Los primeros datos del Ministerio de Industria, Turismo y Comercio registran un consumo total de energía de 145,1 millones de toneladas equivalentes de petróleo (Tep), contabilizando parte de la biomasa y otras energías renovables que no se comercializan. Si sólo se contabiliza la energía comercializada, la cifra se reduce hasta 140,9 millones de Tep. Initial figures from the Ministry for Industry, Tourism and Trade indicate overall energy consumption of 145.1 million tons of oil equivalent (TOE), including part of the biomass and other renewable energies, which are not traded. If only traded energy is taken into consideration, the figure drops to 140.9 million TOE. Estos registros señalan algo que no es corriente. Hay que remontarse a 1993 para observar en España una situación como la que se ha dado el pasado año: la demanda de energía primaria desciende respecto al año precedente. Esta variación negativa se concreta en el primer caso indicado en el –0,5% y en el segundo (sólo energías comercializadas) en el –0,8%. These are rather surprising figures, as we would have to go back as far as 1993 to find a situation similar to that of last year in Spain: a fall in demand for primary energy compared with the previous year. This negative change represents in specific terms 0.5% in the former case, and in the second (traded energy only), -0.8%. LA ENERGÍA EN ESPAÑA The energy in Spain [51-69] Contamos, por tanto, con un retroceso de la intensidad energética, que nos da un período de dos años al sumar este comportamiento al del año 2005. Siempre es una buena noticia conocer esta conducta, que es bastante inusual en la economía y sociedad española. De hecho este descenso durante dos años seguidos de la intensidad energética, no se producía desde mediados de los años ochenta. Las causas de este repliegue de la intensidad energética, están muy relacionadas con un hecho que se ha producido también en la mayor parte de Europa: unas temperaturas más suaves de lo normal en épocas hecho que resalta más al compararlo con 2005, que fue algo más frío de lo habitual. También han incidido en este comportamiento, el aumento de la eficiencia del consumo energético y el incremento de precios de la energía. Ejemplo del primer caso es la sustitución de centrales obsoletas de generación eléctrica, por ciclos combinados de gas natural, que tienen un mayor rendimiento energético. Ejemplo de la incidencia del aumento de los precios de la energía, es el retroceso en el consumo total de productos petrolíferos. We thus see a tailing off of energy intensity, giving us a period of two years of such behaviour when taken together with 2005. Such results are always good news, and a rather unusual circumstance within the economy and society of Spain. In fact, a year-on-year fall in energy intensity over a two-year period had not been seen since the mid-Eighties. The reasons for this decline in energy intensity are closely connected to a circumstance also seen across much of Europe: milder temperatures than normal for the time of the year, and even more acute in comparison with 2005, which was rather colder than normal. One further factor influencing this behaviour was the increase in the efficiency of energy use and rises in the cost of energy. One example of the former would be the replacement of obsolete electricity generating stations with natural gas combined cycle plants, offering superior energy performance, while the impact of rising energy prices was seen, for example, in the decline in the overall consumption of oil based products. Uno de los objetivos de la administración española en este campo es controlar esa desviación respecto al compromiso de Kioto. Así el Real Decreto por el que se aprueba el Plan Nacional de Emisiones 2008-2012 (BOE 24/11/2006) está dirigido a que las emisiones globales de gases de efecto invernadero en España no superen en más de un 37% las de 1990 en promedio anual, en el periodo 2008 a 2012. Esta cifra total se alcanzaría a través de la suma del 15% de incremento concedido por el acuerdo firmado en Kioto, de un 2% adicional a través de la absorción por los sumideros (básicamente aumento de la masa forestal) y de la adecuación del equivalente a un 20% en créditos de carbono. One of the Spanish government’s aims in this field is to control its deviation from the Kyoto commitment, hence the Royal Decree approving the 2008-2012 National Emissions Plan (published in the Official State Bulletin, or BOE, of 24/11/2006), focusing on ensuring that overall greenhouse gas emissions in Spain are no more than 37% higher than those for 1990 as a yearly average between 2008 and 2012. This overall figure is derived from adding an additional 2% to the 15% rise allowed for by the Kyoto agreement on account of absorption by carbon sinks (essentially increased forestry biomass) and an adjustment equivalent to 20% for carbon credits. Por ejemplo, vemos que después de dos años descendiendo, la energía hidroeléctrica tiene una evolución positiva, con un 28,5% de aumento. Uno de los efectos de este crecimiento es el descenso en el consumo de carbón (-12,4), explicado por el desplazamiento parcial del carbón como generador de electricidad, cuya utilización baja un 14,1%. Indicamos que este proceso ha estado potenciado por el sobre coste de la emisión de CO2, aunque el valor por tonelada en el mercado ha bajado ostensiblemente en el año. An analysis of the figures for consumption of primary energy, reveal a number of peculiarities. For example, we find that after two years of falls, hydroelectric energy once more picks up, rising by 28.5%. One of the reasons behind this growth is the drop in the use of coal (-12.4%), which is in turn explained by the partial replacement of coal for electricity generation, a field in which usage dropped by 14.1%. It should be pointed out that this process has been strengthened by CO2 emission surcharges, although the market value per ton fell considerably during the year. En fecha tan próxima como el año 2000, el gas natural aportaba a la sociedad española poco más del 12% de sus necesidades energéticas. La extensión de las redes a nuevos municipios, la penetración en los municipios con servicio de gas y, especialmente, y en los últimos, años la demanda de gas natural en las nuevas centrales de ciclo combinado, han generado esta mayor aportación. Natural gas represents 20.9% of primary energy consumption, if we include non-traded renewable energy sources, and 21.5% if only traded energy is taken into consideration. As recently as the year 2000, natural gas provided little more than 12% of the energy needs of Spanish society. The expansion of supply networks to new towns, increased market penetration those towns with a gas supply service, and particularly over recent years the demand for natural gas in new combined cycle power plants, have all led to this increased share. Otro dato nada habitual este pasado año, es el descenso registrado en el consumo total de energía final. El hecho es sorprendente en la serie de los datos históricos que se poseen, aunque tiene su justificación. Se han producido decrementos en cada una de los valores de las energías finales. En carbón, es una evolución normal. El uso directo del carbón como energía final está en regresión en España desde el inicio de los años ochenta. Pero rompen sus tendencias los descensos registrados en las demandas para usos finales del gas (natural y manufacturado) y de los productos petrolíferos, fruto de los relativamente altos registros de las temperaturas y de los precios. Sirve para generar el 30,1% de la misma, ocupando ya la primera posición en este rol, después de haber desplazado al carbón el pasado año 2006. LA ENERGÍA EN ESPAÑA The energy in Spain [51-69] La demanda de gasolina cae un 4,5% precisamente por ese fenómeno de dieselización progresiva del parque de automóviles; el consumo de fuelóleos desciende un 9% (sólo han generado el 4,9% de la electricidad producida, que es su principal uso) y la demanda global de gases licuados de petróleo (GLP) desciende un 9,5% en el conjunto de 2006. Las causas han sido dos: el progresivo empuje del gas natural en las zonas donde está penetrando y el atípico año climático. Demand for petrol fell by 4.5%, precisely because of the trend towards diesel power in the nation’s cars, while the use of heavy fuel oil fell by 9% (it was used to generate only 4.9% of electricity output, this being its main use), and overall demand for liquefied petroleum gases (LPG) fell by 9.5% overall in 2006. There were two reasons for this: the growing impetus of natural gas in those areas in which it is making inroads, and the unusual weather for the year. El 1 de julio entró en funcionamiento el Mercado 1 July saw the launch of the Iberian Electricity Ibérico de la Electricidad (MIBEL), Market (MIBEL), uno de los procesos de integración de sistemas eléctricos de países vecinos más importantes de Europa. Previamente se firmó el 5 de mayo el Convenio internacional entre España y Portugal que regula el acuerdo y establece los próximos pasos a dar. Se seguirá trabajando para avanzar en la creación de un mercado ibérico efectivamente integrado, por ejemplo constituyendo un único operador (el Operador del Mercado Ibérico, OMI). one of Europe’s most significant projects for the integration of the electrical systems of neighbouring countries. An International Convention had previously been signed by Spain and Portugal on 5 May to govern the agreement and establish the next steps to be taken. Preparatory work will continue towards the creation of a fully integrated Iberian market, for example by establishing one single operator (the Iberian Market Operator, or OMI). Octubre 2006. 59 cap 03 En la cumbre luso-española celebrada el 24 y 25 de noviembre de 2006, ambos gobiernos reafirmaron su empeño en la profundización del MIBEL, en su extensión al Mercado Ibérico del Gas (MIBGAS) y en la creación de un acuerdo que permita el almacenamiento de reservas de petróleo y gas natural en el espacio ibérico. En lo que respecta a las interconexiones transfronterizas, ambos gobiernos acordaron seguir trabajando en la definición de un trazado definitivo en las interconexiones al sur (Algarve-Andalucía) y al norte, que deberán estar terminadas en 2010., permitiendo alcanzar una capacidad de conexión entre los dos países de unos 3.000 MW. En lo que respecta al gas natural, los dos gobiernos solicitan a los gestores de los dos sistemas, un estudio con el objetivo de reforzar las conexiones entre ambos países. The Spanish-Portuguese Summit held on 24 and 25 November 2006 saw both governments reaffirm their commitment to take MIBEL forward, to extend the plans to the gas sector, through the Iberian Gas Market (MIBGAS), and to set up an accord allowing oil and natural gas reserves to be stored within the Iberian peninsula. With regard to cross-border interconnections, the two governments agreed to continue working towards the definition of a final layout for interconnections in the South (AlgarveAndalusia) and the North, and these should be completed by 2010, thereby creating a connection capacity between the two countries of some 3,000 MW. With regard to natural gas, the two administrations called on the managers of their respective systems to draw up a study in order to strengthen connections between the neighbouring countries. Entre los temas que adapta este Reglamento están los relativos a un nuevo impuesto especial sobre el carbón, la extensión a los biocombustibles de las normas favorables que regulaban el consumo de biocarburantes y el establecimiento de las formalidades necesarias respecto al gas natural. En este caso en su condición de producto sujeto a impuesto especial, aunque con tipo cero cuando se consuma como carburante. The aims of this Royal Decree were essentially to reduce the cost of electrical energy on the everyday market (such as by eliminating the competition transition costs, or CTCs, which had been in force since November 1997), to improve energy efficiency (for example through measures intended to provide equal payment for all electricity supplied to the grid by co-generation, eliminating the 10 MW power limit for co-generation plants in order to be given access to the system of premiums per MWh produced), to increase national coal output and to guarantee the conditions applicable to all natural gas storage operators. Moving on into 2007, the Official State Bulletin of 31 January saw the publication of: Royal Decree 47, approving the Basic Procedures for the energy certification of newly constructed buildings. The title says it all: the decrees serves to establish a procedure for allocating all new buildings with an energy efficiency rating. The level achieved by each building will be published, and made known to potential buyers. Aunque ya dentro de 2007, observamos la publicación en el BOE del 31 de enero del: Real Decreto 47/2007, por el que se aprueba el Procedimiento básico para la certificación energética de edificios de nueva construcción. El título es claro. Se establece un procedimiento que asigna a cada nuevo edificio un nivel de eficiencia energética. La calificación alcanzada por cada edificio será pública y conocida por los compradores potenciales. Junto al R. D. por el que se aprueba el Código Técnico de la Edificación, el R.D. que aprueba el Reglamento técnico de distribución y utilización de combustibles gaseosos y el R.D. que valida el Reglamento de Instalaciones Térmicas en Edificación (RITE, aprobado en 1998 y ahora en fase de revisión), forman un cuerpo normativo fundamental, para aumentar la eficiencia energética. Together with the Royal Decree approving the Technical Building Code, the Royal Decree approving the Technical Regulations for the distribution and use of gaseous fuels, and the Royal Decree validating the Regulations for Thermal Installations in Buildings (the RITE, approved in 1998 and now being reviewed), this forms a basic regulatory building block intended to improve energy efficiency. 65 cap 03 Por último, una referencia a las 21 medidas prioritarias que ha presentado el Ministerio de Industria a principios de febrero de 2007, bajo el marco del Plan de Acción 2005-2007, y dentro de la Estrategia de ahorro y eficiencia energética en España, aprobado por el gobierno en 2005. Finally, we should make mention of the 21 priority measures presented by the Ministry of Industry in early February 2007, under the framework of the 2005-2007 Action Plan, and as part of the strategy for energy efficiency and savings in Spain, approved by the government in 2005. This plan aims to achieve savings of 12 million TOE over three years, with respect to trends in energy use. Este documento prevé que el consumo energético español crezca a una tasa anual acumulativa del 2% hasta el 2011 (1,9% en el borrador), hasta llegar a 164,7 millones de Tep. El gas natural aportaría el 24,6% de esa cifra, consumiéndose un total de 40,5 millones de Tep. Menos las energías renovables, todas las otras energías participarán de forma decreciente en el balance energético español, con un consumo menor en valores absolutos, sólo del carbón. The forecasts contained in this document suggest that energy consumption in Spain will grow at a cumulative annual rate of 2% up until 2011 (the draft gave a figure of 1.9%), reaching a level of 164.7 million TOE. Natural gas would provide 24.6% of this figure, with overall consumption making up 40.5 million TOE.
