The Border Legislative Conference (BLC) is a program administered by the Council of
State Governments West (CSG West) and its regional partner in the South, the Southern
Legislative Conference (SLC), that serves as a mechanism for on-going collaboration among
state legislators of the United States and Mexico. The goal of the project is to empower
border state legislators to engage in the binational agenda and provide input and direction
in the development of policy between both countries.
The U.S.-Mexico Border Directory 2014 is a product of the BLC. The purpose of this
directory is to provide government officials and non-governmental organizations a list of
federal and state elected officials along the ten U.S. - Mexico border states.
Funding support for the BLC is provided jointly by the Council of State Governments (CSG)
and the United States Agency for International Development (USAID), along with in kind
suppot from U.S.-Mexico border legislatures and private sector sponsorships.
La Conferencia Legislativa Fronteriza (CLF) es un programa administrado por el Consejo
de Gobiernos Estatales Oeste (CSG West) y su pareja regional en el Sur, la Conferencia
Legislativa del Sur (CLS), que sirve como mecanismo para una colaboración continua entre
los legisladores de México y los Estados Unidos. La meta del proyecto es otorgar poderes a
los legisladores de los estados fronterizos para entablar una agenda binacional y proveer
análisis y dirección en el desarrollo de políticas entre los dos países.
El Directorio México-Estados Unidos 2014 es un producto de la CLF. El propósito de este
directorio es proveer a los funcionarios estatales y organizaciones no-gubernamentales una
lista de oficiales electos federales y estatales a lo largo de los diez estados fronterizos de
México-Estados Unidos.
Apoyo financiero para la CLF es otorgado en conjunto por el Consejo de Gobiernos
Estatales (CSG) y la Agencia de los Estados Unidos para el Desarrollo Internacional (USAID)
junto con contribuciones de parte de las legislaturas de la frontera México-Estados Unidos.

Introduction
The Dynamics of the U.S. - Mexico Border
The U.S. – Mexico border region is one of most dynamic in North America. In the last decade
demographic and economic changes have significantly transformed this unique, diverse region
into a major economic engine for the U.S. and Mexico. Stretching nearly 2,000-miles from the
San Diego, California–Tijuana, Baja California region along the Pacific Ocean to the Brownsville,
Texas–Matamoros, Tamaulipas region on the Gulf of Mexico, the border links two countries that
share not only a common border, but also commercial, historic, cultural, and educational ties.
Ninety percent of the border population resides in 14 bi-national sister cities located in the 4
U.S. and 6 Mexican border states. Over the last 20 years, population has grown rapidly in the
border region to more than 11.8 million people, with approximately 6.3 million in the U.S. and
5.5 million in Mexico. This figure is expected to reach 19.4 million by 2020. Additionally, there
are 27 U.S. federally recognized Native American tribes in the border region, which range in
size from 9 to 17,000 members. In Mexico there are 7 Native American tribes which occupy the
border areas.
This border region has a distinct composition that is as much differentiated by social, economic,
and political contrasts as it is bound by cultural fusion and interdependency of its multinational sister cities. Those living along the border, whether in Arizona or Texas, Tamaulipas or
Chihuahua, understand that their livelihoods are inextricably linked to their neighbors on the
other side of the border. Indeed, business and society along the border are often more closely
tied to one another than their own distant nations’ capitols in Washington D.C. and Mexico City.
Since the North American Free Trade Agreement (NAFTA) went into effect in 1994, trade
between Mexico and the U.S. has increased dramatically. Mexico is the third-largest trading
partner of the U.S. According to the U.S. Census Bureau, in 2012 the U.S. exports totaled
197,543.7 and imports totaled 263,105.8.
The U.S.–Mexico border is recognized as the busiest in the world. There are 43 ports of entry
(POEs) along the border. Each year more than 300 million people cross the southern border,
approximately 90 million cars and 4.3 million trucks.
The U.S. and Mexico face growing challenges for the long-term prosperity of their shared border
region requiring a shared vision for economic competitiveness and ongoing cooperation to
effectively manage binational concerns.

La Dinámica de la Frontera México - Estados Unidos
La región fronteriza México – Estados Unidos es una de las más dinámicas en Norte América. En
la última década los cambios demográficos y económicos han transformado esta diversa y única
región a un gran motor económico para México y los Estados Unidos. Estrechándose mas de
3,000 kilometros de la región San Diego, California – Tijuana, Baja California en el Océano Pacifico
hasta la región de Matamoros, Tamaulipas – Brownsville, Texas en el Golfo de México, la frontera
conecta a dos países que no solo comparten una frontera común, pero también conexiones
comerciales, históricas, culturales, y educativas.
Noventa por ciento de la población fronteriza reside en 14 ciudades hermanas localizadas en los
6 estados Mexicanos y 4 estados Estadounidenses. En los últimos 20 años, la población ha crecido
rápidamente en la región fronteriza a mas de 11.8 millones de personas, con aproximadamente
6.3 millones en el lado Estadounidense y 5.5 millones en el lado Mexicano. Se estima que esta
cifra alcance los 19.4 millones para el año 2020. Adicionalmente, existen 27 tribus indigenas
que son reconocidas al nivel federal por los Estados Unidos en al franja fronteriza, las cuales
en tamaño tienen entre 9 a 17,000 miembros. En México existen 7 tribus indigenas en el área
fronteriza.
La región fronteriza tiene una distinta composición que es diferenciada por sus contrastes
sociales, económicos, políticos, la cual es atada por una fusión cultural y de la interdependencia
de las ciudades hermanas multi nacionales. Esas personas viviendo en Tamaulipas o Chihuahua,
Arizona o Texas, entienden que sus medios de ganarse la vida estan conectadas con sus vecinos
al otro lado de la frontera. En efecto, el negocio y la sociedad a lo largo de la frontera están aun
más conectadas una al otro que en sus capitales distantes en la Ciudad de México y Washington,
DC.
Desde que el Tratado de Libre Comercio de Norte América (TLC) tomo efecto en 1994, el
comercio entre México y los Estados Unidos ha aumentado dramáticamente. México es el tercer
socio comercial más grande de los Estados Unidos. De acuerdo con la Oficina del Censo de
EE.UU. en el 2012 las exportaciones de Estados Unidos totalizaron 197,543.7 y las importaciones
totalizaron 263,105.8.
La frontera México – Estados Unidos es reconocida como la más transitada en el mundo. Hay
43 puertas de entrada en la frontera. Cada año más de 300 millones de personas cruzan esta
frontera, aproximadamente 90 millones de carros y 4.3 millones de camiones de carga.
Los Estados Unidos y México se enfrentan a retos de rápido crecimiento para la prosperidad a
largo de esta frontera compartida la cuál exige una visión compartida para la competitividad
económica y la cooperación para gestionar eficazmente los problemas binacionales.

U.S. – Mexico State Alliance Partnership
The U.S. – Mexico State Alliance Partnership is a collaborative, multi-branch alliance aimed at strengthening
cooperation among state officials and institutions of the United States and Mexico. The Alliance Partnership
promotes and convenes binational exchanges and workshops among border legislators, attorneys general,
treasurers, lieutenant governors, and local officials, as well as academic and policy institutions, to enhance the
role of state and local/regional officials in addressing shared public policy concerns that transcend international
borders.
The Alliance Partnership is comprised by the U.S. Agency for International Development (USAID), Council
of State Governments (CSG) and its Western (CSG West) and Southern (SLC) regional offices, Conference of
Western Attorneys General (CWAG), National Association of Attorneys General (NAAG), National Association
of State Treasurers (NAST), National Lieutenant Governors Association (NLGA), The Paso del Norte Group
(PDN), Woodrow Wilson International Center for Scholars – Mexico Institute, and the North American Research
Partnership.
The fundamental goals of the U.S. – Mexico State Alliance Partnership are to:
• Assist U.S. and Mexico border state legislatures perform an expanded policy and governance role to address
common concerns along the 2,000- mile border region through the ongoing implementation of the Border
Legislative Conference;
• Strengthen and expand binational exchanges and activities among state attorneys general of Mexico and the
United States through the alliance established by CWAG, NAAG, and Mexico’s National Conference of Attorneys
General (CNPJ), particularly through binational policy exchanges and seminars;
• Convening binational economic development and competitiveness exchanges among state executive branch
officials, including State Treasurers, State lieutenant Governors and others aimed at exchanging “best practices”
and linkages in public financing strategies, infrastructure planning, access to capital and tourism, among others;
• Strengthen policy and academic research capabilities, as well as state – federal dialogue, of the Alliance
Partnership through the linkages and synergies with the Woodrow Wilson International Center for Scholars –
Mexico Institute and the North American Research Partnership;
• Support the U.S. and Mexico federal governments in the implementation of the next phase of their joint
startegy, as part of the Merida Initiative, to strengthen and create resilient border communities by establishing
partnerships with local border stakeholders and groups, such as The Paso del Norte Group. Such partnerships
will assist in the convening of local and regional binational exchanges that integrate local/regional policy
objectives with state and federal decision-makers.
The Alliance Partnership promotes the integration of activities and outreach with other binational mechanisms,
such as the Border Governors Conference, so that concrete policy objectives and reforms can be achieved
through a strategic, multi-branch and multi-jurisdictional approach. The Alliance partners, their respective
members, networks and linkages comprise a broad and influential coalition that can affect change. The Alliance
Partnership is an innovative mechanism of cooperation that enables dynamic synergies and cross-jurisdictional
cooperation.
Financial support for the Alliance Partnership is provided by a grant of the USAID, along with significant
in-kind and direct support by participating partners and their respective member states, as well as financial
contributions by private sector stakeholders. The Alliance Partnership is administered by CSG. For more

Alianza Estatal Mexico – EE.UU.
La Alianza Estatal es una colaboración multi-gubernamental que tiene como fin fortalecer la cooperación entre
funcionarios e instituciones estatales de México y los EE.UU. La Alianza promueve y convoca reuniones y talleres
binacionales entre los legisladores, procuradores de justicia, tesoreros, gobernadores tenientes, funcionarios locales,
asi como instituciones academicas y de poliza para aumentar el papel de funcionarios estatales locales/regionales
para enfrentar políticas públicas compartidas que trascienden fronteras internacionales.
La Alianza Estatal esta compuesta por la Agencia de EE.UU. para el Desarrollo Internacional (USAID, Consejo de
Gobiernos Estatales (CSG) - sus oficinas regionales Occidental (CSG West) y del Sur (SLC), la Conferencia de
Procuradores Generales de Justicia de los Estados Occidentales (CWAG), la Asociación Nacional de Fiscales (NAAG),
la Asociación Nacional de Tesoreros Estatales (NAST), la Asociación Nacional de Gobernadores Tenientes (NLGA), El
Grupo Paso del Norte (PDN), el Centro Internacional de Woodrow Wilson para Académicos - Instituto de México, y
la Asociación de Investigación de América del Norte.
Los objetivos fundamentales de la Alianza Estatal México - EE.UU. son los siguientes:
• Asistir a las legislaturas fronterizas de México y EE.UU. en desempeñar un papel expandido en políticas públicas y
gobernación para enfrentar preocupaciones comunes a lo largo de la región fronteriza a través de la implementación
continua de la Conferencia Legislativa Fronteriza;
• Fortalecer y ampliar los intercambios y las actividades binacionales entre procuradores de justicia de México y
EE.UU. a través de las alianzas establecidas por CWAG, NAAG y la Conferencia Nacional de Procuración de Justicia de
México (CNPJ) mediante intercambios binacionales y seminarios;
• Convocar foros de desarrollo económico binacionales entre funcionarios del poder ejecutivo, incluyendo a
tesoreros estatales, vicegobernadores estatales y otros interesados para intercambiar “mejores prácticas” y los
vínculos a estrategias de financiación pública, planificación de la infraestructura y el acceso a capital y turismo,
entre otros.
• Reforzar la política y la capacidad de investigación académica, así como del estado y del diálogo federal de la
Asociación para la Alianza a través de los vínculos y las sinergias con el Centro Internacional Woodrow Wilson para
Académicos- Instituto de México y el Centro de Estudios Transfronterizos Norte Americanos de la Asociación de
Investigación de América del Norte;
• Apoyar a los gobiernos federales de los EE.UU. y México en la aplicación de la siguiente fase de su estrategia
compartida como parte de la Iniciativa Mérida. Fortalecer y crear comunidades resistentes a la frontera mediante
el establecimiento de asociaciones con las partes interesadas en la frontera y grupos locales, como El Grupo de
Paso del Norte. Estas asociaciones ayudarán en la organización de intercambios binacionales locales y regionales
que integran objetivos de política locales/regionales con tomadores de decisiones estatales y federales.
La Alianza promueve la integración de las actividades y alcance con otros mecanismos binacionales a fin de que los
objetivos puedan lograrse a través de una estratégica enfocada, multi-gubernamental y multi-jurisdiccional. Los
socios de la Alianza, sus respectivos miembros, redes y vínculos abarcan una amplia e influyente coalición que puede
afectar el cambio. La Alianza representa un mecanismo innovador de cooperación que permite sinergias dinámicas y
cooperación jurisdiccional.
Apoyo financiero para la Alianza es otorgado por USAID, junto con importantes contribuciones y
apoyo directo de los socios participantes y sus respectivos estados, así como de contribuciones del sector privado.

The Council of State Governments’ International Programs
In today’s world, no state can ignore the trade ties, border issues, and other linkages that
connect states to the international community. The Council of State Governments (CSG)
is firmly committed to building mutually beneficial relationships between states and
international partners through a wide array of innovative programs.
• Trade Promotion - CSG works in partnership with the State International Development
Organizations (SIDO) to provide professional development for state international trade
staff, and advocates the role of states in international trade.
• Border Cooperation - CSG works through its regional offices to promote
communication and collaboration between U.S. states and neighboring Canadian
provinces and Mexican states. CSG’s regional offices conduct regular programs to
link U.S. legislators with their counterparts in Mexico and Canada to explore issues
of mutual concern and promote open dialogue for the development of ideas and
solutions.
• International Partnership - CSG also works to promote broad partnerships between
U.S. states and the international community. CSG manages a program, funded by
the United States Agency for International Development (USAID), that provides
grants to states to conduct environmental assistance projects in Asia. In addition,
CSG organizes delegations of state leaders to study emerging trends and innovative
practices overseas. Finally, CSG hosts visitor groups and exchange programs to enhance
cooperation between states and international partners.
Programas Internacionales del Consejo de Gobiernos Estatales
En el mundo de hoy, ningún estado puede ignorar las relaciones comerciales, temas
fronterizos, y enlaces que conectan a los estados con la comunidad internacional. El Consejo
de Gobiernos Estatales (CSG) esta firmemente comprometido al desarrollo de relaciones
mutuas entre estados y socios internacionales con la aplicación de varios programas
innovadores.
• Promoción de Comercio – CSG trabaja con la Organización Internacional de Desarrollo
Estatal (SIDO) para fortalecer iniciativas, proveer desarrollo profesional al personal del
comercio internacional, y promover el papel de los estados en el comercio.
• Cooperación Fronteriza – CSG trabaja con sus oficinas regionales para impulsar
comunicación y cooperación entre gobiernos estatales de los Estados Unidos, Canadá
y México. Las oficinas regionales conducen programas e iniciativas para explorar temas
de mutuo interés y promover dialogo abierto para el desarrollo de ideas y soluciones.
• Sociedad Internacional – CSG también trabaja para promover sociedades entre los
estados Norte Americanos y la comunidad internacional. CSG administra un programa,
fundado por la Agencia de Desarrollo Internacional de los Estados Unidos (USAID), que
provee asistencia de proyectos ambientales en Asia. Adicionalmente, CSG organiza
delegaciones de lideres estatales para estudiar tendencias y practicas innovadoras en
el extranjero. Finalmente, CSG es sede de grupos visitantes y programas de intercambio
para mejorar la cooperación entre estados y socios internacionales.
