This movement of people and goods is driving
the construction of the Miami Intermodal
Center (MIC), a $1.3 billion dollar program
of the Florida Department of Transportation
(FDOT). The program will relieve traffic tensions
and provide choices to local transportation
customers and commuters, as well as link
Miami International Airport (MIA) to the region’s
business and tourist centers.
The MIC is located in the heart of Miami, east
of MIA, and consists of a Rental Car Center
(RCC), the Miami Central Station, Roadway
Improvements, the MIC-MIA Connector, and a
Joint Development component.

In the early 1990s, county officials foresaw the
need to create connectivity for the region as
Miami-Dade grew westward. FDOT took the lead
and soon planning and design were underway.
At the same time, the landmark federal
Intermodal Surface Transportation Efficiency
Act (ISTEA) which passed in 1991 encouraged
FDOT to adopt an intermodal approach and take
advantage of innovative financing techniques
offered by the US Department of Transportation.
FDOT continues to lead in the construction of
the MIC Program in partnership with the US
Department of Transportation, Miami-Dade
County, the Miami-Dade Expressway Authority
and the South Florida Regional Transportation
Authority. A consultant management group
assists FDOT in the planning, design and
implementation of the program.

CONNECT AND DECONGEST
The MIC Program will accomplish two main
objectives: it will provide connectivity for
residents and visitors of Miami-Dade County
and the South Florida region, where none existed,
between the transportation systems in the Palm
Beaches, Fort Lauderdale, Miami, and the Florida
Keys, as well as decongest area roadways.
It is being built in phases with Phase One
currently under construction and scheduled for
completion by 2011.

This 3.4 million square foot “rental car shopping
mall” will provide customers arriving through
MIA convenient access to participating rental
car companies. Designed and built by FDOT, it
will be the first major component of the MIC
Program. Upon completion, it will be operated by
the Miami-Dade Aviation Department (MDAD).
It features the first multilevel fueling system
designed in the US. At full build-out, it will
have a total capacity of approximately 6,500
vehicles and include a Ready/Return garage,
“Quick Turnaround” fuel and wash areas, and
a Customer Service Lobby.
Initially, rental car buses that now circle the
airport will be replaced by a common shuttle.
Later, when the MIC-MIA Connector opens and
connects the RCC to the airport terminals, MIA
curbside traffic will be reduced by 30%.

FDOT is leading the design and construction of
the 27-acre Miami Central Station site, directly
east of the RCC.
It will offer commuters and tourists safe and
efficient transfers between regional and local
public transit systems:
• Tri-Rail, linking the tri-county area
• Metrorail, via the MIC-Earlington Heights
Extension connecting MIA to Hialeah,
Downtown Miami and Kendall
• Metrobus, intercity buses, taxis, bicycles and
private passenger vehicles
• National Amtrak and Greyhound services
• MIC-MIA Connector, an automated
peoplemover linking the MIC to MIA
At the Miami Central Station, visitors will
connect to the airport via the MIC-MIA Connector
and local commuters will arrive and depart
through NW 37th Avenue.

ROADWAY IMPROVEMENTS
LEJEUNE ROAD CORRIDOR PROJECTS
When these improvements are complete,
LeJeune Road will be free of MIA traffic, leaving
it for local north-south travel:
• Reconstruction of LeJeune Road into three
lanes in each direction, from NW 11th to
NW 31st Streets.
• MIC-MIA Interchange - direct-access roads
linking SR 836, MIA, the RCC and Miami
Central Station.
MIC TERMINAL ACCESS ROADWAYS
(MTAR) PROJECTS
MTAR roads will connect with the upgraded
LeJeune Road, providing seamless access to the
expressway system after these improvements
are complete:
• Reconstruction of NW 25th and
NW 21st Streets.
• New ground level and elevated roads around
the RCC and Miami Central Station.
ALREADY COMPLETE:
• Internal Roadways Project, 2002 - Prepared
roads for the first phase of the MIC Program
construction.
• NW 14th Street Reconstruction Project, 2004
- Improved drainage on this key area roadway.

Approximately 1.25 miles long, the
MIC-MIA Connector is an elevated
automated peoplemover with one
terminal station at MIA between the
Flamingo and Dolphin Parking Garages
and another at the MIC between the
RCC and Miami Central Station. It is
planned to be operational soon after
completion of the Rental Car Center.
Construction of the MIC-MIA Connector
is managed by MDAD, and FDOT is
responsible for building a portion of
the guideway foundations and the
30,000 square foot MIC Station.

OF NATIONAL AND LOCAL SIGNIFICANCE
In 1999 the MIC Program was designated
a Project of National Significance by the
federal government because of its noteworthy
safety, environmental and economic benefits
and its strategic location in support of
international commerce.
The MIC Program is located in the federally
designated Empowerment Zone and in the
state/county designated Enterprise Zone. It
will generate an estimated 76,000 construction
jobs and 22,000 permanent jobs throughout its
planning, construction and operation.

Development strategy that may use up to 1.4
million square feet of mixed-use development,
including offices, hotel and meeting space,

FUNDING THE MIC
The MIC is a fully funded program and its
budget is balanced each year under FDOT’s 5Year Work Program.

Capital Improvement Program (CIP).
Having been designated by the federal
government as a Mega-Project due to its $1.3
billion price tag, the MIC Program was eligible
to apply for and receive two loans, one for $269
million and another for up to $170 million, under
the Transportation Infrastructure Financing
Innovation Act (TIFIA), which was included
in the Transportation Equity Act for the 21st
Century (TEA21) passed by the US Congress.
Other major funding sources include various
state and local sources, and various private
sector fees and charges.
• The RCC will be funded by one of the TIFIA
loans, as well as from customer facility
charges (CFC’s) now in place on all rental
car contracts originating at MIA.
So far, FDOT has spent over $500 million on
the program. Of that, $320 million was for right
of way acquisitions, utilities relocation, and
environmental remediation of approximately
141 acres. In addition, FDOT has contributed
$80 million towards the MIC-MIA Connector, the

CONNECTING PEOPLE
Whether people choose cars or public transportation, the MIC
will provide valuable connections and choices in one of the
most congested areas in the nation.
When the construction crews are gone and the Rental Car
Center, the Miami Central Station and roadways are operational,
the MIC will be a dynamic hub for state, regional, and local
transportation systems. It will be a grand entrance befitting one
of America’s major centers of commerce and culture!
