solved this year. We've had 8, and made arrests in 7 of them,
and almost every one of them is the same motive," Chief Bowers added.
And that motive is heroin. Chief Bowers says the suspects are so desperate for cash to buy
heroin that they result in robbing banks. He says Lebron admitted that same motive to Erie
detectives, "During the interview we learned that he is a heroin addict. So his motive was
money so that he could supply his habit," Chief Bowers said.
Chief Bowers credits a lot of these bank robbery arrests to good police work, "It's very
good work on the part of our detectives and patrol, everybody working together," Bowers
said. "You can say it's just another bank robbery and we have a lot of them, but in both of
these cases and in every one, it's the extra initiative that the detectives showed to continue
to pursue even small leads," Chief Bowers added.

Child Shot in East Side Drive-By
A 12-year-old boy is hospitalized after he was hit by gunfire in an overnight, drive-by
shooting.
The incident happened at around 11:30 p.m., Sunday, near the corner of East 25th and
Wallace streets.
The boy told police he was talking a walk with his 17-year-old brother and some friends,
when someone fired 4 or 5 shots, from a moving vehicle.
One of the bullets hit the boy in the arm. He was taken to St. Vincent's hospital and
released.
Police found shell casings in the area and say the vehicle involved is a tan sedan.
As for the city curfew and a 12-year-old being out close to midnight, police chief, Randy
Bowers, explains there's no violation.
"During the school year, they have to be in by 10 p.m.," he said. "But on weekends and
during summer vacation, they're not in violation until after midnight, and this occurred
half an hour before curfew."

UCC ministry protecting, providing for young refugees in Pennsylvania

The United Church of Christ is calling for compassion, care and prayer for the thousands
of children who have come to the United States fleeing violence and conflict in Central
America and the people in this country who are offering them refuge. Bethany Children’s
Home, a UCC ministry serving children and families in need in Womelsdorf, Penn.,
northwest of Philadelphia, is one of the places these children have found safe harbor.
"This is perhaps the largest crisis our country has experienced regarding children since
the Civil War when Bethany was founded," said Bethany Children’s Home CEO Kevin
Snyder.
Since 1863, Bethany has been providing a safe space for youth who have been abused,
neglected, or abandoned and want to take back their lives. With this wave of young
refugees, the home has launched the Helping Hands program for unaccompanied children
who have made the dangerous journey to America. Right now, 32 of them are housed there.
This Sunday, as part of an Interfaith Weekend of Compassion and Prayer for
Unaccompanied Children, the UCC is asking its congregants and churches to take time
during worship services on Sunday, July 20, to stand in silent witness and prayer for these
young refugees and the people around the country reaching out to help them.
The Rev. Don Wetzel, pastor of St. Thomas UCC in Linglestown, Penn., and a Bethany
Children’s Home board member, is proud of the facility staff and the children he is
looking forward to ministering to.
"Bethany welcomes prayers for the staff of Bethany Children’s Home, as they carry out
the faithful witness of caring and hope," said Wetzel. As for the young refugees, "Bethany
welcomes prayers on their behalf and for their families who have endured so much, for
God’s blessing of protection, well-being, safety, and surprising joy."
The circumstances the children have faced are hard to take in. "Children are talking
about walking for months, through jungles, crossing rivers, through unbelievable terrain
to get to the United States," Snyder said. "The only thing they come with is what they
are wearing. And though they are not related, the older children are very caring, very
protective of the younger children."
While in the care of the professionals at Bethany, the children are fed, housed and given
a week's allocation of clothing. They are medically evaluated and spend time learning
English, among other subjects, in school. In addition to classroom education, the children
are able to socialize and have fun. Most importantly, Bethany offers a way to reunite the
young refugees with family members in a safe and timely way.
"It has been a delight to have them," said Snyder. "But it's a quick turnaround. They
stay with us for 10 days to two weeks and we send them out to their families. It's been
extremely rewarding."
One of the children, an 11-year-old girl from Honduras, came looking for her mother
who left her home when she was two. Her caseworkers said the child traveled with other
children in the care of several "guides" along the way. One of them, described as "very
irresponsible" only fed them once in 48 hours, took money to change their currency and
the child never saw her money again. She crossed two rivers, the first river to pass into
Mexico, and the second river to cross over to America. She was scared, as she could not
swim. However, she was placed on a makeshift raft and crossed over.
Once in Texas, the "guide" directed them to keep going until they got caught. When
captured by U.S. Border Patrol, she said she was scared, kept in a holding cell for 10 days
where she slept on the floor and was not allowed to shower.
The girl's life changed once she got to Helping Hands. She got a shower, a phone call,
food and new clothes. She went to school to learn English. After 11 days she was reunited
with her family. Before she left, her caseworker said, "She knew how to say hello, good
morning, how are you, please and thank you. She said her goodbyes, and, before leaving,
she stated that she would never forget us and that she would miss us."
Bethany is just a month into the Helping Hands program and has already assisted 60
children, ages 4 to 14. The facility is remodeling a few buildings right now so additional
children can be served. The hope is, by the end of August, the 32 children in residence
at one time will grow to 64. Snyder believes the program will help resettle 300 young
refugees as part of this government program in the next year. That's in addition to the 300
children from the local community that Bethany assists every year, but Snyder and his
staff are up for the challenge.
"We have been blessed to be a part of this program," he said. "We are proud to be a part
of this effort, because these are very loving, needy children. We get so many 'thank-yous'
throughout the day."
But Helping Hands could use a helping hand. "It's been extremely rewarding," Snyder
said. "But the challenge we have, the shortfall we face, is with clothing."
The program provides $70 for seven sets of clothing for each child, and the financial
generosity of donors is making up the rest. Bethany is currently working to secure
contracts with clothing manufacturers so they can purchase the sizes and quantities they
need at wholesale prices. The UCC has also issued a special appeal for those wishing to
provide financial assistance to efforts and programs like Helping Hands.
Snyder wants to extend a sincere thank you to the churches that have and those that intend
to support this ministry through prayer and resources. "Our greatest need is to provide
these children a safe, warm environment to learn and grow while in our care," he said.
"Together, we are working to provide a brighter future for kids and families."

Patriarca Emérito de Jerusalén

de los Latinos, Su Beatitud Michel Sabbah, denunció que en la Franja de Gaza está
ocurriendo no una guerra, sino una masacre que solo está generando más odio entre
israelíes y palestinos, pues ya ha provocado más de 600 muertos, además de la destrucción
de viviendas, mezquitas e incluso centros de salud.
“Lo que está ocurriendo en Gaza no es una guerra, sino una masacre. Una masacre inútil,
que no hará avanzar ni un paso a Israel hacia la paz y la seguridad. Por el contrario, con
todos estos sacrificios humanos, los corazones de los israelíes y los palestinos se llenan de
odio”, declaró el Patriarca a la agencia Fides.
“Los medios para alcanzar la paz sólo puede ser medios pacíficos. Desde hace sesenta
años, estamos viendo que las guerras, las armas, las masacres son incapaces de obtener
cualquier tipo de paz”, añadió.
El Patriarca afirmó que “la única manera de salir de la espiral de la violencia y la
destrucción es abordar la cuestión de fondo, que es la ocupación israelí de los territorios
palestinos. Habrá paz y seguridad sólo cuando Israel reconocerá la libertad y la soberanía

“Pero tal vez es por eso que tenemos que esperar a una nueva generación de líderes

Por su parte, el secretario general de la ONU, Ban Ki-moon, pidió hoy a Israel que trate
de "contenerse" en sus ataques a Gaza y considerar a la población civil. “Mi mensaje
es el mismo para israelíes y palestinos: paren de pelear y empiecen a hablar”, expresó
en una conferencia de prensa desde Tel Aviv (Israel) junto al primer ministro, Benjamín

criticó que la reina de España, Letizia, repetidamente ha roto el protocolo en eventos en
el Vaticano, pero manifestó un esmerado respeto por las tradiciones musulmanas en la
reciente visita que realizó junto a su esposo, el rey Felipe, a Marruecos.
La Gaceta recordó que el primer viaje oficial de los reyes españoles fue al Vaticano.
“Era un momento histórico y todas las miradas estaban centradas en la ropa que elegiría
Letizia”.
En esa ocasión, indicó el medio de prensa español “era previsible, en virtud de lo que se
conoce como el ‘Privilège du blanc’ del que gozan las reinas que fuera de blanco, pero
rompiendo tradiciones optó además por ir sin mantilla. Este gesto generó gran polémica en
España, ya que aunque no estaba obligada a llevarla, al ser una reina católica, por respeto,
podría haberlo hecho”.
La Gaceta señaló que esta falta de respeto al protocolo recuerda al realizado durante la
beatificación del Papa Juan Pablo II, cuando “Letizia decidió llevar una simple mantilla
española, pero sin peineta. Todo lo contrario, a la costumbre de doña Sofía que siempre la
había llevado”.
En su último viaje a Marruecos, continuó el diario, cuando Letizia “entró en el mausoleo
de Mohamed V y ante la tumba de Hasán II se cubrió la cabeza y también se quitó los
zapatos como señal de respeto hacia la cultura árabe y para no romper la tradición”.
“Después de estos dos gestos de Letizia, muchos se preguntan ¿Por qué una reina católica

Imagínense cómo se sentirían de no poder salir de sus casas por tener que lavarse las
manos una y otra vez, o no poder caminar sin parar de dar tres pasos adelante y uno
para atrás por miedo a que le pase algo malo a alguien querido. Estos son dos ejemplos
de situaciones que podrían vivir personas que sufren del trastorno de comportamiento
obsesivo compulsivo (OCD, por sus siglas en inglés). Quizás podemos recordar la película
"As Good As ItGets", donde Jack Nicholson hacía el papel de un adulto con este trastorno.
Este trastorno es una enfermedad crónica dentro del espectro de los trastornos de ansiedad
para la cual afortunadamente existen tratamientos efectivos que pueden controlarla una vez
se llegue al diagnóstico.
Las estadísticas reportan que alrededor de 1 en 50 adultos en Estados Unidos padecen de

millón son niños o adolescentes. Esta enfermedad en jóvenes se manifiesta en promedio a
los nueve años. Cuando la manifestación es temprana, el OCD ocurre más en varones.
Usualmente, el OCD se manifiesta con obsesiones y compulsiones descontroladas que
causan gran ansiedad; aunque en algunos casos se puede presentar con una de las dos. Las
obsesiones son pensamientos, imágenes o impulsos que vienen a la mente una y otra vez
sin poder tener control de los mismos. Se describen como ideas que no se quieren tener,
que son intrusas e inquietantes. Estas obsesiones están asociadas a sentimientos de miedo,
disgusto, duda, o a la sensación de que las cosas se tienen que hacer solamente de una
manera en particular. Las compulsiones son actos o rituales que se repiten una y otra vez,
y que no tienen más propósito que el de disipar la ansiedad que las obsesiones generan.
Muchas veces, estos actos siguen reglas particulares y son bien incómodos. Uno de los
ejemplos más reconocidos es aquel paciente que se lava las manos constantemente por
miedo a contaminación con gérmenes.
Las obsesiones y compulsiones pueden traer gran dificultad, ansiedad y frustración a
la vida de una persona. Estos síntomas pueden tomar tanto tiempo y energía para su
ejecución, que prácticamente los pacientes terminan el día sin tiempo para hacer las tareas
del hogar o tener tiempo personal para el deleite social. Las obsesiones más comunes
en niños y adolescentes son miedo a la contaminación o a enfermedades serias, fijación
en un número de suerte o no suerte, miedo a intrusos, necesidad por la simetría o la
exactitud, y dudas excesivas. Las compulsiones más comunes son limpiar o lavar (las
manos, ducharse), contar o repetir (objetos o frases), tocar (paredes o mesas), organizar
o arreglar en un orden en particular, cotejar (luces, puertas) o preguntar repetidamente, y
coleccionar o almacenar (objetos viejos, basura). En ocasiones, estos síntomas pueden ser
tan vergonzosos para el paciente que hace un gran esfuerzo para esconderlos y mantenerlos
en secreto, insistiendo que no hay ningún problema cuando se les pregunta al respecto.
Otras veces, las familias se adaptan a estos comportamientos y llegan a tomar parte de las
rutinas.
Gracias a los adelantos científicos, al presente existen varias alternativas de tratamiento.
Las más efectivas incluyen terapia de modificación de conducta (ej. exposición) y/o
medicamentos. Lo ideal para obtener mejor resultados es combinar ambas formas de
tratamiento. La terapia conductual tiene como una de sus metas lograr que el paciente
rompa la conexión entre sus miedos y las compulsiones. Entre los medicamentos que
podrían tratarse se encuentran los inhibidores selectivos de la recaptación de serotonina
o SSRI’s (fluoxetina, paroxetina, sertralina, fluvoxamina, citalopram, escitalopram) y
clomipramina. Estos medicamentos se dirigen a aumentar los niveles de serotonina en
el cerebro. El tratamiento debe dirigirse considerando las necesidades o presentaciones
particulares de cada individuo.
New Study: 10.3 million gained health coverage during the
Marketplace’s first annual open enrollment period
Health and Human Services Secretary Sylvia M. Burwell announced today the release of a
new study, published in the New England Journal of Medicine, estimating that 10.3 million
uninsured adults gained health care coverage following the first open enrollment period
in the Health Insurance Marketplace. The report examines trends in insurance before and
after the open enrollment period and finds greater gains among those states that expanded
their Medicaid programs under the Affordable Care Act.
“We are committed to providing every American with access to quality, affordable health
services and this study reaffirms that the Affordable Care Act has set us on a path toward
achieving that goal,” said Secretary Burwell. “This study also reaffirms that expanding
Medicaid under the Affordable Care Act is important for coverage, as well as a good deal
for states. To date, 26 states plus D.C. have moved forward with Medicaid expansion.
We’re hopeful remaining states will come on board and we look forward to working
closely with them.”
According to the authors’ findings, the uninsured rate for adults ages 18 to 64 fell from
21 percent in September 2013 to 16.3 percent in April 2014. After taking into account
economic factors and pre-existing trends, this corresponded to a 5.2 percentage-point
change, or 10.3 million adults gaining coverage. The decline in the uninsured was
significant for all age, race/ethnicity, and gender groups, with the largest changes occurring
among Latinos, blacks, and adults ages 18-34 – groups the Administration targeted for
outreach during open enrollment.
Coverage gains were concentrated among low-income adults in states expanding Medicaid
and among individuals in the income range eligible for Marketplace subsidies. The study
finds a 5.1 percentage point reduction in the uninsured rate associated with Medicaid
expansion, while in states that have not expanded their Medicaid programs, the change in
the uninsured rate among low-income adult populations was not statistically significant.
Today’s study also looks at access to care, and finds that within the first six months of
gaining coverage, more adults (approximately 4.4 million) reported having a personal
doctor and fewer (approximately 5.3 million) experienced difficulties paying for medical
care.

Today’s study does not include data from before 2012, as coverage was changing rapidly
during this period. This means the results do not include the more than 3 million young
adults who gained health insurance coverage through their parents’ plans.
The analysis builds on previous studies by reviewing a larger sample size and taking into
account changes in the economy and pre-existing trends in insurance coverage. Using
survey data from the Gallup-Healthways Well-Being Index for January 1, 2012, through
June 30, 2014, the authors analyzed changes in the uninsured rate over time. This is also
the first study to associate reductions in the uninsured rate with state-level statistics on
enrollment in the Marketplaces and Medicaid under the Affordable Care Act, as described
in HHS enrollment reports, and to assess the impact of the improved coverage on access
to care.

da cuatro claves: no fumar, consumir licor con moderación, hacer ejercicio y comer
saludablemente.
“Con solo estas cuatro medidas se puede reducir el 80 % de las muertes prematuras (antes
de los 70 años) por enfermedades crónicas. Solo basta tener conciencia de eso”, afirmó
Cecilia Monge, doctora internista y especialista en salud pública.
En cuanto a comida, lo recomendable es consumir, por día, cinco porciones de frutas y
verduras y limitar al máximo las “fritangas” y productos grasosos.
Además, es bueno hacer 30 minutos de ejercicios por jornada. Estos no necesariamente
deben ser en un gimnasio; basta con salir a trotar alrededor del barrio o poner música y
bailar en su casa.
Acerca del consumo moderado de licor, se indica que es diferente en hombres y mujeres.
De acuerdo con los estándares de la OMS, tomarlo así equivale a ingerir una o dos
bebidas alcohólicas por día en las mujeres y de dos a tres diarias en los hombres.
En ambos casos, se recomienda no tomar del todo licor y a lo sumo un día a la semana.
En cuanto al fumar, los especialistas son enfáticos en que no debe hacerse del todo ni
exponer a las personas al humo del cigarrillo.

World’s Biggest Wealth Fund Reviews $8 Billion Russian Holdings
Norway’s $890 billion sovereign wealth fund, the world’s biggest, is reassessing its
holdings in Russia as the European Union considers expanding sanctions against the
country.
Since the July 17 downing of Malaysia Airlines flight MH17 by a missile that the U.S. says
was probably supplied by the Russian military, sentiment toward assets based in Russia
has soured further. The government of Norway, which isn’t an EU member, said it’s ready
to adjust the fund’s holdings to reflect the changing geopolitical climate. The European
Commission will present proposals for more “targeted measures” to national officials
today.
“If the oil fund’s investments become affected by economic sanctions against Russia that
Norway supports,” the fund “will need to make the necessary adjustments to accommodate
the new situation,” RunarMalkenes, a Finance Ministry spokesman, said in an e-mailed
response to questions.
Recession Graduates Grind Away With Low Pay as U.S. Mends

NickoleGambrill is still paying the price for graduating college at the wrong time.
She and other students who earned diplomas in the aftermath of the deepest U.S. recession
since the 1930s are experiencing an earnings hangover that could last a lifetime, even as
the labor market heals.
Gambrill accepted the first paralegal job she could get after finishing classes at Towson
University in Maryland in December 2010, when the unemployment rate was 9.4 percent.
“I’ve been here for three years, but I still consider myself entry-level,” said the 27-year-old
from Baltimore, who makes about $44,000 annually. “Your raises and income are based
off of your original salary. If it were a better economy, I would have started off at a higher
salary.”
Many of the estimated 3.37 million graduates earning baccalaureate degrees in those two
years accepted positions they were overqualified for out of desperation. Those entering
the workforce in the shadow of the recession were 2.2 percent of an approximately 154
million-member labor force competing for fewer jobs and now may have eroded skills and
sparse resumes. As the labor market improves, new graduates may outshine them.
“If you come out now, it really is a much better world, you’ll have much better success,”
said Anthony Carnevale, director of the Georgetown University Center on Education and
the Workforce in Washington, who said those who got diplomas closer to the recession will
experience lasting disadvantages. “The employer looks at the one who just graduated and
the one that’s five steps back, and they think the new one is better.”
Recent Graduates
Recent college graduates “were and continue to be hit hard,” during and after the
recession, two researchers for the Federal Reserve Bank of San Francisco wrote in a study
dated July 21. They experienced low wage growth across almost all occupations compared
with other full-time workers. While the pattern is consistent with the period after the 2001
slump, “earnings growth following the most recent recession has been held down longer
than in the past, which reflects the depth and severity of the recession,” they said.
That reality is haunting a segment of millennials, the 82 million people born between 1981
and about 2000. Full-time 25-to 34-year-old workers saw income erode to a median of
$38,000 in 2012 from $38,760 in 2007, based on National Center for Education Statistics
data. Salaries for bachelor’s degree-or-higher grads fell to $49,950 from $52,990 in 2007.
Many of these recession grads are stuck -- either unemployed, working part-time or in jobs
that don’t require the education they have -- and lack skills or opportunities to switch to
higher-earning positions or bargain for more pay.
Joblessness Down
Joblessness for 25 to 34-year-olds is down from 10.6 percent in October 2009. Yet at 6.5
percent in June, it’s still higher than total unemployment, which fell to a six-year low of
6.1 percent, and the age group’s 4.9 percent level when the 18-month recession started in
December 2007.
Pay penalties from entering a difficult labor market are long-lasting, research from
prior contractions shows. Earnings shortfalls have persisted for 15 years, University of
Maryland at College Park researcher Shu Lin Wee reported in a December paper. That’s
because early years are critical to lifetime income growth, with half of gains between 18
and 46 occurring by age 30 as workers switch jobs and climb corporate career ladders.
The effects of graduating during a stock-market shock for Stanford Business School
graduates have lasted about 20 years, Paul Oyer, an economist at the California university
reported in a 2008 paper. For the 2007-2009 recession, “the hit will be significant on
average,” he said.
Graduates who start on the wrong foot have fewer “training and promotion opportunities,
resulting in a lasting disadvantage,” said Joseph Altonji, who co-wrote the Yale paper.
Those who are unemployed or take jobs that don’t match their education can suffer skills
depreciation, he added.
Permanent Effects
As of 2012, about 44 percent of recent grads worked in roles that don’t usually require
a bachelor’s degree, up 10 percentage points from 2001, Federal Reserve Bank of New
York researchers reported in January. They warned that such underemployment may cause
“permanent negative effects on wages.”
Some graduates fare especially badly. Sixty percent or more of liberal arts and
communications majors were unemployed or underemployed in 2009-2011. By contrast,
three-quarters of engineering, education and health-care students held jobs matching their
skills.
Just 33 percent of leisure and hospitality graduates found work requiring their degree in
that period -- the least of any group in the New York Fed report.
There’s a cultural tendency to blame young people who get a poor start in the workforce,
said Heather Boushey, chief economist at the Washington Center for Equitable Growth,
an inequality-focused research group. “You’re seeing some of that around the millennials:
‘They’re so difficult in the workforce. They only want jobs where they can find
fulfillment,’ when really they just want jobs,” she said.
‘Lifetime Impacts’
Graduating in the aftermath of a recession “does have these lifetime impacts,” she said.
Compounding the situation is the level of student debt. College loans “combined with
underemployment and high unemployment among today’s graduates is a fairly toxic
combination.”
Dana Katz, 27, is watching peers from Pennsylvania State University’s School of
Hospitality Management in State College pay the price for graduating with the Class of
2009.
“I have a lot of friends, countless kids who I graduated with, who should have been put
into a better place out of school because they were really promising, but there was nothing
available,” said Katz, who works at Kimpton Hotels in Washington as an assistant director
of finance. “Kids got put into a bad place to start, and it’s been reflected in their career
path.”
Job-market healing is under way, so the Class of 2014 may fare better than their
predecessors. Today’s graduates “are entering into a stronger labor market, full stop,” said
Heidi Shierholz, an economist at the Economic Policy Institute in Washington.
Opportunities look brighter for Abigail Estevez, 22, and her classmates. She graduated
from Penn State in December 2013 and landed a spot in the management-training program
at the Waldorf Astoria in New York, turning down other offers. Many of her friends are in
similar jobs.
“Right now, the market is fairly strong,” Estevez said. “I definitely think I’m in a good
place.”

“Ví par de asaltos de una pelea suya contra RendallMunroe, creo. (Munroe) es zurdo
como Junito. No la vi con detenimiento, pero creo que (Quigg) es un tipo ganable”, opinó
el mayor de los Seda.
“(Leo) Santa Cruz es mejor que él. Éste boxea un poquito más, pero es mucho menos
agresivo”, agregó Seda, padre, comparando al campeón británico con su homólogo
mexicano. Santa Cruz derrotó a Seda por decisión unánime el 14 de diciembre de 2013 en
San Antonio. En esa pelea el boricua hizo una gran demostración, perdiendo en parte por
desventaja de tamaño más que por deficiencias técnicas o de condición.
Seda, padre es consciente, sin embargo, que para ganarle a Quigg en Reino Unido
tendrían que noquear o al menos apalear al campeón, ya que los jueces en ocasiones son
muy localistas con los peleadores ingleses en Inglaterra.
“Quizás tenemos que noquear para ganar. Eso hay que tomarlo en consideración. Pero es
ganable. Me voy a tomar un par de ‘diítas’ para evaluarlo con cuidado y entonces tomar la
decisión en grupo”, sostuvo Seda, padre.
Ya que la pelea será en menos de dos meses, Golden Boy le dio una semana al grupo Seda
para que tome su decisión al respecto.

Arroyo será oficialmente el 14 de septiembre en Tailanda según confirmó hoy mediante
un comunicado de prensa, la promotora local Puerto Rico BestBoxingPromotions.
El olímpico boricua de 2008 enfrentará al tailandés AmnatRuenroeng, actual campeón del
peso mosca de la Federación Internacional de Boxeo (FIB).
“Ya nos confirmaron y la pelea será ese domingo, 14 de septiembre, allá en Tailandia,
así que McWilliams sigue entrenando a plenitud y nosotros vamos a coordinar todo lo
referente a la fecha en que viajará para la pelea”, dijo Peter Rivera, vicepresidente de PR
BestBoxingPromotions (PRBBP), compañía que representa a Arroyo. “También estamos
trabajando desde ya la forma en que se pueda ver en Puerto Rico esta importante pelea,
ya que son 11 horas más allá en Tailandia, pero queremos que los fanáticos tengan la
oportunidad de verla”.
Para Arroyo (15-1, 13 KOs), que es el primer clasificado de la FIB en las 112 libras, será
su primera oportunidad mundial en el boxeo profesional. El boricua, que viene de un
espectacular triunfo el pasado 19 de junio por nocaut en el segundo asalto sobre el filipino
Froilan Saludar en Bayamón, cuando disputaban el primer lugar en las clasificaciones de
la FIB en el peso mosca, es un medallista de oro en el Campeonato Mundial de Boxeo
Aficionado de 2009 en Italia, medallista de oro en los Juegos Centroamericanos y del
Caribe de 2006 en Colombia y medallista de oro en los Juegos Panamericanos de 2007 en
Brasil.
En Ruenroeng (13-0, 5 KOs), un medallista de bronce del Campeonato Mundial de Boxeo
Aficionado de 2007 en Chicago, Arroyo encontrará además a un peleador que representó a
Tailandia en los Juegos Olímpicos de 2008 en China y que ganó el cetro mosca de la FIB
el pasado 22 de enero de 2014 al imponerse por decisión unánime sobre el filipino Rocky
Fuentes y lo defendió exitosamente el 7 de mayo de 2014 con una victoria por decisión
dividida sobre el japonés KazutoIoka.

Former NFL coach Tony Dungy has always been considered something of a pioneer in
football circles, both for his uncommonly cool temperament on the sidelines and, more
importantly, his status as the first black head coach to win a Super Bowl, with the 2006-07
Indianapolis Colts.
When it comes to Michael Sam's opportunity to become the first openly gay player to
play in the NFL, however, Dungy seems less enthusiastic about the prospect of Sam
spearheading a movement that could bring more acceptance to the game.
In an interview with the Tampa Tribune, Dungy, who coached the Tampa Bay Bucs for
six years before spending seven seasons in Indianapolis, said he wouldn't have taken the
Missouri defensive end Sam had he been running the St. Louis Rams, who selected Sam
in the seventh round of May's NFL Draft.
"I wouldn't have taken him," said Dungy, now an NFL analyst for NBC. "Not because I

don't believe Michael Sam should have a chance to play, but I wouldn't want to deal with
all of it.
"It's not going to be totally smooth," he told the paper. "... Things will happen."
Dungy didn't specify what "things," exactly, he expected Sam to encounter, but Dungy's
stance on homosexuality is well documented. In 2007, Dungy found himself embroiled in a
bit of controversy when he accepted the "Friend of Family" award from the Indiana Family
Institute, a conservative group that supported a proposed gay-marriage ban in the state.
"I appreciate the stance they're taking, and I embrace that stance," Dungy said when he
accepted the award. "We're not trying to downgrade anyone else. But we're trying to
promote the family -- family values the Lord's way. ... IFI is saying what the Lord says.
You can take that and make your decision on which way you want to be."
After Jason Collins became the first openly gay NBA player last year, however, Dungy
seemed to have softened his stance when he spoke out in support of Collins' decision to
come out as gay.

impredecibles) para mantener mayoría en el Senado.
Lo anterior significa que la reforma migratoria integral que beneficiaría a millones de
latinos de raíces mexicanas, centroamericanas y de otros países de América Latina y del
mundo, no tendrán la oportunidad de regularizar su estado migratorio. Es decir, en lo que
queda de la Administración Obama, muy poco o tal vez nada se va a lograr en términos de
políticas migratorias.
Sin embargo, no todo está perdido para la comunidad latina. El peso de su voto
normalmente se hace notar durante las elecciones presidenciales. De acuerdo a recientes
cálculos, se estima que el porcentaje del electorado latino aumentará en las elecciones
presidenciales de 2016. En el estado de Nuevo México, del total que votó en 2012, 40%
perteneció a los latinos. Se estima que en 2016 subirá a 42%. En Texas, en 2012 fue de
27%, mientras que en 2016 llegará a 29%. En los estados considerados swing states, como
Florida, Colorado y Nevada, el número de latinos votantes también subirá en un 2% en 2016.
Si los republicanos pretenden volver a la Casa Blanca en 2016, su dirigencia va a tener
que adoptar una política más racional frente a los latinos. De lo contrario, la llegada
demócrata Hillary Rodham Clinton a la primera magistratura del gobierno es un hecho
muy realizable. Sería la primera mujer presidente gracias al apoyo del voto de los latinos
y especialmente del electorado moderado y las mujeres.

El Niño Que Murio En El Desierto
Encontraron el cadáver del niño Gilberto Ramos con un rosario blanco.
Es el que le había dado su mamá al salir de San José de Las Flores, una población pobre
y montañosa al norte de Guatemala. Murió de hambre y sed en el desierto de Texas, a una
milla de la frontera con México. Tenía solo 15 años.
Gilberto estaba cansado de ser pobre y de no tener dinero para las medicinas que necesita
su mamá, Cipriana Juárez, para controlar sus ataques epilépticos. La familia junto casi
tres mil dólares para pagarle al “coyote” y así Gilberto llegó a la ciudad fronteriza de
Reynosa. Desde ahí, del lado mexicano, hizo su última llamada a su papá, antes de cruzar
ilegalmente hacia Estados Unidos.
Su cuerpo estaba sin camisa –quienes sufren deshidratación suelen quitarse la ropa antes
de morir- y en su cinturón encontraron escrito un número de teléfono. Era de su hermano
Esvin, quien hace dos años hizo el mismo trayecto y hoy trabaja en Chicago.
“Estaba esperando la llamada de él”, me dijo Esvin en una entrevista. Pero “nunca pasó
eso.” Quien le llamó, en cambio, fue una representante de la Patrulla Fronteriza en Texas
avisándole que habían encontrado el cuerpo de su hermano Gilberto.
“Yo le dije que estaba muy pequeño, que mejor se quedara otro rato más allá” en
Guatemala, recordó Esvin, “y él me dijo que no, que no quería estar allá, estaba
desesperado.” El cadáver de Gilberto, con el rosario blanco, será repatriado a Guatemala.
La pobreza extrema lleva a muchos, como Gilberto y Esvin, a intentar emigrar a Estados
Unidos. Otros lo hacen por la violencia de las pandillas, como los hijos de la hondureña
María (quien prefiere no dar su apellido por motivos de seguridad).
María, quien vive en Miami, me enseñó el mensaje de texto que recibió de la Mara 18 de
Tegucigalpa. “Te doy hasta mañana para que tengas mil dólares en tus manos y si no tu
hijo o hija morirá”, decía el texto que aún guarda en su celular.
En lugar de darle el dinero a los pandilleros, María le pagó siete mil dólares a un “coyote”
para que llevara a su hijo Eduardo desde Tegucigalpa hasta Estados Unidos. “Mi hijo
pasó la frontera como un menor no acompañado”, me dijo con lágrimas en los ojos. “Lo
llevaron a Illinois. Me lo entregaron en dos semanas pero él está traumatizado. Aún no
quiere ir al colegio.” Pero ella cree que le salvó la vida.
Las amenazas de la pandilla contra esta familia, sin embargo, no se detuvieron. Zaira, la
hija de María, recibió meses después el siguiente mensaje: “O depositas o vas a encontrar
a tu hija, Yaritza, en una bolsa de basura”.
María, al saber lo que estaba pasando en Honduras, juntó nueve mil dólares y mandó traer
ilegalmente a su hija Zaira y a sus nietos Yaritza, de 8 años, y Naum, de 4 años. Los tres
cruzaron caminando la frontera de Estados Unidos y se entregaron a las autoridades. No
fueron deportados y ya se encuentran viviendo en Miami.
María ha podido salvar a un hijo y a una hija de las amenazas de las pandillas. Pero aún le
quedan tres hijos en Honduras. Y, si puede, se los va a traer también. Imposible culparla.
Estas dos historias, una de Guatemala y otra de Honduras, demuestran claramente por qué
más de 52 mil niños han huido de centro américa y se están refugiando en Estados Unidos.
Huyen de la pobreza y la violencia. Si se quedan allá, se mueren. Por eso hay que tratarlos
como refugiados.
Hay que tratar a estos niños como niños, como si fueran nuestras hijos. Y uno no deporta a
sus propios hijos ni los quiere tener en otro país.
Entiendo el dilema del gobierno de Barack Obama. No quiere enviar un mensaje
equivocado y que le lleguen decenas de miles de niños más a la frontera. Pero no podemos
tratar a niños como delincuentes.
