Reconocida por su elevada calidad de vida a nivel
nacional e internacional, San Luis es una provincia
que se encuentra ubicada en el centro de la
República Argentina, en América del Sur.
Con 76.748 km2 de superficie alberga a más de
435.000 habitantes en una geografía diversa en
donde es posible encontrar todo tipo de paisajes:
cordones serranos, valles, salinas, llanos, lagunas,
ríos y aguas termales.
Mantiene desde hace décadas un importante
crecimiento económico social. Su destacado
desarrollo se relaciona de manera directa a la
planificación e implementación gubernamental de
políticas de promoción y radicación industrial y
agroindustrial.
Es importante destacar que Argentina, junto con
Brasil, Paraguay, Uruguay y Venezuela son
miembros plenos del MERCOSUR (Mercado
Común del Sur), una unión aduanera de libre
comercio creada en 1991, que cuenta, además,
con países asociados como Bolivia, Chile,

En este sentido, la provincia, situada

Sector Industrial Competitivo
En las últimas 3 décadas el crecimiento industrial en San
Luis fue firme y constante. Los trabajadores empleados
por este sector representan el 30 % de la población
activa, y la industria representa más del 40% de la
producción total de la Provincia.
Actualmente unas 300 grandes empresas están
radicadas en su territorio, principalmente representantes
de la industria de la alimentación, metalmecánica,
agroindustria, textiles, electrodomésticas, cuidado e
higiene personal y autopartistas. Muchas de ellas
continúan realizando nuevas inversiones para ampliar
las capacidades de producción.
San Luis abre también sus puertas a las inversiones en el
sector alimenticio, biotecnológico, biocombustibles,
software y servicios informáticos, minero, industrias
culturales, vitivinícolas y olivícolas, para que desde
nuestra provincia puedan atraer y captar el diverso,
creciente y demandante mercado sudamericano.
Algunas de las ventajas que hacen a la competitividad de
la provincia para el sector industrial es la infraestructura
de vanguardia, los bajos costos, la logística intermodal
de avanzada, la promoción y fomento a las inversiones, la
alta calificación de los habitantes de la provincia, la
seguridad jurídica y la paz social.
El índice de pobreza es de 2,8 %
(4,8 es el promedio nacional),
y el de indigencia es menor a
0,5 %. El nivel de desempleo es
del 2 % según el Indec.
Agroindustria
El Gobierno de San Luis ha abordado el desarrollo de la
agroindustria como una política de Estado vital para el
crecimiento de la provincia. En este sentido, y bajo la
consigna de que agregándole valor a la producción
primaria se potencian las economías regionales, se
viene trabajando en acciones directas tendientes a
favorecer esta política.
El Estado Provincial ha construído cinco plantas
frigoríficas (más dos que se encuentran en construcción),
se han elaborado aceites de olivas, se adquirió una
máquina procesadora de almendras para brindarle
servicio a los productores, y se comenzó con la
experiencia en microvinificaciones.
Además de las distintas leyes de fomento para beneficiar
el agregado de valor, se ha dado un fuerte impulso a la
transferencia de conocimientos y tecnologías a través de
capacitaciones que se brindan de manera permanente,
a las que debe sumarse la realización anual del Foro de la
Agroindustria, abierta a todo el público y desde donde se
delinean las políticas estatales para el futuro.

Competitive Industrial Sector
In the last 3 decades the industrial growth in San Luis was
steady and constant. Workers employed by this sector
represent 30% of the active population, and the industry

infrastructure, low costs, advanced intermodal logistics,
promotion and development of investment, the high
qualification of the inhabitants of the province, legal
security and social peace.
The poverty rate is 2,8%

Agribusiness
The Government of San Luis has addressed the

The Provincial Government has built five refrigerating
plants (plus two that are under construction), have been
made olive oils, also, it has been acquired an almond
processing machine to provide services to producers,
and it has been started the microvinifications experience.
Addition to several promoting laws to benefit the value
added, it has been given a strong impulse to the transfer
of knowledge and technologies through trainings that are
offered on a permanent basis, to which must be added
the annual realization of the Agroindustry Forum open to
the public and where government policies are delineated
for the future.

El sector de Sofware y Servicios informáticos en
Argentina está compuesto por un entramado de 1.600
firmas que combina compañías multinacionales

Parque Tecnológico
El gobierno de San Luis ha desarrollado un parque de
tecnología de punta, y proporciona los incentivos y
concesiones para las empresas de TI. Del mismo modo,
existe una legislación especial que promueve la creación
de empresas de TI y call centers.
Minería
La actividad minera es uno de los sectores que ofrece
mayores potencialidades y oportunidades para el
desarrollo económico y social. En la provincia conviven
yacimientos no metalíferos y rocas de aplicación,
destacándose entre las más importantes la aragonita, el
ónix, travertino, caliza, dolamita, granito, piedra laja,
arcilla, arena, canto, rodado, yeso y basalto.
La producción de cuarzo, feldespato y mica ubica a San
Luis entre las principales productoras del país.

Software and information technology services in

The government of San Luis is developing a state of the art
technology park, and it is providing incentives and
concessions for IT companies. Likewise, there is a special
legislation that promotes the creation of IT companies and
call centres.
Mining
Mining it is one of the main activities on the region, offering
greater opportunities and potential for economical and
social development. San Luis has natural nonmetalliferous deposits, means for Application Rocks
ornamental & construction type. standing out among the
most important ones aragonite, Onyx, travertine,
limestone, doramite, granite, flagstone, clay, grit, boulder,
plaster and basalt.
San Luis stands up for its quartz, feldspat and mica
production, being among the Country´s main producer.

Industria Aeronáutica
Con el fuerte propósito de posicionar a San Luis como un
polo de desarrollo aeronáutico, el Gobierno de la
Provincia creó el Ente de Desarrollo Aeronáutico (EDA). El
organismo posee a cargo el Aeropuerto Internacional
Valle del Conlara, uno de los más modernos de
Argentina.
Entre los objetivos se encuentran:
- Convertir a San Luis en un polo industrial para incentivar
la instalación de empresas con producción aeronáutica
aprovechando los beneficios de la Zona Franca y las
Zonas Primarias Aduaneras.
- Desarrollar una línea aérea de carga nacional e
internacional.
- Crear una terminal de carga aérea vinculada de manera
directa con la Zona de Actividades Logísticas ubicada en
la Ciudad de Villa Mercedes.
- Crear una aerolínea de interconexión con provincias
vecinas.
- Poner en funcionamiento una Escuela de Vuelo con 11
aeronaves y 3 simuladores. Para ello se está
construyendo el edificio más moderno de enseñanza
aeronáutica de Latinoamérica.
Aircraft industry
With the strong intention to position San Luis as a center
of aviation development, the Government of the Province
has created the Aeronautical Development Entity. The
organism is in charge of the International Airport Conlara
Valley, one of the most modern in Argentina.
These objectives aim to:
- Turn San Luis into an industrial point to encourage the
installation of companies with aeronautical production,
taking advantage of the benefits of the Free Zone and
Primary Customs Zones.
- Develop a national and international freight airline.
- Create an freight terminal connected directly to the area
of logistics activities which is located in Villa Mercedes
city.
- Create an interconnecting airline with neighbor
provinces.
- Also put into operation a Flight School with 11 aircraft
and 3 simulators. For this reason, is being built, the most
modern building of aeronautical education in Latin
America.
- Create centers for aircraft maintenance.
PROSANLUIS
San Luis intensifica políticas activas de vinculación internacional con el
objetivo de atraer nuevas inversiones y ampliar los mercados de
empresas locales para la promoción de sus productos en el exterior.
A través del Ministerio de Industria, Comercio, Minería y Transporte,
promueve la internacionalización de la industria sanluiseña con el
objetivo de lograr un crecimiento sostenido de las firmas y de
consolidar la base exportadora de la provincia.

San Luis intensifies active policies of international connection in order
to attract new investments and expansion of markets for local
businesses to promote their products abroad.
Through the Ministry of Industry, Trade, Mining and Transport, it is
promoted the internationalization of the San Luis industry in order to
achieve a sustained growth of the firms and to consolidate the export
base of the province.
The Trade and Institutional Relations Program, becomes a facilitator of
the internationalization. To do this, based on an strategic action plan, it
has been working to strengthen a stable export profile with all sectors

San Luis is intensifying the implementation of active international relations
policies. In the particular case of the Republic of India, our province has started
to consolidate its commercial, institutional, social, political, educational,
tourism, and cultural relations with this country, which will translate into benefits
and opportunities for businesspeople and communities in both regions.
One of the international relations initiatives effectively implemented is the
opening of San Luis Commercial, Tourism and Cultural Office in the city of
Chennai, whose objectives are:

El Ente Coordinador Zona Franca, Zona de Actividades Logísticas y Comercio
Exterior (San Luis Logística), se ha convertido en un nodo estratégico para las
actividades logísticas en la eficiencia de la intermodalidad. Es un organismo
que integra el Ministerio de Industria, Comercio, Minería y Transporte del
Gobierno de la Provincia de San Luis, creado en el año 2009 para fortalecer la
actividad productiva en la región central del país.
Presta servicios a todos los sectores productivos, mejorando la competitividad y
reduciendo los costos logísticos, por medio de la centralización de operaciones
dentro de un corredor de 130 kilómetros ubicado estratégicamente a una
distancia equidistante de 750 kilómetros entre los océanos Atlántico y Pacifico.
Está constituido por cinco unidades de negocios. Ellas son:
La Zona de Actividades Logísticas (ZAL) es una plataforma intermodal de
cargas ubicada en la ciudad de Villa Mercedes, a 90 kilómetros de San Luis
Capital. Está emplazada en un predio de 83 hectáreas sobre la Autopista de
Las Serranías Puntanas. Es la única Plataforma Intermodal de Cargas del país
con todos los servicios centralizados.
Operan empresas de primer nivel, y está integrada a la red provincial de
autopistas de más de mil kilómetros. Posee 8 mil metros cuadrados de depó
sitos cubiertos, 2 mil metros cuadrados de depósito crossdoking, y servicios
tales como grúa pórtico, seguridad física y monitoreada las 24 horas, mano de
obra calificada, báscula fiscal habilitada, WI FI gratuito en todo el predio,
proveeduría, y comedor.
Uno de sus pilares es el centro de operaciones ferroviarias, FerroZAL. Este
permite que numerosas y prestigiosas empresas accedan a la principal red
ferroviaria argentina con tarifas competitivas, uniendo la ZAL con Alianza en
Buenos Aires, Villa Constitución en Santa Fe, y Palmira, en Mendoza. Se
transportan productos mineros, agrícolas, siderúrgicos e industriales.

The Coordinating Entity Trade Zone, Logistics Activities Zone and Foreign
Trade (San Luis Logistics), has turned into a strategic node for logistics
activities in the efficiency of intermodal. It is an organization that integrates the
Ministry of Industry, Trade, Mining and Transport of the Government of the
Province of San Luis, created in 2009 to strengthen the productive activity in
the central region of the country.
Provides services to all productive sectors, improving competitiveness and
reducing logistics costs by centralizing operations within a 130 kilometer
corridor, strategically located equidistant from 750 kilometers between the
Atlantic and Pacific oceans. It consists of five business units.
Logistics Activities Zone (ZAL) is an intermodal freight platform located in the
city of Villa Mercedes, 90km from San Luis Capital. It is located in an area of 83
hectares on the Serranías Puntanas Highway. It is the only intermodal freight
platform of the country with all centralized services.
Within the Zone (ZAL), first level companies operate, and integrate the
provincial highway network of over a thousand kilometers long. It has 8
thousand square meters covered deposits, 2 thousand square meters of
deposit crossdoking, and services such as gantry crane, physical security
and 24 hours monitoring, skilled labor, tax bascule enabled, WI FI free
throughout the property and dining room.
One of its pillars is the railway operations center, FerroZAL. This allows many

Al mismo tiempo con la puesta en marcha en el año 2011 de ‘La Puntana’,
locomotora adquirida por el Gobierno provincial al servicio de los productores
de la región, con capacidad de carga de 60 vagones, en San Luis se genera
mayor previsibilidad de frecuencias, trazabilidad de la mercadería y menor
costo de flete.
Asimismo apostando a la innovación en materia de transporte de carga de má
xima avanzada automotriz, se implementó en la Provincia la habilitación del
sistema de cargas B-Dobles o Bitrenes, compuestos por una unidad tractora
y un semirremolque de 6 ejes, con capacidad neta de carga de 75 toneladas
brutas optimizando el transporte intermodal de cargas. Estas formaciones,
avaladas por múltiples experiencias internacionales son un aporte a la logí
stica que amplía los volúmenes transportados, aporta a la seguridad vial y
disminuye la polución ambiental.
Para apuntalar el crecimiento de la agroindustria y apostando fuertemente al
valor agregado en origen, lanzamos, AgroZAL, un centro de almacenamiento,
transferencia (camión-bitren-tren) y comercialización granaría, con capacidad
para 15 mil quinientas toneladas de acopio y 45 mil toneladas de capacidad
operativa explotado por una empresa privada.
Mientras que para las empresas que realizan operaciones de comercio
exterior, contamos con dos Zonas Primarias Aduaneras, de 10.850 metros
cuadrados, y 600 metros cuadrados de depósito fiscal, ubicadas en el
parque industrial sur de la ciudad de San Luis, y dentro de predio de la ZAL.
Ambas cuentan con tarifas competitivas, celeridad en las operaciones y
convenio con el puerto Terrestre el Sauce, en Chile. Siguiendo con los
beneficios al comercio internacional, a 30 kilómetros de Villa Mercedes, se
encuentra la Zona Franca Justo Daract. Situada en un predio de 42 hectáreas,
posee 5.300 metros cuadrados de depósito y permite almacenar mercaderí
as por tiempo indefinido, obteniendo así un importante beneficio financiero.
San Luis Logística es una excelente oportunidad para que
las empresas de la región centro del país crezcan y se
potencien. Todas las unidades de negocios están diseñadas
a la medida de las necesidades del sector industrial,
productivo y minero, para reducir costos y mejorar la
