Hall of Fame Inductees Honored During Event
By LOUISE ABERCROMBIE, News Staff Writer — Wednesday, March 18, 2015
TONKAWA — A jovial audience at the Renfro Center at Northern Oklahoma College Saturday evening welcomed
Distinguished Alumni Hall of Fame inductees Ken Bellmard of Ponca City and Bill Butler of Grove, along with alumni and
friends.
In accepting the award, Bellmard said he thought it might have been a case of mistaken identity but was going to keep the
award anyway.
Bellmard, a member of the Kaw Nation, has practiced Native American Law since 1990. He received an associate of arts
degree from NOC in 1978, a bachelor’s degree in art from Oklahoma State University in 1982 and a Juris Doctorate degree
from the University of Oklahoma College of Law in 1989. While at NOC, Bellmard was a member of Phi Theta Kappa and on
the wrestling team.
He later lettered for the OSU wrestling team.
Before entering law school Bellmard coached junior high and high school wrestling in Ponca City and in Newkirk, where he
coached a state championship team and a state runner-up.
Active in Kaw Nation cultural activities, he has served on the Kaw Nation’s Cultural Committee and was drumkeeper for the
Kaw In-Lon-Sia Ceremonial Dances. Bellmard, a member of the Directors of USA Judo, was a part of the USA Judo delegation
attending the Beijing and London Olympics.
Bellmard was inducted by Dr. Rick Edgington, NOC Vice President Enrollment Management. Guests at Bellmard’s table
were his wife Debra, his mother Lily Bellmard, and sisters Robin Bellmard and Sue Bellmard, in-laws, Ona and Charlie Clegg,
Elaine Huch, Law Nation chair and Terry Pepper, Kaw Nation secretary.
Bill Butler
Butler, a native of Grove, was a member of both the football and baseball teams at Northern and was honorable mention AllConference Quarterback his sophomore year. He continued his athletic career at Southwestern Oklahoma State University in
Weatherford where he was a two year member of the football team while earning a bachelor of science degree in Physical
Education with a minor in History.
He later earned his master’s degree in counseling from East Central University in Ada. His professional career included
teaching and coaching at Jay and Owasso Public Schools before moving to the Oklahoma State Department of Education, where
his career as an Indian Education Coordinator in 1973 began to expand. He served more than 31 years in several capacities with
the department, including but not limited to Director of the Johnson O’Malley Program in Indian Education, Administrator of
Indian Education, Transportation Officer, Director of Auditing and Executive Director of Accreditation before retiring in 2005
as Assistant State Superintendent of Accreditation.
Sherri Snyder, NOC Vice President Development and Community Relations, made the presentation for Butler.
Criteria for induction are based on contributions of service to Northern Oklahoma College, time, resources or expertise;
community involvement, leadership positions, citations and awards, and education.
Butler had helped form a NOC reunion in Tulsa beginning in 2009. This involved graduates from across the nation. He
spoke of the days when he and another football player from Grove were looking for scholarships to play football and ended up
at NOC.
Registration and a mixer for the alumni and friends reunion
was held in the lobby of the Renfro Center.
The welcome was by Jill Green 1996 Alumni Relations
director. Entertainment was by Dalton Looper, NOC Student, and
student Reanna Dorsey gave the invocation. Closing remarks and
congratulations were given by Dr. Cheryl Evans, NOC president.
The guests were encouraged to visit the A.D. Buck History and
Welcome Center following dinner.
The dinner was by Ron Geiser, Northern Management
Services and served by members of the President’s Leadership
Council.

Public in name only?
By Wayne Greene, Tulsa World — 3/22/2015
Oklahoma higher education officials have jokingly said for some time that state funding for colleges and universities is
shrinking so much that they are turning into schools that are public in name only.
Don't look now, but it seems like the state of Arizona is ready to try out that model.
Earlier this month, Gov. Doug Ducey signed off on the $9.1 billion Arizona state budget, which includes $497 million in
cuts from the previous year's appropriations.
One budget cut was $15.6 million taken away from two of the state's three largest community colleges, Maricopa
Community Colleges and Pima Community College. That takes the total state funding for the two schools to $0.
That's right, not one penny of state appropriations will go to two of the largest "public" community colleges in Arizona.
Public in name only.
Maricopa Community Colleges President: Tell the maintenance guys to find a chisel.
Secretary: Yes, sir.
President: We're going to take the word Arizona off the cornerstone.
Ducey had wanted to zero-fund another of the state's largest community colleges, but the Legislature decided to keep a
monetary trickle — $2 million — flowing to Pinal County Community College.
The state's three public universities lost $99 million, a 13 percent cut in state support.
Semi-public.
I hope no one at the state Capitol is watching that experiment with interest.
Oklahoma's support for higher education has been eroding for years. This year's total state appropriations to state colleges
and universities is $52.4 million less than it was seven years ago, according to a budget summary and analysis by the state
Regents for Higher Education. Total state appropriations in the same time period is up by $114.6 million.
The state is spending more, it just isn't spending it on higher ed.
This year, state appropriations to colleges and universities increased by $0, although unavoidable costs increases — things
like utilities, health insurance and retirement expenses — rose by $22.5 million, according to the regents.
These days you have to actually say things that used to be assumed by everyone in the room. So, I'll say it: The state needs
to spend money on higher education.
Higher education produces educated citizens. Purely on the basis of self-interest, state government should want more
educated citizens because educated citizens earn more money (on average, people with bachelor's degrees earn about $2.3
million more over their lifetime, according to the U.S. Census Bureau) and, therefore, pay more state taxes.
That ignores the better argument. The state should want more educated citizens because education is good. Educated people
invent things. They start companies. They hire other people. They vote. They know how to set goals and achieve them. They
show good judgment. They think critically and make reasoned decisions.
They know how to solve problems. They are the backbone of civic life.
Money spent on higher education is money well-spent, and, although Arizona doesn't know this, money spent on community
colleges is really well-spent. Community colleges are leaner and dedicated almost exclusively to teaching - to producing those
educated citizens we need.
What happens if the state doesn't pay its share of higher education costs? Ask any parent of a college student. This year, 28.3
percent of the University of Oklahoma's revenue comes from state appropriations. Tuition and fees account for 55.7 percent,
according to the regents. At Oklahoma State University, tuition and fees account for 56.9 percent of the revenue.
State taxpayers are picking up less than a third of the costs of Oklahoma's two premier research institutions. The students are
paying more than half.
Is that public education?
Are we're moving to Arizona?
I hope not. I wouldn't mind the warm winters, but I'd rather live with Oklahoma's February than Arizona's future.

NOC Regents meet at Tonkawa
Mavericks Residence Hall and Jets Residence Hall are the official names approved by the Northern Oklahoma College
Board of Regents for the new buildings under construction on the Tonkawa and Enid campuses respectively.
The decision was made at the March 25 board meeting on the Tonkawa campus. NOC President Dr. Cheryl Evans pointed
out that the names were suggested to promote school spirit. “We want all students to identify as a Maverick or a Jet,” she said,
explaining that the new halls are not athletic dorms and that any NOC student can reside in the new locations.
Vice President for Student Affairs Jason Johnson reported on progress of the building construction, which he expects to be
ready for occupancy for the Fall 2015 semester. “We’re studying the renovation of [other residence hall] bathrooms on the
Tonkawa campus,” he said. Bids have been solicited for the cafeteria project on the Enid campus. Regent Lynn Smith, Enid,
commented that the residence halls “are the most visible evidence of progress made, but we’ve made progress in all areas” of
the college Strategic Plan.
Regents viewed a showcase of the NOC Boot Camp Models. Tracy Emmons, mathematics faculty, explained that Northern
will offer a one-week math review class on all three campuses the first week of the Fall 2015 semester to help at-risk students to
meet requirements for credited math classes.
According to Dr. Rick Edgington, vice president for enrollment, 281 students have already enrolled for the Summer 2015
session and 320 have already enrolled for the Fall 2015 semester since registration opened on Monday, numbers comparable to
this time last year.
Dr. Pamela Stinson, who will assume the duties of Vice President for Academic Affairs July 1, reported that new criteria for
accreditation from the Higher Learning Commission calls for all faculty hired to have master’s or higher degrees with
December 2015 the deadline for compliance with this guideline. .
Notable student accomplishments included the placing of the NOC Governor’s Cup team in the top eight schools
entered in the Donald W. Reynolds Oklahoma Governor’s Cup Collegiate Business Plan Competition. The finals will be
held April 11. Both baseball teams are nationally ranked by the NJCAA, with the Mavericks at No. 12 and the Jets at No.
21.
Regents approved the monthly financial reports presented by Vice President for Financial Affairs Anita
Simpson. Simpson reported total net assets of $26,056,605.42.for the fiscal year 2014-15.
Regents attending were Jeff Cowan, Ponca City, chair; Linda Brown, Ponca City, vice chair; Tom Dugger, Stillwater,
secretary; Keith James, Pond Creek, member; and Lynn Smith, Enid, member. The Board of Regents will meet
Wednesday, April 29 on the Enid campus.
Official minutes of the NOC Board of Regents meetings are available on line at www.noc.edu.

NOC Mackie Planetarium shows planned for April
1 and April 3
The astronomical and calendar events this Easter will be a repeat of the first Easter 2000 years ago. The original Good
Friday predicted by Daniel (Daniel 9:24) was calculated by Isaac Newton to be April 3, 33 AD. This year Good Friday will
also be on April 3. This only occurs a couple of times each century. Also, according to Scripture, there was a full eclipse the
following day on that Holy Saturday (Acts 2:20). This year there will be a full eclipse of the moon on Saturday morning April
4. In Oklahoma this lunar eclipse will begin at 5 a.m. on Saturday April 4, full eclipse will be at 7a.m. and the moon will set at
7:30, according to NOC Astronomy Instructor Fritz Osell.
“We will present a preview of these events at the Mackie Planetarium on the NOC campus at 7 p.m. Wednesday evening
April 1. We will show the eclipse as it will appear from Enid,” Osell said.
“On Friday April 3 at noon the Mackie Planetarium will present the walk Jesus took carrying His cross along the Via
Dolorosa in the Old City of Jerusalem. We will also show the eclipse that will occur on Saturday morning,” he said.

Bobby Shew to Headline NOC
Redbud Jazz Concert
Renowned jazz trumpet and flugelhorn artist Bobby Shew will headline the
Northern Oklahoma College Redbud Jazz Festival Concert on the Tonkawa campus
Friday, April 3.
The concert is set for 7:30 p.m. in the Kinzer Performing Arts Center with the
box office opening at 6:30 p.m. Admission is $7 for adults, $5 for students and free for
Northern employees and students with NOC ID.
A former recipient of the Jazz Album of the Year Award, Shew began studying trumpet at age 10. Two years later, he
was invited to play in a local dance band for weddings and dance gigs and discovered improvisation at his first rehearsal. “The
rest is history,” he says.
Upon high school graduation, the Albuquerque, NM native spent summers in New York City listening to the great jazz
masters and attended the first two years of Stan Kenton Summer Jazz Clinics in Bloomington, Ind. Drafted into the US Army,
he was assigned as jazz soloist with the NORAD band in Colorado Springs and on tour.
After his military service, Shew moved to New York City and joined the Tommy Dorsey Orchestra, rooming and
playing with the legendary Charlie Shavers. He later played with a number of big bands, including those of Woody Herman,
Buddy Rich and Benny Goodman, before settling in Las Vegas for seven years to perform with top show bands in casinos.
In 1972 he moved to Los Angeles and became a first-call studio musician as well as continuing to play with the big bands of
Louie Bellson, Toshiko Akiyoshi and Ed Shaughnessy, among others.
Shew is a former associate professor of trumpet at the University of Southern California-Los Angeles (10 years), California
State University-Northridge (18 years) and California Institute of the Arts (3 years). He has held numerous Artist-inResidencies world-wide in Germany, the Netherlands, Belgium, Japan, Canada and Austria.
In addition to playing on several notable Big Band recordings starting in the 1960s, Shew recorded several albums as leader
and has earned numerous Grammy nominations. He was elected into the New Mexico Music Hall of Fame.

NOC planetarium
presents
“Walk with Jesus”
The Bert and Janice Mackie Planetarium, located on the
Northern Oklahoma College Enid campus, will present
“Walk with Jesus” each Friday during the Lenten season,
according to Fritz Osell, astronomy faculty.
The 20-minute presentation begins at 12:05, starting Feb.
20, and repeats Feb. 27 and March 6, 13, 20, 27 and April 4.
Following a seven-centuries-old practice, the Franciscan
friars walk and pray along the Via Dolorosa in the old city of
Jerusalem. The Via Dolorosa (Way of Grief) traces Jesus’ last
journey from the site of His trial to the site of His crucifixion
at Golgotha and later on, His resurrection.
The public is invited at no charge to join in a virtual
pilgrimage with the friars, recalling Biblical and traditional
events on the route to Calvary and the Holy Sepulchre as they
make their way through Old Jerusalem.
The actual Via Dolorosa pilgrimage is followed by
Christians of many denominations, especially during Holy
Week. The pilgrimage has great meaning due to its proximity
to the original events and the reflection upon them along the
way.

Online tutoring available
An email was sent out to all NOC students to announce the availability of tutor.com, the online tutoring
service NOC subscribed to beginning in the fall 2014 semester. If you are interested in viewing a video for
faculty, describing how the service works, you can go to the following link:
https://www.youtube.com/watch?v=Xi5yckIodOo
NOC employees may run across students who are struggling in their classes and could help them by sharing
the availability of this service, linked through students’ Blackboard page. In addition to the online tutoring
service, students can access schedules for on-site tutoring through the “Tutoring” page on the NOC Website
(under “Student” link). Peer tutors are still being hired in some areas and schedules are being posted as they are
finalized.
If you are a faculty member and have not yet made the tool link to tutor.com available on your Blackboard
pages, you may want to do so as soon as possible so that all students can access this service.
