A permanent and just fix to our broken immigration
system and rapid restoration of access to drivers’ licenses
for undocumented immigrants in Oregon were the top
demands from immigrant rights group Causa Oregon after
President Barack Obama was reelected and Democratic
majorities were maintained in the Oregon Legislature. The
mood was celebratory at the Portland press briefing Nov.
7, but Causa Executive Director Francisco López was also
firm in his insistence that Obama and Oregon’s Democratic
majority would be held accountable by the Latino voters
who helped keep them in their positions of power. “We
don’t want to wait. We don’t want any middle ground. We
want drivers’ licenses,” López said, insisting that the issue
would be Causa’s number-one priority in the immediate
future. Nationally, López and other speakers at the briefing called for permanent immigration reform that would
provide a path to legalization for undocumented immigrants, and insisted Obama must lead the way to fulfill his
promises to the Latino community.

Familias en Acción raised funds for its cancer support
programs and celebrated the launch of its bilingual online
health magazine, eSaludToday.com, during its 2012 Gran
Fiesta Nov. 1 at the Portland Memorial Coliseum. The event
also served as a fundraiser for Familias en Accion’s cancer
support programs. On Nov. 29 at the Fez Ballroom, Nelly
Rodríguez celebrated the 10-year anniversary of her Spanish-language show, “Cita Con Nelly,” which airs locally on

Two Northwest universities were recognized in November for their efforts on behalf of minority students. Western
Oregon University received the inaugural Higher Education Excellence in Diversity (HEED) award from INSIGHT
Into Diversity magazine in recognition of the university’s
“strong commitment, engagement, and success in creating a university teaching and learning environment that
embraces and celebrates the many benefits of a 21st century diverse university,” according to a WOU press release.
The university will be among the national recipients featured the magazine’s December 2012 issue. Also, Washington, D.C.-based Excelencia in Education recognized the student mentor program in the Office of Multicultural Student
Services (MSS) at Washington State University as a 2012
Example of Excelencia. The mentor program matches WSU
freshmen and transfer students with mentors who are older,
successful WSU students.

Dec. 1 was World AIDS Day, and among the local commemorations was a display of sections of the AIDS Memorial Quilt at the Oregon Health Authority (800 NE Oregon St.,
Portland). The quilt will remain there through Dec. 7. Last
month, the U.S. Preventive Services Task Force (USPSTF)
release a draft statement in which it recommended all clinicians screen everyone ages 15 - 65 and all pregnant women
for HIV. The USPSTF draft recommendations on HIV and
viral hepatitis prevention are open for public comment
through Dec. 17 at www.uspreventiveservicestaskforce.org/.

According to a report released last month by the Pew
Research Center, 2011’s U.S. birth rate was the lowest on
record, greatly influenced by a large drop in births to immigrant women. The overall rate declined 8 percent between
2007 and 2010, with a decrease of 6 percent for U.S.-born
women and of 14 for the foreign-born. The rate among
Mexico-born women fell by 23 percent. “This report does
not address the reasons that women had fewer births after
2007, but a previous Pew Research analysis concluded that
the recent fertility decline is closely linked to economic distress,” an overview of the report on Pew’s website said.

Vázquez, formerly the community advocate for the city of
Portland’s Office of Equity and Human Rights, is a native
Spanish speaker and writer.

Portland, OR — Reconociendo que existe poder en
la diversidad así como en las multitudes, grupos representando a varias comunidades de color y de inmigrantes
se han reunido para formar la Alianza de Equidad de Salud
de Oregón (OHEA, por sus siglas en inglés).
“Estamos aquí representando a nuestras muchas diferentes comunidades porque estamos entrando a una época muy
diferente en acceso para la salud”, comentó Alberto Moreno,
refiriéndose a la reforma federal del sistema de cuidado de
la salud hecha por el Presidente Obama, durante una celebración de inauguración muy animada el 29 de noviembre
en la Iglesia de Irvington Covenant en el área Nordeste de
Portland. “Es un tiempo muy dinámico para nosotros”.
Moreno es el director ejecutivo de la Coalición Latina
de Salud de Oregón, uno de los seis grupos miembros en
el comité administrativo de OHEA, el cual también incluye
a la Asian Pacific American Network of Oregon (APANO),
Causa Oregon, el Centro de Organización Intercultural
(CIO), Oregon Action, y la Liga Urbana de Portland.
Según la declaración de objetivos de la alianza, “OHEA

“Nuestras comunidades de color están heridas y sufriendo
de disparidades en la salud”, dijo la Dra. Connie Kim Yen
Nguyen-Truong, becaria pos-doctoral en la Oregon Health
& Science University (OHSU). Nguyen
expresó que los proveedores de cuidados de salud son “enfrentados con
información limitada y obsoleta” sobre
las comunidades de color y necesitan
“información exacta y actualizada” para

Dorantes describió la “sensación de
estar hundiéndose” que sentía cuando

“No puedo trabajar legalmente, no
puedo conducir legalmente”, realizó él
— y la universidad parece estar financieramente fuera de su alcance ya que no puede calificar
para pagar cuotas de matrícula para residentes del estado.
Diagnosticado con una depresión grave, él casi no terminó
la escuela secundaria. Su porvenir mejoró cuando empezó a
ofrecer servicios voluntarios dentro de su comunidad y a compartir con otras personas lo que opinaba sobre su situación.
“Realicé que si uno quiere que ocurra un cambio”,
recordó Dorantes, “uno debe ser parte de dicho cambio”.
A través de la inauguración, oradores aclararon que
están de acuerdo con dicho sentimiento, y no sólo se esperarán cortésmente hasta que los políticos de Oregón tomen
acción sobre las prioridades propuestas por la OHEA.
“No podemos continuar esperando a que alguien más
nos rescate”, añadió Moreno. “Somos las
personas que nosotros hemos estando
esperando”.

Portland, OR — Recognizing there is
strength in diversity as well as numbers,
groups representing various communities of color and immigrants have come
together to form the Oregon Health Equity
Alliance (OHEA).
“We’re here from our many different communities because we’re entering a very different era in health access,” Alberto Moreno
said, referring to President Obama’s federal
health care overhaul, during a spirited kickoff celebration Nov. 29 at the Irvington Covenant Church in Northeast Portland. “It is a
very dynamic time for us.”
Moreno is executive director of the
Oregon Latino Health Coalition, one of the
six member groups on OHEA’s steering committee, which also includes the Asian Pacific
American Network of Oregon (APANO),
Causa Oregon, the Center for Intercultural
Organizing (CIO), Oregon Action, and the
Urban League of Portland.
According to the alliance’s mission statement, “OHEA works to improve the wellbeing and prosperity for all Oregonians
through leadership development and policy
advocacy that addresses the root causes of
health disparities.”
To that end, the OHEA has set a 20122013 “statewide policy agenda,” which calls
for:
• Tuition equity for undocumented students,
• Driver’s license restoration for undocumented immigrants,
• Prenatal health care for all women,
• Cultural competency training for
health professionals, and
• Improved racial, ethnic, and language
data collection and analysis.
“Our communities of color are hurting
and suffering from disparities in health,”
said Dr. Connie Kim Yen Nguyen-Truong,
a post-doctoral fellow at Oregon Health &
Science University (OHSU). Nguyen said
health care providers are “faced with limited and outdated information” on comWWW.ELHISPANICNEWS.COM
munities of color and need “accurate and
current information” in order to provide
effective care.
Mayra Martínez and Alberto Dorantes,
two Oregon students and activists who
were brought to the U.S. from Mexico as
children, both spoke about the challenges
they face in completing their higher education due to their immigration status.
Dorantes described the “sinking feeling”
he experienced as his high school graduation approached.
“I can’t work legally, I can’t drive legally,” he
realized — and college seemed financially out
of reach since he wouldn’t qualify for in-state
tuition rates. Diagnosed with severe depression, he nearly didn’t finish high school. His
outlook improved when he began volunteering within his community and opendc up to
people about his struggles.
“I realized if you want change,” Dorantes recalled, “you have to be part of that
change.”
Throughout the kick-off, speakers made
it clear they agree with that sentiment, and
will not merely wait politely for Oregon’s
politicians to act on OHEA’s priorities.
“We cannot continue to wait for someone else to rescue us,” Moreno said. “We are
the people we have been waiting for.”
Multnomah County Commissioner
Loretta Smith and Oregon State Representatives Alissa Keny-Guyer, Michael Dembrow, and Lew Frederick joined OHEA representatives and allies in publicly pledging to support the alliance’s mission and
agenda. Frederick called on the community not only to make their presence known
at the Capitol, but also at their elected officials’ town halls, to let them “know they’re
not just talking about some mythical group
of people.”
An OHEA information sheet listed the
alliance’s planned activities as: strategy
meetings, leadership trainings, community presentations, grassroots lobby days,
and policy research and action. For more

Obama a little more leverage in working for
changes in immigration procedures.
Now the question is if Congress will pay
attention to such issues as immigration
reform, the DREAM Act, and English as a
second language programs. If not, voters
can remind their representatives who
brought them to the dance. At least a few
more members of Congress should be more
willing to listen to their constituents.

Portland, OR — After the 2012 election came and went in November, political observers spent weeks debating what
the re-election of President Barack Obama
might mean to the United States. While TV political savants debated tax
rates and health care issues, another significant change slipped through the door
unnoticed by the name-brand analysts. Most seemed to ignore that the number
of senators and representatives of Latinos
in Congress of various backgrounds was
slowly increasing. With his election, Ted Cruz (R-TX)
became the third Latino U.S. senator. Since
the number of Latinos in the United States
runs around 15 percent, a mere 3 percent
representation in the Senate isn’t reason
for great rejoicing. The important point is
that the direction is pointing upward. Two
years ago, only Robert Menéndez (D-NJ)
and Marco Rubio (R-FL) were the only Latinos holding seats in the Senate.
In the House of Representatives, six
of the Latinos elected in 2010 either
resigned or were voted out. On the
other hand, seven fresh Latino representatives were elected this time around.
Overall, 17 of the 24 Latino members of the
2013 House of Representatives members are
Democrats while seven are Republicans. The critical factor here is that four of the
six outgoing member are Democrats, but
six of the seven new representatives are
also Democrats. That will not overturn the
Republican House majority, but it will give

In Oregon, President Obama won the
state’s electoral votes by taking 54.25 percent to Republican’s Mitt Romney’s 42.26
percent of the state’s 1,723,482 ballots.
Some 60,055 Oregonians showed a spirit
of individuality by ignoring the large parties. Of these, 1.33 percent endorsed Libertarian Party candidate Gary Johnson. Green
Party candidate Jill Stein drew 1.08 percent,
Constitution Party’s Will Christensen got
0.25 percent and Progressive Party’s candidate Ross C. “Rocky” Anderson collected
0.08 percent of the total vote.
In races for State Representative seats,
five Hispanics were on the ballot. Voters
printed tickets to Salem for three of them.
Running unopposed, Republican Sal
Esquivel received 96.18 percent of the votes
in District 6. A few write-in ballots rounded
out the contest.
In District 28 Democrat Jeff Baker
defeated Republican Manuel Castañeda by
a 60.50 percent to a 39.29 percent margin. With no Democrat on the ballot in District
3, Republican Wally Hicks drew 75.34 of the
votes. Constitution Party member Barbara
González took second with 12.21 percent,
enough to finish ahead of Libertarian Johnie
Wayne Scott. who drew 11.76 percent. In District 47, Democrat Jessica Vega
Pederson beat Republican Maggie Nelson
by a 64.45 to 35.09 percent margin.
In the tightest race of the day, Democrat
Joe Gallegos polled 49.27 percent in District
30. Republican incumbent Shawn Lindsay
drew 44.83 percent. The balance of power
was tipped by Libertarian Kyle Markley who
received 5.73 percent. In the City of Eugene City Council, Ward
2, incumbent Betty Taylor defeated challenger Juan Carlos Valle by a 56 percent to
44 percent margin.
The 15-15 tie in the State Senate was
broken in November. Come January, Democrats will gain control. With both sections
of the legislature in Democratic hands, the
question is if the power brokers in Salem
will pay attention to such issues as allowing
undocumented residents to apply for driver
licenses. Another hot button target for many
parents is how to bridge the achievement

Portland, OR — Después de que las elecciones del 2012
vinieron y se fueron en noviembre, observadores políticos pasaron semanas debatiendo lo que la re-elección del
Presidente Barack Obama podría significar para los Estados Unidos. Mientras que los eruditos políticos en la televisión
debatían sobre tasas tributarias y problemas del cuidado
de la salud, otro cambio significante entró por la puerta sin

de la Cámara de Representantes del año 2013 son Demócratas mientras que siete son Republicanos. El factor crítico aquí es que cuatro de los seis miembros
salientes son Demócratas, pero seis de los siete nuevos representantes también son Demócratas. Eso no contrarrestará la
mayoría Republicana en la Cámara, pero le dará a Obama un
poco más de campo para negociar al tratar de trabajar para
hacer cambios en los procedimientos de inmigración.
Ahora la pregunta es si el Congreso pondrá atención
a dichos asuntos como la reforma de inmigración, la Ley
DREAM, y los programas de inglés como un segundo

A nation of immigrants

Once a year, on a cold November day, our nation ceases from all its
hurried haste. We, for a moment, cease from all of our frenetic flailing.
We cease from all of our wanting and we pause as one nation, to give
thanks. For all of our bounty. For all of our blessings.
It is appropriate, even necessary, I think, that during this time of
Thanksgiving we remember America’s First People — North America’s
indigenous communities. Over 200 years ago, America’s first immigrants, the pilgrims, sat down to thank their Native American hosts for
saving them from an unprotected winter, saving them from certain starvation in a foreign land.
It is important to remember this part of America’s history because it
reminds us that we are all immigrants. One or two generations removed.
Reminds us, too, that we were once the stranger, welcomed.
This wintry November, our nation emerged, too, from a bitter political discourse four years in the making. This costly democratic exercise
divided our nation with angry vitriol. Billions of dollars were spent fueling
the unkind narrative of fear. Pitting America’s new immigrants against
America’s first immigrants.
Indeed, in this Presidential election, our nation was asked to choose
between a narrative of fear and a narrative of inclusion.
And faced with these two choices, America resoundingly chose a party
which remembers this part of our common narrative: that we are a nation
of immigrants. Founded by immigrants, fed still by the youthful vitality and
vigor of this ever-flowing migration stream. That migration is itself written into our genetic code and is a phenomenon which is both ancient and
sourced in every specie’s survival. That we are no exception.
Because of this ignored reality, the Republican Party is now engaged
in post-defeat reflection. Asking what about their strategy went wrong.
And they are talking about modifying their future messaging, reworking their strategy.
But this not enough. It is not simply a question of massaging your message, not a question of modifying your strategy. It is instead a question
of changing your values. Or more accurately, embracing the fullness of
their self-declared Christian values. Not just choosing anger or hate. Or
making of fear their policy. But embracing the Christian ideals of compassion and forgiveness. And not least of all, living out the principle of
welcoming the stranger among us.
Republicans lost largely because they engaged in a hateful diatribe
against Latino immigrants. They are learning that they can no longer
afford to do this. There are an estimated 50 million Latinos in the U.S.
And, according to the US Census and the Selig Center for Economic
Growth at the University of Georgia, Latinos wield over $580 billion in
buying power.
Additionally, there are an estimated 11 million undocumented immigrants in the nation. And each year American companies great and
small benefit from their labor. In fact, undocumented workers generate goods and services worth more than $120 billion a year in the
U.S. These same immigrants are also the largest and most productive entrepreneurs, fueling the fastest small business growth of any
group in the U.S..
It is time for us as a nation to recognize the many contributions of these
immigrants and integrate them into our society. It is time for immigration reform.
Every month, 50,000 Latinos become eligible to vote. These are largely
the children of immigrants — who remember and will remember how
their immigrant parents were treated.
The new reality is that any party or political process which ignores this
awakened giant risks political irrelevance and permanent political marginalization.
But immigration does not only represent a part of our collective history, it is also a question. A question which our President and America
must now answer.
It is a question which our Indian elders have wrestled with ever since 5
million of their brothers and sisters perished in America’s first migration.
An old Cherokee grandfather said to his grandson, who came to him
with anger at a friend who had done him an injustice, “Let me tell you a
story. I too, at times, have felt a great hate for those that have taken our
land, our way of life with no sorrow for what they do.”
“I have struggled with these feelings many times,” he continued, “It is
as if there are two wolves inside me. One is good and does no harm. He
lives in harmony with all around him, and does not take offense when
no offense was intended. He will only fight when it is right to do so, and
in the right way.
“But the other wolf, ah! He is full of anger. The littlest thing will set
him into a fit of temper. He fights everyone, all the time, for no reason.
He cannot think because his anger and hate are so great. It is helpless
anger, for his anger will change nothing.
“Sometimes, it is hard to live with these two wolves inside me, for both
of them try to dominate my spirit.”
The boy looked intently into his grandfather’s eyes and asked, “Which
one wins, Grandfather?”
The grandfather smiled and quietly said, “The one I feed.”
The future of any political party, the very future of America lies in which
wolf it will choose to feed: fear and hate or compassion and kindness.

Una vez al año, en un frío día de noviembre, nuestra nación deja de apresurarse. Nosotros, por un momento, dejamos toda nuestra agitación frenética.
Nosotros dejamos de desear y pausamos como una nación, para dar gracias.
Por toda nuestra abundancia. Por todas nuestras bendiciones.
Es apropiado, y hasta necesario, opino yo, que durante esta época de
Thanksgiving que nosotros recordemos a las primeras personas de los Estados Unidos — a las comunidades indígenas de Norteamérica. Hace más de
200 años, los primeros inmigrantes de los Estados Unidos, los peregrinos,
se sentaron para darles las gracias a sus anfitriones indígenas americanos
por salvarlos de un invierno para el cual no estaban preparados, salvándolos ciertamente de morirse del hambre en una tierra extraña.
Es importante recordar esta parte de la historia de los Estados Unidos
ya que nos recuerda que todos somos inmigrantes. Hace apenas una
o dos generaciones. Y también nos recuerda que una vez fuimos los
desconocidos, a los que nos dieron la bienvenida.
Este noviembre invernal, nuestra nación emergió, también, de un discurso político lleno de resentimiento, con cuatro años de desarrollo. Éste
caro ejercicio democrático dividió a nuestra nación con reproches enfurecidos. Billones de dólares fueron gastados para darle fuego a la cruel
narrativa del temor. Poniendo a los nuevos inmigrantes estadounidenses
en contra de los primeros inmigrantes estadounidenses.
Es más, en esta elección presidencial, se le pidió a nuestra nación que
escogiera entre una narrativa de temor y una narrativa de inclusión.
Y ante estas dos opciones, los Estados Unidos rotundamente escogieron un partido que recuerda esta parte de nuestra narrativa común: que
somos una nación de inmigrantes. Fundada por inmigrantes, aun siendo
alimentada por la jovial vitalidad y vigor de este continuo arroyo de
migración. Que la migración en sí forma parte de nuestro código genético y es un fenómeno que es antiguo y es uno de los recursos para la
supervivencia de cada especie. Que nosotros no somos la excepción.

Debido a esta realidad ignorada, el Partido Republicano ahora está
reflexionando después de haber sido derrotado. Preguntándose qué en
su estrategia salió mal. Y está hablando sobre modificar sus mensajes
futuros, rectificando su estrategia.
Pero esto no es suficiente. No es simplemente una cuestión de cambiar su mensaje, no es una cuestión de modificar su estrategia. En vez
es una cuestión de cambiar sus valores. O de manera más exacta, de
aceptar la riqueza de sus auto-declarados valores cristianos. No sólo
de escoger la furia o el odio. O de hacer que el temor sea su política.
Sino de aceptar los ideales cristianos de la compasión y el perdón. Y no
por último, vivir el principio de darles la bienvenida a los desconocidos
entre todos nosotros.
Los Republicanos perdieron en su mayor parte debido a que participaron en una diatriba detestable en contra de los inmigrantes latinos.
Están aprendiendo que ya no pueden darse el lujo de hacer esto. Hay
aproximadamente 50 millones de latinos en los EE.UU. Y, según el Censo
de los EE.UU. y el Centro Selig para Crecimiento Económico en la Universidad de Georgia, los latinos aportan más de $580 billones de dólares
en poder adquisitivo.
Adicionalmente, hay aproximadamente 11 millones de inmigrantes indocumentados en la nación. Y cada año compañías estadounidenses, grandes
y pequeñas, se benefician de su trabajo. De hecho, los trabajadores indocumentados generan bienes y servicios con un valor de más de $120 billones de dólares al año en los EE.UU. Estos mismos inmigrantes también

los Estados Unidos ahora deben contestar.
Es una pregunta con la que nuestros antecesores indígenas han
luchado desde que 5 millones de sus hermanos y hermanas perecieron
en la primera migración de este país.
Un anciano abuelo de la tribu Cherokee le dijo a su nieto, que vino a
verlo muy enojado después de que un amigo le había hecho una injusticia, “Déjame contarte una historia. Yo también, a veces, he sentido gran
odio contra aquellos que han tomado nuestras tierras, nuestra manera
de vivir sin ninguna pena por lo que hacen.”
“He luchado con estos sentimientos muchas veces”, continuó él, “Es
como si hubieran dos lobos dentro de mí. Uno es bueno y no hace daño.
Él vive en harmonía con todo a su alrededor, y no se ofende cuando no
fue la intención de ofenderlo. Él sólo luchará cuando es apropiado hacerlo, y lo hará de manera justa.
“Pero el otro lobo, ¡ah! Ése está lleno de furia. La menor cosa causa
que se llene de cólera. Él pelea con todos, todo el tiempo, sin ninguna
razón. Él no puede pensar porque su furia y odio son tan grandes. Es
furia inválida, ya que su furia no cambiará nada.
“A veces, es difícil vivir con estos dos lobos dentro de mí, ya que ambos
tratan de dominar mi espíritu”.
El niño fijó su mirada en los ojos de su abuelo y le preguntó, “¿Cuál
gana, abuelo?”
El abuelo sonrió y le dijo calladamente, “Al que alimento”.
El futuro de cualquier partido político, el verdadero futuro de los Estados Unidos yace en el lobo que escojamos alimentar: el temor y el odio,
o la compasión y la bondad.

Siendo un aficionado del mundo gastronómico latino
no garantiza ser un experto en toda la comida latina.
“Cuando primero aprendí sobre los tamales”, recuerda
Mike González, “juro a Dios que traté de comérmelos con
todo y la hoja de maíz”.
Nacido de padres puertorriqueños y criado en Miami,
la niñez de González fue dominada por los sabores del
Caribe. Pollo con mojo, frijoles negros, arroz blanco, tostones — “Esa es mi comida perfecta”, dijo él.
Fue un anhelo por esos sabores hogareños lo que guio
a González a fundar la Hispanic Food Network en la internet en 2009. Deseando el mojo que hacía su mamá, él hizo
una búsqueda en la internet de “Hispanic food network”,
suponiendo que los resultados serían enormes. González
se sorprendió al descubrir que no existía ni la “HispanicFoodNetwork.com” ni la “LatinoFoodNetwork.com”, así
que rápidamente obtuvo ambos dominios.
Siendo un presentador de noticias en la KXLY 4 en Spokane, Washington, González rápidamente puso sus miras en

González dijo que a pesar de su nombre, “En La Cocina” es

Being a Latino foodie doesn’t guarantee expertise on
all Latin food.
“When I first learned about tamales,” Mike González
recalls, “I swear to God I bit into the corn husk.”
Born to Puerto Rican parents and
raised in Miami, González’s childhood
was dominated by the flavors of the
Caribbean. Mojo chicken, black beans,
white rice, tostones — “That’s my perfect meal,” he says.
It was a hankering for those tastes
of home that led González to create
the web-based Hispanic Food Network in 2009. Craving mama’s mojo,
he did an internet search for “Hispanic
food network,” assuming the results
would be bountiful. González was surprised to discover that there was no
“HispanicFoodNetwork.com” or “LatinoFoodNetwork.com,” so he snatched
up the domains.
A news anchor for KXLY 4 in Spokane, Wash., González quickly set his
sights on expanding to television. His
employers nibbled at the idea, but
required him to produce four pilot
episodes without the use of the station’s equipment. The
English-language “En La Cocina” premiered in October
of 2009 and currently airs in Spokane and Yakima on the
local ABC affiliate, as well as on the Mi Casa Network in
Houston, Texas. TV Azteca in Seattle plans to pick up the
show in early 2013, and González is negotiating with the
network to expand to Portland shortly thereafter. The
Hispanic Food Network also has a Spanish-language production in the works called “Sabor Latino.”
While “Sabor Latino” will cater to “people who like to get
their hands dirty in the kitchen,” González says that despite
its name, “En La Cocina” is much more about getting out
into the community. Each episode ends with González in
the kitchen, but the journalist by trade is more interested
in the stories behind the food and the people who make
it, so he films segments in Northwest restaurants, cooking
with the owners and highlighting their
accomplishments.
“I don’t think so much that cooking is my passion, but I love the food
and the culture,” he says. “Yeah, I
cook, but it’s more the stories that I
really like.”
It is through these explorations of
the local restaurant scene that González
has cultivated an appreciation for a
wide variety of Latin cuisine, particularly Mexican food, which he praises
for its diversity and creativity.
“There was a Cuban restaurant on
every corner where I grew up,” he says
— but the only Mexican grub around
was of the fast food variety.
“It’s just a neat genre of food,” he
says, “and you gain a respect for it once
you get into it.”
And despite his first unpleasant
discovery that their corn husk wrappers aren’t terribly tasty — “Now I just love tamales.”

Portland, OR — One the most celebrated mariachi
ensembles in the world is joining musical forces with the
Oregon Symphony this holiday season for a “Fiesta Navidad.” Conducted by Metropolitan Youth Symphony Music
Director Andrés Lopera, El Mariachi Los Camperos de Nati
Cano will perform with the symphony on Dec. 15 at the
Arlene Schnitzer Concert Hall in Portland.
Jesus “Chuy” Guzmán, artistic director of the renowned
mariachi ensemble, talked to El Hispanic News about their
successes and long trajectory in the music business.
“We are happy,” he says. “Just by the fact that we were
invited to Oregon, this means that we have been doing good
work, therefore we were chosen.”
El Mariachi Los Camperos de Nati Cano began 52 years
ago in a small town near Guadalajara, in the Mexican state
of Jalisco, when Natividad Cano was only a young man who
loved music enough to pursue its study at the local conservatory. His first recording dates back to 1961. To date,
Can has releases nine albums in the U.S. and many more
in Mexico.
Guzmán himself has spent for 24 years of his artistic
career with the Los Camperos, who see themselves not
just as entertainers, but as educators and cultural ambassadors.
“We work with the youth, making presentations at universities and high schools, starting with kindergarteners,”
he says. “Everybody is fascinated, under a spell, when they
hear the music, because they can perceive this is something different, something authentically Hispanic. We try
to reach the senses of the children with our music, so they
can see the difference of this music from rap/hip-hop, but,
most importantly, over Banda music, which has become
some sort of symbol of what’s Mexican. Mariachi, instead,
has been in the making and being played for hundreds of
years, and is an intrinsic part of the culture.”
Their Dec. 15 Fiesta Navidad concert, during which the
11-member ensemble will perform holiday songs from both
Mexico and the U.S., will mark the second time Los Camperos have shared that “intrinsic part of the culture” with
Portland. Guzmán hopes it won’t be the last.
“You guys are the ones who move the city, and art at your
city,” he says. “If you like our music, we’ll be there.”

“Estamos contentos”, dice. “Simplemente por el hecho de que fuimos invitados a Oregón, esto significa que hemos
estado haciendo un buen trabajo, y por lo
tanto fuimos seleccionados”.
El Mariachi Los Camperos de Nati Cano
se fundó hace 52 años, en un pueblo cerca
de Guadalajara, en el estado mexicano de
Jalisco, cuando Natividad Cano era apenas un
joven que amaba tanto la música como para
seguir la carrera en el conservatorio local. Su
primera grabación la hizo en 1961. A la fecha,
Cano ha producido nueve discos en los Estados Unidos y muchos más en México.
Guzmán, por su cuenta, lleva 24 años de
carrera artística con Los Camperos, quienes
se consideran no solamente artistas, si no
educadores y asimismo, embajadores de
la cultura.
“Trabajamos con la juventud, haciendo presentaciones en universidades y
escuelas preparatorias, empezando desde
el kínder”, dice. “Todo el mundo queda
fascinado cuando escuchan la música, ya
que pueden percibir que esto es algo diferente, algo netamente hispano. Tratamos de
llegar a los sentidos de los niños con nuestra música, de manera que puedan ver la
diferencia entre ésta música y entre el rap,
el hip-hop, pero lo más importante, entre
la música de Banda, que en cierta forma se
ha equiparado y ha llegado a ser un símbolo
de lo que es mexicano. En comparación, el
mariachi, se ha estado desarrollando y se ha
tocado por siglos, y es una parte intrínseca
de la cultura.”
En su presentación con el concierto
Fiesta Navidad el día 15 de diciembre, en
la cual se presentarán con una agrupación
de 11 elementos, se incluirá canciones de
la temporada, tanto de México como de los
Estados Unidos, y marcará la segunda ocasión en que Los Camperos compartirán esa
“parte intrínseca de la cultura” con Portland.
Guzmán espera que esta no será la última.
“Ustedes son los que mueven la ciudad
y el arte de su ciudad”, dice. “Si les gusta
nuestra música, allí estaremos”.

Well over 4 million homeowners affected
by the foreclosure crisis are eligible for an
independent review of their cases — but only
a small percentage of them have requested
one through a recently available federal program, and the deadline to do so is looming.
The Independent Foreclosure Review
(IFR) allows eligible current and former
homeowners to have their foreclosure files
reviewed by independent consultants.
Homeowners who were financially harmed
by abuses or errors of their mortgage servicers will be eligible for compensation.
As of September 2012, only 7 percent
of eligible homeowners nationwide had
responded to the mailing about the IFR,
which is run by the Federal Reserve Bank
and the Office of the Comptroller of the
Currency (OCC). The deadline to request a
review is Dec. 31.
“The response rate has been incredibly
low compared to the number of homeowners who may have been affected,” says Maeve
Elise Brown, executive director of Housing
and Economic Rights Advocates. She spoke at
a briefing for ethnic media last month hosted
by New America Media with support from the
San Francisco Foundation, intended to raise
awareness about the IFR Program.
“There was almost no outreach to people
of color or immigrants,” Brown says.
Lena Robinson, a regional manager of
the Federal Reserve Bank of San Francisco,
says that the IFR is particularly focused on
increasing the number of African American
and Asian American responders.
Mailings about the program were sent
out in November 2011. Many homeowners were suspicious of the mailing and dismissed it as a mortgage scam.
Additionally, despite the Federal Reserve
Bank’s intention to reach out to Asian American homeowners, the mailings were only
sent in English and Spanish (with a note
about where to find other translations).
“Unfortunately, a lot of the information that’s out there is not in Chinese [and
other Asian languages],” says Allen Zhao,
the housing coordinator at ASIAN, Inc.

(MEDA) adds that the foreclosure crisis “has
impacted the Latino community disproportionately,” which he says represents almost
48 percent of all foreclosures.
Etelvina Reyes, a San Francisco Bay
Area homeowner, had lost her job and
was going through a divorce when she got
behind on her mortgage payments. She first
approached a third party that promised to
help her modify her home loan with her
bank. The effort ultimately failed, though
she was still charged a fee. She then tried
to get a loan modification directly through
her lender, Citibank, which granted her a
trial modification.
One day she went to the bank to make a
mortgage payment. “They said, ‘Why are you
paying the mortgage? You are no longer the
owner.’ The bank was now the owner,” says
Reyes. “That was the worst day of my life.”
Reyes was likely a victim of “dual-tracking”
— a practice in which banks try to foreclose
on homeowners before giving a decision on
a loan modification. She went to MEDA for
help, and the organization was able to assist
her in rescinding the foreclosure.
Reyes recently requested a review
through the IFR, and could be eligible for
compensation if it’s found that she was
wrongfully foreclosed upon.
Any homeowner whose primary residence
was at some stage of foreclosure any time in
2009 or 2010, and who used a mortgage servicer on the IFR’s list of servicers and affiliates,
is eligible for a review. Homeowners who did
not actually lose their homes to foreclosure
are still eligible to apply. Compensation ranging from $500 to $125,000 plus equity will be
determined by how much the homeowner
was financially harmed during the foreclosure process. In the most severe cases, says
Robinson, the foreclosure can be rescinded.
Despite the fact that the IFR began accepting requests for review in November 2011, and
234,000 homeowners have already requested
one, no decisions have been made and no
compensation has been paid out. Robinson
says that at this point, the program’s main priority is to “get a sense of the range of issues
that homeowners may have faced.”
No money will be released until the
application process is closed, and regulators won’t give a time frame. Maeve Elise
Brown says that it’s not clear how obvious
the financial harm will have to be in order
for a homeowner to be compensated.
Brown says that there have also been
significant problems with the process in
terms of who was hired to review the files.
An investigation has revealed ties between
the banks and the independent consultants
they have hired to review the foreclosure
files. The process will “require ongoing oversight by the public,” according to Brown.
Robinson of the Federal Reserve Bank
maintains, though, that this an opportunity for homeowners to “close the chapter
on that part of their lives.”
